SUBJECT: CHANGE FORMAT OF PUBLIC PARTICIPATION AND
COUNCILMEMBER COMMENTS AT COUNCIL MEETINGS

RECOMMENDED ACTION
City Council approve proposal by Mayor Ferry to move public participation to the beginning of
Council meetings with a 30 -minute limit (ten speakers at three minutes each), with the remainder
of public participation to occur after all agenda items are heard, and to move Councilmember
comments to the end of the meeting.
BACKGROUND
Currently, the public participation portion of a Council meeting occurs after all agenda items are
heard. During this portion of the meeting, members of the public may speak on any topic.
Additionally, Councilmember comments are heard after any presentations to the City, and before
the consent calendar.
The item before Council for consideration is to permit 30 minutes in a public participation
portion of the meeting that would occur prior to consideration of the consent calendar, with the
remainder of public participation after all agenda items are heard. The order of all public
participation speakers would be determined in a first come, first served manner. Any person
would only be permitted to speak once during the public participation session, either at the
portion prior to the agenda items or following the agenda items. All persons who wish to speak
during the public participation session must submit their speaker card to the Clerk by the
commencement of the first public participation session before the consent calendar is heard. The
City Manager will respond to all public participation comments at the conclusion of the second
public participation portion.
