HomeMy WebLinkAbout2012-09-11 - AGENDA REPORTS - COMPACT EXCAVATOR PURCHASE (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: September 11, 2012 APPROVE THE USE OF A "PIGGYBACK" CONTRACT FOR THE PURCHASE OF A COMPACT EXCAVATOR Public Works RECOMMENDED ACTION City Council approve the use of a "Piggyback" contract for the purchase of a Compact Excavator and trailer from Bobcat using National Joint Powers Alliance (NJPA) Contract 060311 in an amount not to exceed $89,740. 2. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event issues of impossibility of performance arise, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, and execute all documents subject to City Attorney approval. BACKGROUND City Council authorized the purchase of a Compact Excavator during the Fiscal Year 2012-13 budget process. The excavator will be used to maintain all special storm drain assessment areas such as Bridgeport, Creekside, Hidden Creek, and all City -owned basins and out -falls. This equipment works similarly to a large backhoe, but allows access to smaller, hard -to -reach areas An excavator provides improved digging performance in a lighter machine to create trenches, clear large areas of debris, and maintain basins in a more efficient manner. This request also includes the purchase of a trailer to transport the excavator. The City's Purchasing Policy authorizes the use of "Piggyback" purchasing. This process permits the City to place orders against a competitively awarded, pre-existing public agency contract. The NJPA Contract 060311 for public utility equipment was competitively solicited and awarded on July 19, 2011. The NJPA contract allows other public agencies to place orders against it. City staff believes the NJPA contract provides the most competitive pricing and highest quality equipment to the City, thereby, offering the best value. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funds totaling $90,000 for this equipment purchase were appropriated during the Fiscal Year 2012-13 budget process in Accounts 14600, 14650, 14651, 14652, and 14653.
