HomeMy WebLinkAbout2012-09-25 - AGENDA REPORTS - MULTIWAY STOP NEWHALL 14TH (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item• 5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: September 25, 2012 Andrew Yi RESOLUTION AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF NEWHALL AVENUE AND 14TH STREET Public Works RECOMMENDED ACTION City Council adopt a resolution authorizing the installation of multiway stop controls for the intersection of Newhall Avenue and 14th Street. BACKGROUND Mr. Collyn Nielsen, Principal of William S. Hart High School, requested the City install a multiway stop -controlled intersection at Newhall Avenue and 14th Street. The intersection of Newhall Avenue and 14th Street is a four -legged intersection located in front of William S. Hart High School and surrounded by residential development. The intersection is currently controlled with a single stop sign on 14th Street. Newhall Avenue runs north/south and 14th Street runs east/west terminating at Newhall Avenue, and the school driveway is at the west leg. Three schools are located in the vicinity of Newhall Avenue. Newhall Elementary, Placenta Junior High, and William S. Hart High schools all generate high vehicular and pedestrian volumes during school hours, resulting in vehicle/pedestrian congestion and conflicts at the intersection. Staff conducted an analysis for multiway stop controls at the intersection. The analysis included, but was not limited to, the evaluation of vehicular and pedestrian volumes, review of collision history, and site observations at the intersection. The analysis determined the minimum volume warrants were met and multiway stop controls are reconunended at the intersection. A multiway stop operation will reduce pedestrian and vehicle conflicts and improve safety for school-age pedestrians. In addition, it will provide gaps for vehicles entering the intersection and improve circulation at the intersection. Adopted: ` l Staff has discussed the multiway stop controls improvement with the William S. Hart High School and adjacent property owners and received their support. In addition, the school will notify the students and parents of the potential traffic control modification at the intersection. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The installation of the multiway stop controls is estimated at $1,000. Adequate -Gas Tax Funds (Fund 230) are available in the Traffic Signs and Markings Account 14504-5141.008. ATTACHMENTS Resolution Vicinity Map 2 RESOLUTION 12- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF NEWHALL AVENUE AND 14TH STREET WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to designate any intersection under their exclusive jurisdiction as a stop control intersection; and WHEREAS, traffic operations at the intersection of Newhall Avenue and 14th Street will benefit from the installation of multiway stop controls. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the intersection of Newhall Avenue and 14th Street be designated as a multiway stop -controlled intersection. Traffic on both Newhall Avenue and 14th Street shall be required to stop before entering the intersection. SECTION 2. That the stop designations, as provided herein, shall apply when appropriate signs and pavement markings, giving adequate notice hereof, have been placed as described in Section 1. SECTION 3. That staff shall install all the necessary signs and pavement markings to affect this resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
