Award a contract to Santa Clarita Community College District (COC) for the operation of the Santa Clarita WorkSource Center, RFP ED -11-12-07, in an amount not to exceed $150,000. 2. Authorize the City Manager or designee to execute all contract documents and renewals, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. 3. Make the line item account changes to the WIA budget as outlined in Attachment B. BACKGROUND The City of Santa Clarita (City) solicited a request for proposals seeking a contractor to deliver operation and management services at the Santa Clarita WorkSource Center (Center) from February 1, 2012, through June 30, 2012. The City of Santa Clarita currently operates the Center at the College of the Canyons Dr. Dianne G. Van Hook University Center. The operation of this Center is funded from the annual Workforce Investment Act (WIA) grant provided by the Antelope Valley Workforce Development Consortium (Consortium). The City chose to solicit proposals at this time to find a more efficient and cost-effective solution to providing workforce services to the Santa Clarita community. There are several known providers of workforce D services in California and other local cities have also chosen to contract out this service including the City of Palmdale and the City of Los Angeles. Santa Clarita currently offers Universal Access Core A and Core B levels of service at the Center with a partner agency on site offering supportive, intensive, and training levels of service for WIA customers. For purposes of this RFP, the City solicited proposals for a contractor to operate the Universal Access Core A and Core B levels of service only (See Attachment A for a description of levels of service). The proposal stated that our expectation was that responses would not exceed $150,000 for staffing needs to meet the goals outlined in the RFP ED -11-12-07. The notice was published twice, on October 16 and October 19, 2011, and notifications were sent to 20 known suppliers on file. Additionally, 17 firms downloaded the proposal package from the City's website, and two suppliers submitted bids which were opened on November 22, 2011. Based upon depth of understanding of the intended goals of the WorkSource Center, as well as previous experience with job placement services and grants, staff recommends COC be awarded the contract to operate the Santa Clarita WorkSource Center. The Antelope Valley Workforce Development Consortium unanimously supported this recommendation at the board meeting on December 29, 2011. COC has extensive business partnerships in the Santa Clarita community that will assist job seekers with placement into local jobs. In addition, they have over 40 industry advisory groups on campus that meet twice a year to keep a constant pulse on what jobs are available and the experience and skill necessary to obtain them. Through partnerships with the existing COC Career Center, the Employee Training Institute (ETI), the Center for Applied Competitive Technologies (CACT), and the Small Business Development Center (SBDC), COC is able to provide direct access to resources and training for WorkSource customers as part of COC's Economic Development Division. COC has a long successful history in the workforce development arena. The ETI was established in 1989, the CACT was created in 1998, the SBDC was established in 2005 and most recently the Fast Track Institute was launched in 2010 to focus on short-term intensive programs designed to prepare unemployed and under -employed for placement in high demand local jobs. The City will continue managing the financial aspects of the WIA program and all reporting requirements. Existing partnerships with COC will continue including collaboration on recruitment efforts for the Fast Track program, job fairs, and the existing contract with COC for classes taught each month at the WorkSource Center. The overall WIA budget for FYI 1-12 is $358,264. The City will allocate no more than $150,000 to COC for staffing costs for FYI 1-12 from February 2012 through June 2012 and retain the remaining $208,264 for marketing, rent, office supplies and the staffing costs incurred for July 2011 -January 2012. This contract is for five months with two successive one-year options for renewal to be instituted at the City's discretion based on performance and grant funding. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funds for this expenditure are budgeted in the Workforce Investment Act Grant (WIA - 15303). No General Fund dollars will be used for this procurement.
