HomeMy WebLinkAbout2012-05-22 - AGENDA REPORTS - MULTIWAY STOP PLACERITOS (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item. 3 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: May 22, 2012 Andrew Yi RESOLUTION AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF PLACERITOS BOULEVARD AND QUIGLEY CANYON ROAD Public Works RECOMMENDED ACTION City Council adopt a resolution authorizing the installation of multiway stop controls for the intersection of Placeritos Boulevard and Quigley Canyon Road. BACKGROUND The Master's College requested the City evaluate the intersection of Placeritos Boulevard and Quigley Canyon Road for possible enhancements to the pedestrian crossings at the intersection. The school indicated a large number of pedestrians/students cross the intersection at various times of the day. Staff conducted an analysis, which included the evaluation of vehicular and pedestrian volumes, collision history, and visibility at the intersection of Placeritos Boulevard and Quigley Canyon Road. This is a four -legged intersection in a residential neighborhood with stop signs on both approaches of Quigley Canyon Road and is maintained by the City. The Master's College occupies properties on both the southwest and northeast corners of the intersection. Based on the analysis, staff recommends the installation of stop signs on both approaches of Placeritos Boulevard at Quigley Canyon Road making this a multiway stop -controlled intersection. The intersection has moderate traffic volume, but high pedestrian crossing activity. Staff observed over 350 students crossing at the intersection in one hour. The multiway stop controls will reduce the pedestrian/vehicle conflict and enhance the pedestrian safety at the intersection. Traffic on both Placeritos Boulevard and Quigley Canyon Road will be required to stop before entering the intersection. Adapted: qpso ka-as Staff has discussed the potential multiway stop controls improvement with the school, adjacent property owners, and the Placerita Canyon Property Owners Association. All those contacted, except for one resident, are supportive of the proposed improvement at the intersection. The one resident who did not support the proposed improvement cited concern for unnecessary stops and additional delay. The Master's College also made an effort to contact adjacent property owners regarding the proposed improvement. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The installation of the multiway stop controls is estimated at $1,000. Adequate Gas Tax Funds (Fund 230) are available in the Traffic Signs and Markings Account 14504-5141.008. ATTACHMENTS Resolution Vicinity Map P/_ RESOLUTION 12- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF PLACERITOS BOULEVARD AND QUIGLEY CANYON ROAD WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to designate any intersection under their exclusive jurisdiction as a stop control intersection; and WHEREAS, traffic operations at the intersection of Placeritos Boulevard and .Quigley Canyon Road will benefit from the installation of multiway stop controls. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the intersection of Placeritos Boulevard and Quigley Canyon Road be designated as a multiway stop -controlled intersection. Traffic on both Placeritos Boulevard and Quigley Canyon Road shall -be required to stop before entering the intersection. SECTION 2. That the stop designations, as provided herein, shall apply when appropriate signs and pavement markings, giving adequate notice hereof, have been placed as described in Section 1. SECTION 3. That staff shall install all the necessary signs and pavement markings to affect this resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
