RESOLUTIONS REGARDING FORGIVENESS OF LOANS TO
PUBLIC BODIES AS REQUIRED BY ASSEMBLY BILL .936

RECOMMENDED ACTION
1. Redevelopment Agency adopt "A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF SANTA CLARITA, CALIFORNIA, REGARDING THE FORGIVENESS

to transmit an executed copy of the resolution to required agencies.
2. City. Council adopt "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, REGARDING THE FORGIVENESS OF
LOANS TO PUBLIC BODIES AS REQUIRED BY ASSEMBLY BILL 936" and direct staff to
transmit an executed copy of the resolution to required agencies.
BACKGROUND
On September 26, 2011, Governor Brown signed Assembly Bill (AB) 936 into law. The bill
requires the City of Santa Clarita (City) and the Redevelopment Agency of the City of Santa
Clarita (RDA) adopt resolutions indicating that no loan, advance or indebtedness has been
forgiven between the two entities during the period of January 1, 2010, through December 31,
2011.
Staff has confirmed neither the RDA nor the City have waived or forgiven any loan to the other
(or any public body) during the time period identified. The attached resolutions have been
prepared to collaborate that finding and satisfy the requirements of AB 936. A copy must be
transmitted to the California State Legislature and the California State Controller within ten days
of adoption.

RESOLUTION 12-
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA
CLARITA, CALIFORNIA, REGARDING THE FORGIVENESS OF LOANS TO PUBLIC
BODIES AS REQUIRED BY ASSEMBLY BILL 936
WHEREAS, on September 26, 2011, Governor Brown signed AB 936 which added
Article 4.4 to Chapter 4 of Part I of Division 24 of the Health and Safety Code, relating to
redevelopment, commencing with Section 33354.7;
WHEREAS, AB 936 requires that the Redevelopment Agency of the City of Santa
Clarita (Agency) adopt a resolution on or before February 1, 2012, declaring whether it has
forgiven the repaymentof a loan, advance, or indebtedness owed by or to a public body during
the period of January 1, 2010, through December 31, 2011;
WHEREAS, during the time period commencing January 1, 2010, through December
31, 2011, there were no loans, advances, or indebtedness from any public body to the Agency
that were forgiven wholly or partially;
WHEREAS, during the time period commencing January 1, 2010, through December
31, 2011, there were no loans, advanced, or indebtedness from the Agency to any public body
that were forgiven wholly or partially.
NOW, THEREFORE, the Agency does hereby resolve as follows:
SECTION 1. The foregoing recitals are true and correct, and the Agency Board
hereby so finds and determines.
SECTION 2. The Agency has not forgiven the repayment of a loan, advance, or
indebtedness owed by a public body to the Agency during the specified period.
SECTION 3. Alternatively, no public body has forgiven the repayment of a loan,
advance, or indebtedness owed by the Agency during the specified time.
SECTION 4. Not later than ten days after the adoption of this Resolution, the Agency
Secretary shall transmit a copy of this Resolution to the California State Controller.
SECTION 5. The Secretary shall certify to the adoption of this Resolution.

LOANS TO PUBLIC BODIES AS REQUIRED BY ASSEMBLY BILL 936
