SUBJECT: MEMORANDUMS OF UNDERSTANDING (MOU) WITH THE
LOS ANGELES COUNTY METROPOLITAN
TRANSPORTATION AUTHORITY (METRO) FOR
PROPOSITION C 40% DISCRETIONARY GRANT FUNDS FOR
FISCAL YEARS 2012-2022 AND FOR PROPOSITION C 5%
TRANSIT SECURITY FUNDS FOR FISCAL YEAR 2012-2013

RECOMMENDED ACTION
City Council:
1. Approve the Memorandum of Understanding (MOU) between the City and the Los Angeles
County Metropolitan Transportation Authority (METRO) to receive Proposition C 40 Percent
Discretionary Grant Funds.
2. Approve the Memorandum of Understanding (MOU) between the City and the Los Angeles
County Metropolitan Transportation Authority (METRO) to receive Proposition C Five
Percent Transit Security Grant Funds.
Authorize the City Manager or designee to sign both MOU's on behalf of the City, subject to
City Attorney approval.
BACKGROUND
Proposition C was approved by Los Angeles County voters in November 1990 with revenues
generated by a half -cent sales tax. By ordinance, revenues from Proposition C are administered
by METRO and allocated into categories including Rail and Bus Security, Commuter Rail,
Transit Centers, Park -and -Ride Lots, Local Return, and Transit -Related Improvements to Streets
and Highways.
Within these categories, Proposition C funds are allocated to a variety of capital and operating
projects and programs throughout the County designed to improve transit service and operations,
reduce traffic congestion, and improve air quality.
Proposition C 40 Percent Discretionary Grant Funds
Each year, the City of Santa Clarita receives Proposition C 40 Percent Discretionary Grant Funds
that support public transit operations. This 10 -year MOU allows the City to receive an annual
share of the regional Proposition C 40 Percent Discretionary Grant Funds, based on a formula
through the "annual funding mark." Estimated funding marks are provided to the City
approximately six months prior to the start of the fiscal year and are determined based on past
and projected sales tax revenue. Adjustments are typically made to the City's Transit budget at
mid -year to reflect actual funding allocations. These funds are used to offset the City's operating
costs for providing public transit services throughout the Santa Clarita Valley.
The Fiscal Year 2012-13 funding mark for Proposition C Discretionary Funds is $251,321.
Proposition C Five Percent Transit Security Grant Funds
This one-year MOU allows the City to receive an annual share of the regional Proposition C Five
Percent Transit Security Grant Funds, based on a formula through the "annual funding mark."
Estimated funding marks are provided to the City approximately six months prior to the start of
the next fiscal year and are determined based on past and projected sales tax revenue.
Adjustments are typically made to the City's Transit budget at mid -year to reflect actual funding
allocations. Within Santa Clarita, these funds are used to offset the cost of the City's contract-
with
ontractwith the Los Angeles County Sheriffs Department, which provides support and security services
to the City's Transit Division.
The Fiscal Year 2012-13 funding mark for Proposition C Five Percent Transit Security Grant
Funds is $183,586.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
There is no negative fiscal impact by this action. Approval of the two Memorandums of
Understanding will permit the City of Santa Clarita to receive transit grant funds totaling
$434,907.
