SUBJECT: DOCKWEILER DRIVE ALIGNMENT, PROJECT S3023 -
AWARD CONTRACT FOR PRELIMINARY ENGINEERING,
CALIFORNIA PUBLIC UTILITIES COMMISSION
APPLICATION, AND ENVIRONMENTAL DOCUMENTS

RECOMMENDED ACTION
1. City Council award the contract for the Dockweiler Drive Alignment, Project S3023, to Hall
& Foreman, Inc., in the amount of $384,905, and authorize a contingency in the amount of
$76,981, for a total contract amount of $461,886.
2. Authorize the continuance of $422,454 in Via Princessa Bridge & Thoroughfare Funds (302)
in Expenditure Account 53023302-5161.001 from Fiscal Year 2011-12 to Fiscal Year
2012-13.
3. Authorize the appropriation of $125,000 in Via Princessa Bridge & Thoroughfare Funds
(302) to Expenditure Account S3023302-5161.001.
4. Authorize the City Manager or designee to execute all contracts and associated documents, or
modify the awards in the event issues of impossibility of performance arise, contingent upon
the appropriation of funds by the City Council in the annual budget for such fiscal year, and
execute all documents subject to City Attorney approval.
BACKGROUND
The extension of Lyons Avenue across the existing Metrolink line with a connection to the
existing portion of Dockweiler Drive has been identified by the City as one of five key
transportation projects. The alignment is part of the City's current General Plan and consistent
with the goals of the Downtown Newhall Specific Plan and the June 2011 Compass Blue Prim
Plan.

Prior to the incorporation of the City, the County Areawide Plan for the Santa Clarita Valley
included the extension of Lyons Avenue over the railroad tracks to the east connecting to Sierra
Highway. The connection of Lyons Avenue to Dockweiler Drive was included as part of the
adoption of the City's first General Plan in 1991.
In June 2011, as part of the One Valley One Vision process, the City Council approved the
alignment of Dockweiler Drive from Lyons Avenue, to its current terminus, as part of the City's
General Plan.
The existing portion of Dockweiler Drive, east of the current study area, was constructed in the
early 1990s. It connects to Sierra Highway to the east and terminates 500 feet west of Valle del
Oro to the west. Dockweiler Drive consists of one lane in each direction with a landscaped
median and is used as the primary access to single- and multi -family residences along
Dockweiler Drive.
The purpose of the Dockweiler Drive Alignment Project is to provide the preliminary
engineering and environmental documents necessary to ascertain the feasibility of the General
Plan alignment for Dockweiler Drive, which identifies the connection of Dockweiler Drive to
Lyons Avenue at Railroad Avenue. The project would extend Lyons Avenue from its existing
terminus at Railroad Avenue, eastward to the westerly property line of The Master's College,
along the General Plan alignment, and consistent with the Council -approved Compass Blueprint
Concept Plan. This project would include the consideration of a new at -grade rail crossing at
Lyons Avenue and Railroad Avenue, which is expected to result in the closure of the 13th Street
rail crossing.
On August 31, 2012, City staff met with the board of the Placerita Canyon Property Owners'
Association (PCPOA) to inform them of this pending contract related to the Dockweiler
Drive/Lyons Avenue Extension. City staff provided the PCPOA with descriptions of the project
and informed them of the project timelines and recommended project consultant. City staff will
continue to keep the PCPOA informed of the progress of the project as it moves forward.
On March 9, 2012, a Request for Proposal was sent to twelve engineering firms with extensive
experience in similar projects. Of those companies, only the following three companies elected to
prepare and submit a proposal to the City for consideration: CH2MHi11, AECOM, and Hall &
Foreman, Inc. City staff reviewed the three proposals and interviewed the three companies.
During the interviews, each firm was given an opportunity to present their team and expertise
and demonstrate their understanding of the project and the requirements of the City. All three
firms demonstrated detailed knowledge of the project and the City's needs. Hall & Foreman, Inc.,
has teamed up with J.L. Patterson & Associates, Inc., as their Railroad and California Public
Utilities Commission (CPUC) subconsultant. J.L. Patterson & Associates, Inc., have extensive
experience with rail -related projects including grade crossings, grade separations, track
expansion, and track inspection. J.L. Patterson & Associates, Inc., were able to obtain CPUC
approval on numerous projects.
Considering the importance of the CPUC application, environmental studies, and permits
associated with this project, staff focused on the competency of the proposed design team relative

to that portion of work and found Hall & Foreman, Inc., to have a well-qualified subconsultant in

After considering the results of the interviews, staff recommends Hall & Foreman, Inc., as the
top qualified professional engineering services firm for the completion of the preliminary
engineering study, application to the CPUC, and completion of the environmental documents for
the project. An extensive outreach component has been included in the scope of work and is
reflected in the overall cost (shown above) for Hall & Foreman, Inc.
The contingency amount requested will cover the cost of unforeseen additional environmental
and/or engineering studies as part of the CPUC application, and/or during the public comments
period. The requested budget adjustment brings the budget in line with anticipated expenses,
including $85,568 for project administration oversight, and miscellaneous costs.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The requested continuance of $422,454 and additional appropriation of $125,000 in Via
Princessa Bridge & Thoroughfare Funds (302) to Expenditure Account S3023302-5161.001 will
provide for all anticipated preliminary engineering, environmental, and project management
oversight costs.
