SUBJECT: AWARD HEATING AND AIR CONDITIONING MAINTENANCE
CONTRACT
DEPARTMENT: Public Works
RECOMMENDED ACTION
City Council award a contract to F. M. Thomas Air Conditioning Inc. for heating and air
conditioning maintenance at various City facilities in the amount of $115,116; authorize a 10
percent contingency of $11,512, for a total price of $126,628, plus Consumer Price Index
(CPI) adjustments.
2. Authorize the City Manager or designee to execute all documents, including up to four
annual renewals not to exceed $126,628 per year, plus CPI increases, contingent upon the
appropriation of funds by the City's annual budget for such fiscal year in accordance with the
terms of the contract and to modify the award in the event other issues of impossibility of
performance arise, subject to City Attorney approval.
BACKGROUND
The City's General Services division maintains the City Hall building; the Corporate Yard
facility; the JoAnne Darcy, Valencia, Newhall, and Old Town Newhall Libraries; three Metrolink
stations; the Transit Maintenance Facility's administration and bus maintenance buildings; and
SCVTV Channel 20 Studio. The heating and air conditioning equipment used to service these
facilities has a combined capital value of $1.6 million.
An invitation to bid was published on April 25 and 27, 2012. On May 29, 2012, the City received
two bids for heating and air conditioning services.

As bids are awarded to the lowest responsible bidder, F.M. Thomas Air Conditioning Inc. was
declared the winning bid. The term of this contract will be for an initial term of one year and may
be renewed annually, for a total of five terms.
The references submitted by F. M. Thomas Air Conditioning Inc. were contacted, and positive
comments were received regarding their service and reliability. As a result, staff is confident the
City will receive quality service by awarding this contract to F. M. Thomas Air Conditioning Inc.

FISCAL IMPACT
Funds for the award of this contract were appropriated in the Fiscal Year 2012-13 budget in
various accounts: Public Library, Public Education and Government, Transit Maintenance
Facility Maintenance, General Services Admin, City Hall Maintenance, and Transit Facilities
(12050-5161.001, 12205-5161.001, 12401-5161.001, 14500-5161.001, 14501-5161.001, and
14509-5161.001).
