PURCHASE OF 5.5 +/- ACRES OF REAL PROPERTY IN SAND
CANYON, SANTA CLARITA, CA, LOS ANGELES COUNTY

RECOMMENDED ACTION
City Council approve the purchase of 5.5 +/- acres of real property in Sand Canyon,
Assessor's Parcel 2840-006-016, for future infrastructure and road improvements, at a total
cost of $25,000, which includes escrow, title, appraisal fees, and due diligence costs.
2. Appropriate $20,000 from the Eastside Bridge and Thoroughfare District Fund Balance (301)
to Expenditure Account 14404-5201.004.
3. Authorize the City Manager, or designee, to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
In May 2012, the City entered into negotiations to purchase approximately 5.5 +/- acres of real
property in Sand Canyon for future infrastructure and road purposes. This property is vacant,
undeveloped land, and is Assessor's Parcel 2840-006-016.
The purchase of this property will enhance the City's ongoing efforts to improve traffic flow at
the intersection of Sand Canyon Road and Lost Canyon Road. The acquisition will also provide
additional trail opportunities for residents to use. This property is located adjacent to City -owned
property at 16703 Lost Canyon Road. The acquisition of this site will provide additional
right-of-way needed for the future roundabout installation at the intersection of Sand Canyon
Road and Lost Canyon Road and will alleviate traffic congestion. In addition, this property will
allow for future trail connections and may provide a site for future environmental mitigations.
This acquisition is in compliance with the General Plan and Government Code Section 65402.
The total estimated costs associated with the purchase of this property are $25,000. This includes
$16,800 for the purchase price of the land and an additional $8,200 for escrow fees, title fees,
appraisal fees, and due diligence costs. Funds in the amount of $20,000 from the Bridge and
Thoroughfare District and $5,000 from the Environmental Land Bank Fund will be used for this
acquisition.
ALTERNATIVE ACTIONS
1. Direct staff to cease purchase of the property.
2. Other action as determined by the City Council.
FISCAL IMPACT
The Eastside Bridge and Thoroughfare District has sufficient funds for the requested
appropriation of $20,000. The remaining balance of $5,000 is currently budgeted in Account
R0002303-5201.004 (Environmental Land Bank Mitigation).
