Approve the plans and specifications for the Railroad Avenue/Drayton Street Signal Modifications and Improvements, Project C2023. 2. Award the construction contract to Taft Electric Company, in the amount of $291,643 and authorize a contingency in the amount of $58,329, for a total contract amount not to exceed $349,972. Authorize continued appropriations of $37,861 in Gas Tax Funds (230), $184,603 in Highway Safety Improvement Program (HSIP) Funds (259), and $50,000 in Streetlight Maintenance District Funds (354) to Expenditure Accounts C2023230-5161.001, C2023259-5161.001, and C2023354-5161.001, respectively, from Fiscal Year 2011-12 to Fiscal Year 2012-13. 4. Increase HSIP revenues in Account 259-4451.005 by $128,477 and appropriate to Expenditure Account C2023259-5161.001. 5. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event issues of impossibility of performance arise, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, and execute all documents subject to City Attorney approval. BACKGROUND The Railroad Avenue/Drayton Street Signal Modifications and Improvements project will upgrade the traffic signal at Railroad Avenue and Drayton Street to provide protected left -turn phasing from Railroad Avenue onto Drayton Street and from Railroad Avenue into the shopping center. Efforts will include the construction of pedestrian ramps compliant with the Americans with Disabilities Act (ADA). This project will improve the overall safety at this intersection. In detail, the project will install temporary traffic signals during construction, implement protected left -turn phasing for north and southbound traffic, relocate the traffic -signal pole from the Saugus Caf6 parking lot to the City's right-of-way, install ADA -compliant pedestrian ramps including truncated domes for all crosswalk locations, modify westside pedestrian facilities within existing driveways, install double -yellow lane lines in the shopping center to improve operation and safety, relocate and upgrade the traffic -signal battery back-up system, install induction safety lighting, relocate the Sheriffs license plate recognition cameras and system to new traffic -signal equipment, and install new traffic poles to accommodate longer traffic -signal mast arms for protected left -turn phasing. This project is federally funded under the Highway Safety Improvement Program (HSIP). This program is managed by the State of California with the purpose of mitigating high -collision locations. Cities and counties are eligible to apply for this competitive grant, and projects with a high -safety index rating are given priority. The Railroad Avenue/Drayton Street Signal Modifications and Improvements project was selected and awarded an HSIP grant in the amount of $199,620. The City recently received an additional $128,477 in HSIP funds. On May 2, 2012, the City received authorization from the California Department of Transportation to proceed with an invitation to bid for construction. An invitation to bid was published three times (May 11, 13, and 15, 2012), and was noticed on the City's website. Plans and specifications were also sent to area plan rooms. Five bids were submitted to the City and opened by Purchasing on June 11, 2012. Moorpark, CA $299,332 Staff recommends the project be awarded to Taft Electric Company, the lowest responsive bidder. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. The construction contingency amount requested will cover costs of unforeseen site conditions, such as the removal of existing traffic -signal pole foundations due to their proximity to 2 underground utilities, and work associated with the relocation of the cameras and battery back-up system. Expenditures in the amount of $50,969 are available for labor compliance services, staff oversight, construction engineering, and surveying. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The requested continuance and appropriation of funds from Fiscal Year 2011-12 to Fiscal Year 2012-13 in the amounts of $37,861 in Gas Tax Funds (230), $184,603 in HSIP funds (259), and $50,000 in Streetlight Maintenance Funds (354) to Expenditure Accounts C2023230-5161.001, C2023259-5161.001, and C2023354-5161.001, respectively, and the request to increase HSIP revenues in Account 259-4451.001 by an additional $128,477, and their appropriation into Expenditure Account C2023259-5161.001, will adequately provide for anticipated construction costs.
