City Council accept the completion of the Newhall Avenue Pedestrian Improvements, Project . T2003. 2. Direct the City Clerk to file the attached Notice of Completion. 3. Direct staff to release the 10 percent retention balance 35 days after the Notice of Completion is recorded, provided no stop notices have been filed, as provided by law. 4. Authorize an expenditure in the amount of $85,000 to Southern California Regional Rail Authority for the design of the pedestrian railroad signal as part of Phase II of this project. BACKGROUND On August 23, 2011, City Council awarded a contract to construct the Newhall Avenue Pedestrian Improvements, Project T2003, to Hondo Engineering, Inc. Construction began on October 17, 2011. The project "consisted of construction of pedestrian improvements on the east side of Newhall Avenue from Sierra Highway to 2nd Street. The goal of the project was to enhance pedestrian safety and beautification to this heavily used pedestrian corridor. Work included construction of sidewalk, access ramps, and driveways complying with the Americans with Disabilities Act and the construction of curb and gutters. The project scope also included the installation of landscaped parkway, trees, and irrigation. These improvements provide a separation from the sidewalk and traffic in addition to providing beautification to this heavily used pedestrian corridor along Newhall Avenue. PPR�VED The construction contract was completed within budget to the satisfaction of the City Engineer on March 5, 2012. The expenditure amount of $85,000 to Southern California Regional Rail Authority (SCRRA) is to fund the design of Phase I1 of this project. This amount has been appropriated in Expenditure Account T2003302-5161.001. Phase II will construct a signalized pedestrian crossing over the railroad tracks at Railroad Avenue and Newhall Avenue to 3rd Street. Staff continues to work with SCRRA on approval for the proposed improvements in SCRRA's right-of-way. Upon completion of Phase II, the project will provide a continuous sidewalk from Sierra Highway to Railroad Avenue. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Adequate funds for Phase I from Via Princessa Bridge and Thoroughfare Fund 302, Landscape Maintenance District Fund 357, and Proposition C Local Return Fund 260 were appropriated in Expenditure Accounts T2003302-5161.001, T2003357-5161.001, and T2003260-5161.001. The project's budget adequately provided for all project costs, including construction management, inspection, and administration. The final contract cost for Hondo Engineering, Inc. is $408,850, which is within the original City Council authorized contract spending authority of $471,977. Adequate funds for design of Phase Il have been appropriated in Expenditure Account T2003302-5161.001. The general locations of said public improvements are the east side of Newhall Avenue from Sierra Highway to 2nd Street. 4. On August 23, 2011, a contract to construct said public improvement was awarded to Hondo Engineering, Inc., 42443 27th Street West, Lancaster, CA 93536. Work under said contract was completed on March 5, 2012, to the satisfaction of the City Engineer, and was accepted by the City on April 24, 2012. Sarah P. Per your authorization via attached email sent on June 2, 2011 from Mr. John Spalione, SCRRA has procured the consulting services of Xorail to provide a railroad signal design for this project. The design has reached a milestone of sixty percent completion. As a result, we have exhausted the initial deposit of $15,000 received in February 2011 and are requesting a second deposit of $85,000 to complete the design work and to support the development of Construction and Maintenance Agreement that will enable the construction of the project. The. deposit should be in the form of a check made payable to the Southern California Regional Rail Authority.
