City Council award the annual contract for security services for the City of Santa Clarita to Alltech Security, Inc. in the amount of $288,092.82, plus a 10% contingency of $28,809.28, for a total amount not to exceed $316,902.10 per year, plus annual Consumer Price Index (CPI) increases. 2. Authorize the City Manager or designee to modify the award in the event issues of impossibility of performance arise, execute up to two annual renewals not to exceed $316,902.10 per year, plus CPI increases, contingent upon the appropriation of funds by the City's annual budget for such fiscal year, and execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita has a need for unarmed guard services for City facilities, including City Hall, Parks Division buildings, events, and Metrolink stations. The presence of an appropriately uniformed guard serves as a visible deterrent to reduce the threat of injury to the public and prevents damage and loss of property within the parameters of each service location. The City's current contract for guard services will expire in July, 2012. To obtain the best possible guard service for the City, an invitation to bid was published on April 19 and 24, 2012, and conducted in compliance with a multiple criteria bid format. This format was used to provide specific and accurate requirements for these services, such as cost, demonstration of ability, resources and vendor support. 8 0 r-THOWED The bid notice was forwarded to the Chamber of Commerce, the Valley Industry Association and posted on the City's website where 43 vendors downloaded the bid package. The following eight bid responses were recieved and then opened by the Purchasing Division on May 24, 2012: Company Cost Score Ranking Alltech Industries, Monterey Park, CA $288,092.92 79.55 1 All Nations Security Services, Inc., Los Angeles, CA $307,100.18 73.10 2 World Security, Northridge, CA $322,001.36 61.22 3 The Alpha & Omega Group Inc., Inglewood, CA $289,087.15 58.72 4 Access Control Security, Inc., Northridge, CA $398,242.50 44.23 5 US Security Associates, Commerce, CA $400,181.60 42.83 6 Securitas, Northridge, CA $366,230.10 37.30 7 Copper Eagle Control and Security, Santa Clarita, CA $440,616.00 30.83 8 After all bids were reviewed for accuracy and conformance, calculations were completed on all the responses and the highest score belonged to Alltech Industries. Their bid response was found to be complete and references checked which indicate that Alltech industries would perform to the City's satisfaction. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funds for this contract have been appropriated as part of the Fiscal Year 2012-2013 in various Parks Facilities, Sports Complex, Arts & Events, City Hall and Transit Accounts (14501 -5161.001,14509 -5161.001,15202-5161.001,15203-5161.001,15205-5161.001, 15402-5161.002, 15405-5161.002, 15407-5161.002).
