SUBJECT: PURCHASE OF 1.11 +/- ACRES OF REAL PROPERTY IN SAND
CANYON, SANTA CLARITA, CA, LOS ANGELES COUNTY
ASSESSOR'S PARCEL 2840-005-056.

RECOMMENDED ACTION
1. City Council approve the purchase of 1.11 +/- acres of real property in Sand Canyon,
Assessor's Parcel 2840-005-056, for future infrastructure and road improvements, at a total cost
of $325,000, which includes $20,000 for escrow, title, surveying fees, and due diligence costs,
and $73,000 for initial clean up, grading, demolition, fencing, and signs as may be required.
2. Appropriate $252,000 from the Eastside Bridge and Thoroughfare District Fund Balance
(301) to Expenditure Account 14404-5201.004.
3. Appropriate $73,000 from the Eastside Bridge and Thoroughfare District Fund Balance (301)
to Expenditure Account 14404-5201.008.
4. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
In March 2012, the City entered into negotiations to purchase approximately 1. 11 +/- acres of
real property in Sand Canyon for future infrastructure and road purposes. This property consists
of Assessor's Parcel Number 2840-005-056, which is currently improved with a modular home
and garage.
The purchase of this property will enhance the City's ongoing efforts to improve traffic flow at
the intersection of Sand Canyon Road and Lost Canyon Road and provide additional trail
opportunities for residents. The property is located across the street from Sulphur Springs
Elementary School and is adjacent to the Santa Clara River. Until the improvements are built,
the Sulphur Springs School District may be able to work with the City to make use of the land for
mutually beneficial purposes. The acquisition of this site will provide additional right-of-way
needed for the future roundabout installation at the intersection and alleviate traffic congestion.
In addition, it will allow for trail connections and future trail alignments. This acquisition is in
compliance with both Government Code Section 65402 regarding General Plan consistency and
the mission of the Open Space Preservation District.
The total estimated costs associated with the purchase and initial improvement of this property is
$325,000. This includes $232,000 purchase price of the land; $20,000 for escrow fees, title fees,
surveying fees, and due diligence costs; and $73,000 for initial clean up, demolition, and interim
improvements, which include such items as grading,, fencing, and signage as may be required.
Funds in the amount of $325,000 from the Bridge and Thoroughfare District will be used for this
acquisition.
ALTERNATIVE ACTIONS
1. Direct staff to cease purchase of the property.
2. Other action as determined by the City Council.
FISCAL IMPACT
The Eastside Bridge and Thoroughfare District (Eastside District) has sufficient funds for the
requested appropriation of $325,000 from the Eastside District fund balance to Accounts
14404-5201.004 and 14404-5201.008.
