RECOMMENDED ACTION
1. City Council accept the completion of the Outdoor Lighting Retrofit, Project R0005.
2. Direct the City Clerk to file the attached Notice of Completion.
3. Direct staff to release the remaining retention 35 days after the Notice of Completion is
recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On September 14, 2010, the City Council awarded the construction contract to Taft Electric
Company for the Outdoor Lighting Retrofit Project. Construction began on December 13, 2010.
The project consisted of upgrading outdoor lighting from metal halide and high-pressure sodium
lights to energy-efficient induction lighting. The project locations selected were City parks,
facilities, and bridges as shown on the attached document. The construction contract was
completed to the satisfaction of the City Engineer on February 14, 2012.
The project is estimated to save 351,975 kilowatts per year. Southern California Edison (SCE)
also offers discounted rates and rebates for lighting retrofitted with energy-efficient lighting. The
SCE rebate for the outdoor induction retrofit is estimated to equal $17,599 and the potential
energy savings from the project is estimated to reduce the City's SCE bill by $48,343 annually.

In addition to the reduction in energy use and operating costs, maintenance costs will also
decrease. The life expectancy of induction lighting is four times longer (100,000 hours versus
24,000 hours for a high-pressure sodium light).

Other action as determined by the City Council.
FISCAL IMPACT
The project was fully funded with American Recovery and Reinvestment Act Energy Efficiency
and Conservation Block Grant funds. Adequate funds were appropriated in Expenditure Account
R0005229-5161.001. The project's budget provided for all project costs, including construction
management, inspection, and administration. The final contract cost for Taft Electric Company is
$707,484.69, which is within the City Council authorized contract spending authority of
$741,569, approved at the time of contract award at the City Council meeting on September 14,
2010.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
1. The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as Outdoor Lighting
Retrofit, Project 80005.
2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
3. The general locations of said public improvements are various parks, bridges, and City facilities,
citywide.
4. On September 14, 2010, a contract to construct said public improvement was awarded to Taft Electric
Company.
5. Work under said contract was completed on February 14, 2012, to the satisfaction of the City Engineer,
and was accepted by the City on May 22, 2012.
