City Council accept Fiscal Year 2012 Edward Byrne Memorial Justice Assistance Grant (JAG) funds from the U.S. Department of Justice, Bureau of Justice Assistance. 2. Increase estimated revenues in account 206-4461.013 (Justice Assistance Grant 2012) by $31,168. 3. Increase estimated expenditures in account 16114-5111.001 (Special Supplies) by $6,193, in account 16114-5161.001 (Contractual Services) by $15,975, in account 16114-5161.002 (Professional Services) by $2,500, and in account 16114-5191.001(Travel and Training) by $6,500. 4. Increase revenue account 206-4461.010 (Justice Assistance Grant 2009) by $972 (from interest income), and expenditures in account 16111-5161.001 (Contractual Services) by $972. 5. Authorize City Manager, or designee, to execute any contract documents, change orders, or amendments arising out of this program, subject to City Attorney approval. BACKGROUND The City of Santa Clarita has been awarded a grant for $31,168 by the U.S. Department of Justice, Bureau of Justice Assistance, through the Fiscal Year 2012 Edward Byrne Memorial Justice Assistance Grant (JAG) program. JAG funds are allocated by using a formula based on each city's share of the total violent crime reported within the state. This program allows state and local governments to support a broad range of activities to prevent and control crime, based on local needs and conditions. It provides agencies with the flexibility to prioritize and place justice funds where they are needed most. JAG 2012 grant funds will be used for overtime that will enable Sheriffs Department personnel to enhance existing law enforcement and community policing efforts to help reduce crime, protect Santa Clarita youth from drugs and gangs, and safeguard public safety in Santa Clarita. Operations to be funded include, but are not limited to, comprehensive drug enforcement and education; gang and graffiti enforcement; T3 and bike patrols; curfew/truancy sweeps; alcohol and tobacco stings; probation/parole enforcement; and other surveillance, undercover, and sting operations as needed. Funds are also set aside for a geo-mapping system and technology enhancements to the Sheriff s Crime Research and Assessment Center, travel and attendance to law enforcement -related conferences/training, and a drug education program for sixth graders to complement the Drug -Free Youth in Town (DFYIT) program in the junior high and high schools. ALTERNATIVE ACTIONS 1. Decline the Fiscal Year 2012 Edward Byrne Memorial Justice Assistance Grant funding. 2. Other direction as determined by City Council. FISCAL IMPACT The total cost of this program for Fiscal Year 2012 is $31,168, to be offset completely by grant funds.
