RECOMMENDED ACTION
City Council:
Adopt resolutions initiating proceedings for the levy and collection of assessments for Fiscal
Year 2012-13 for the Streetlight Maintenance District specific to the Copperstone
Annexation Area.
2. Adopt resolutions declaring the City's intention to levy assessments and preliminarily
approving the Supplemental Engineer's Reports for the Streetlight Maintenance District.
3. Set a Public Hearing for July 10, 2012.
BACKGROUND
On June 13, 2012, the Local Agency Formation Commission for the County of Los Angeles
(LAFCO) took action to approve Annexation No. 2010-10, resulting in the annexation of the
Copperstone area officially into the City of Santa Clarita on June 14, 2012. As a result of this
action and the going -forward obligation for funding operation of the streetlights, Special Districts
staff has been coordinating efforts with Los Angeles County Public Works to transition
responsibilities for levying SMD assessments for Copperstone to the City.
The authority to transition this responsibility is referenced in LAFCO Resolution No. 2012-00
RMD and was approved by the LAFCO Commission on April 11, 2012. Specifically, as part of

this annexation, the affected territory will be detached from County Lighting District LLA -1, and
the City of Santa Clarita will assume responsibility for funding and providing the service.
This required procedural matter and attached resolutions directs Willdan Financial Services
(Willdan) to prepare a supplemental Engineer's Report for the annual levy of Santa Clarita
Streetlight Maintenance District (SMD) No. 1 specific to the Copperstone Annexation area for
approval by the City Council. This action also schedules a Public Hearing to consider the Fiscal
Year (FY) 2012-13 assessment rates recommended for the SMD specific to the Copperstone
Annexation area.
The City's SMD is authorized by State Law as outlined in the 1972 Landscaping and Lighting
Act, the Benefit Assessment Act of 1982, and Article XIIID of the California Constitution
(Proposition 218) which empowers the City to levy assessments on properties receiving special
benefits. If the recommendation action is approved, a Public Hearing for ordering the FY
2012-13 SMD levy will be scheduled for the July 10, 2012, City Council meeting.
SMD No. 1 benefits properties by funding energy and maintenance costs associated with the
streetlights and traffic signals. There are approximately 15,710 streetlights within the City. The
Copperstone annexation area includes an additional 140 new streetlights, which the City will be
responsible for funding ongoing costs to operate and maintain.
The proposed Fiscal Year 2012-13 maximum assessment rate for SMD No. 1 is $73.68 per
Equivalent Benefit Unit (EBU), which will result in the generation of $31,387 in additional SMD
revenues. Information regarding costs associated with the City's Streetlight Maintenance District
were disclosed to residents as part of the annexation process and approved as a component of the
City of Santa Clarita and the LAFCO Public Hearing process.
For special districts such as SMD No. 1 where cost escalators are a component of the base rate,
the City Council may adjust assessment rates equal to the increase of the annual Consumer Price
Index (CPI). The CPI increase for the previous year through March of 2012 is equal to 2.02
percent and is recommended as part of the proposed special district assessment levy for FY
2012-13.
The inclusion of a CPI escalator provides the City with maximum flexibility to meet the ongoing
and future costs associated with providing streetlight services to the community. Since 2006,
rates charged by Southern California Edison to provide streetlight services to the community has
risen by 58%, increasing the City's annual costs from $1.5 million to $2.4 million a year. Going
forward, staff is forecasting streetlight costs will continue to rise by an additional 6.63% each
year.
ALTERNATIVE ACTIONS
Other direction as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund associated with this action. Adequate SMD monies to
fund preparation of the attached Supplemental Engineer's Report was previously appropriated by
the City Council as part of the Fiscal Year 2011-12 Annual Budget process.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, DECLARING ITS INTENTION TO
ANNEX CERTAIN TERRITORY INTO SANTA CLARITA STREETLIGHT
MAINTENANCE DISTRICT NO. 1, AND TO LEVY ANNUAL ASSESSMENTS WITHIN
THE ANNEXATION TERRITORY COMMENCING IN FISCAL YEAR 2012/2013
APPROVAL OF THE PRELIMINARY ENGINEER'S REPORT, AND SET A TIME
AND PLACE FOR A PUBLIC HEARING THEREON
WHEREAS, the City Council has, by previous Resolutions, formed and levied annual
assessments for Streetlight Maintenance District No. I (hereafter referred to as the "District"),
pursuant to the provisions of the Landscape and Lighting Act of 1972, Part 2, Division 15 of the
California Streets and Highways Code (commencing with Section 22500) (hereafter referred to
as the "Act") that provides for the levy and collection of assessments through the District to pay
for the annual maintenance and services of streetlight and traffic signal improvements and
facilities related thereto that provide special benefits to the properties assessed; and,
WHEREAS, the City Council has, by previous Resolution, initiated proceedings for the
annexation of specific territory into the District (hereafter referred to as "Annexation No. L91")
that was recently annexed to the City of Santa Clarita as part of a change of organization
proceedings conducted by the Local Agency Formation Committee (LAFCO) designated as "City
of Santa Clarita Annexation No. 2010-10 (Copperstone)'; and to levy and collect annual District
assessments against lots and parcels of land within Annexation No. L-91 that will receive special
benefit from the improvements to be provided by the District commencing in fiscal year
2012/2013; and,
WHEREAS, the Assessment Engineer of Work has prepared and filed with the City Clerk
an Engineer's Report (hereafter referred to as the "Report") in accordance with Chapter 4 Article
2 of the Act regarding the annexation of territory to the District designated as Annexation No.
L91, and the levy of assessments therein commencing with fiscal year 2012/2013 (said fiscal year
beginning July 1, 2012 and ending June 30, 2013); in accordance with the Act and the provisions
of the LAFCO proceedings; and said Report has been presented to the City Council; and,
WHEREAS, at this time the City Council desires to declare its intention to annex to the
District, the territory designate as Annexation No. 1-91 and to levy and collect annual
assessments within Annexation No. 1-91 commencing in fiscal year 2012/2013 to provide for the
costs and expenses necessary to pay for the maintenance, operation and servicing of the
improvements (as defined in the Engineer's Report) for Annexation No. 1-91.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:

SECTION 1. Recitals. The above recitals are all true and correct.
SECTION 2. Declaration of Intention. The public interest and convenience requires, and
it is the intention of the City Council to order the annexation of territory, and to levy and collect
assessments to pay the annual costs and expenses for the maintenance, operation, servicing
and/or installation of all existing street lighting and appurtenant facilities located in public places
within the boundaries of the District including Annexation No. 1-91.
The operation, maintenance, and servicing of all existing street lighting and appurtenant
facilities are necessary for the daily operation of said lighting located within City road
rights-of-way. Operation, maintenance, and servicing means all work necessary for the daily
maintenance required to maintain said lights in proper operating conditions, including providing
said lights with the proper energy necessary to operate the lights.
The installation of street lighting and appurtenant facilities are necessary for the daily
operation of said lighting within City road rights-of-way. Installation covers all work necessary
for the installment or replacement of said lighting and all appurtenant work necessary to
complete said installment or replacement.
SECTION 3. Report of Assessment Engineer. The Engineer's Report as presented
consists of the following:
3a) A Description of the Improvements (Plans and Specifications); and,
3b). The Method of Apportionment that details the method of calculating the
proportional special benefits and the annual assessment obligation for each affected parcel
including a description of an "Assessment Range Formula" that provides for an annual
inflationary adjustment to the maximum assessment rate; and,
3c) The estimated annual costs and expenses to provide the improvements (Budget)
that establishes the proposed initial "Maximum Assessment Rate"; and,
3d) An Assessment Diagram (Boundary Map); and,
3e) An Assessment Roll containing the assessment to be levied for each Assessor
Parcel Number within Zone 6 and the Annexation Territory based on the maximum assessment
rate and method of apportionment described therein.
SECTION 4. Boundaries of the Annexation. An Assessment Diagram for the
Annexation (Section 22570 of the Streets and Highways Code) and assessments (Section 22572
of the Streets and Highways Code) showing the area to be benefited and assessed for the
improvements has been prepared as Part D of said Engineer's Report. The diagram, assessments,
and improvement plans have been filed with the City Clerk, along with the Engineer's Report;
and, the diagram, which indicates by boundary lines the extent of the Annexation, is hereby
declared to describe the proposed boundaries of the Annexation and shall govern for all details as
to the extent and location of said Annexation.

SECTION 5. Approval of Report and Diagram. The Engineer's Report and Assessment
Diagram contained therein are hereby approved on a preliminary basis as filed or amended by
direction of this City Council and incorporated herein by this reference. Reference is made to
such Report for a full and detailed description of the improvements to be maintained, the
boundaries of Annexation No. L-91 and the assessments upon assessable lots and parcels of land
within the Annexation No. L-91.
SECTION 6. Public Hearing. Notice is hereby given that the City Council will conduct a
Public Hearing on the matter of Annexation No. L-91 and the levy of assessments therein and the
Public Hearing is scheduled to be held at 23920 Valencia Boulevard, Suite 105, Santa Clarita,
California on July 10, 2012, at 6:00 p.m. All interested persons shall be afforded the opportunity
to hear and be heard. The City Council shall consider all oral statements and all written
communications made or filed by any interested persons in accordance with the Act.
SECTION 7. Assessment Balloting Not Required. Pursuant to the provisions of the
Cortese -Knox Local Government Reorganization Act of 1985 (California Government Code,
§56000-57550) the "Reorganization Act", the proceedings conducted by LAFCO for annexation
of territory to the City, said territory designated herein as Annexation No. L-91, the affected
territory was detached from the County Road District No.5; withdrawn from County Lighting
Maintenance District 1687, withdrawn from County Library System; and excluded from the
County Lighting District LLA -1, and the City of Santa Clarita would assume responsibility for
funding and providing the service. As such, the following special district assessments would be
applied to the lots and parcels of land within the affected territory upon annexation: Open Space
Preservation District; Stormwater Facility Maintenance District; Landscape Maintenance
District; and as applicable to these proceedings, Streetlight Maintenance District No. 1. Based on
the opinion of the Office of the Attorney General as it relates to the provisions of the
Reorganization Act and the imposition of assessments for the annexation territory, the property
owner protest ballot proceedings prescribed in Article XIIID of the California Constitution is not
required for the City to approve the City's existing SMD No. I assessments on the lots and
parcels within Annexation No. L-91, as these assessments were approved as a condition of the
annexation to the City.
SECTION 8. Notice. The City Clerk is hereby directed to give notice of the Public
Hearing in accordance with Chapter 1 Article 3 of the Act by publishing notice of the hearing in
accordance with Section 6061 of the Government Code at least 10 -days prior to the Public
Hearing and by posting notice upon official bulletin boards customarily used for such hearings.
SECTION 9. Proceeding Inquiries. The following staff person is designated to respond
to all inquiries for any and all information relating to the proposed Annexation and these
proceedings:

ASSESSMENTS OF CERTAIN TERRITORY INTO SANTA CLARITA STREETLIGHT
MAINTENANCE DISTRICT NO. 1, DESIGNATED AS ANNEXATION NO. L-91
WHEREAS, the City Council has, by previous Resolutions, formed and levied annual
assessments for Streetlight Maintenance District No, 1 (hereafter referred to as the "District"),
pursuant to the provisions of the Landscape and Lighting Act of 1972, Part 2, Division 15 of the
California Streets and Highways Code (commencing with Section 22500) (hereafter referred to
as the "Act") that provides for the levy and collection of assessments through the District to pay

assessments against lots and parcels of land within the Annexation No. L-91 that will receive
special benefit from the improvements to be provided by the District commencing in fiscal year
2012/2013 pursuant to the Act; and,
WHEREAS, the City has retained Willdan Financial Services as the Engineer of Work,
for the purpose of assisting the City with the annexation of parcels within Annexation No. L91 to
the District, and to prepare and file an Engineer's Report with the City Clerk in accordance with
Chapter 4 Article 2 of the Act.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. Recitals. The above recitals are all true and correct.
SECTION 2. Boundaries of the Annexation. The territory of land proposed to be
annexed to the District shall be designated as Annexation No. L-91, and is inclusive of the
parcels within Tract 48202, Tract 48202-01, Tract 48202-02, Tract 48202-03, Tract 48202-04,
and Tract 48202-05, as identified on the following Los Angeles County Assessor's Parcel Maps:
Book 2810, Pages 19, 62, 63, 64, 65, 66, and 68.
SECTION 3. Proposed Improvements. As part of Streetlight Maintenance District No. 1
("SMD No. 1"), the improvements for Annexation No. L-91 may include, but is not limited to,
and may be generally described as follows: Installation of street lighting, traffic signals, and other

appurtenant facilities. Services and maintenance include all work necessary for the daily
maintenance required to maintain said lights in proper operation including providing said lights
with the proper energy necessary to operate the lights.
The specific streetlight facilities within Annexation No. L-91 are generally located in the
vicinity of: Copper Hill Drive and Decoro Drive, including but not limited to street light facilities
on Montevista Circle, Alyssum Place, Agapanthus Lane, Caladium Place, Lavender Place,
Silverstone Way, Astro Racing Court, Foxglove Place, Promontory Lane, Copperstone Drive,
Silhouette Way, Periwinkle Lane, Kotler Court, Kirby Court, Baneberry Place, Arrowhead Court,
Trillium Lane, Dickason Drive, Amaryllis Court, Larkspur Court, Allium Court, Edelweiss
Court, Blossom Court, and English Rose Place.
SECTION 4. Determination to Levy Assessments. The City Council hereby determines
that in order to provide an appropriate level of maintenance and related services and activities for
the improvements within the District and the Annexation Territory as generally described in
Section 3 of this resolution, it is necessary to levy annual special benefit assessments on the lots
and parcels within the Annexation Territory as identified in Section 2 of this resolution,
commencing in fiscal year 2012/2013.
SECTION 5. Report of Assessment Engineer. The City Council hereby orders the
Assessment Engineer to prepare and file with the City Clerk an Engineer's Report concerning the
proposed annexation of the Annexation No. L-91 to the District as identified in Section 2 of this
resolution, and the proposed levy of special benefit assessments on properties therein beginning
in the fiscal year commencing July 1, 2012 and ending June 30, 2013. Said Engineer's Report
shall establish the estimated budget of anticipated expenses and the resulting assessments
including an annual inflationary adjustment that will be necessary to provide ongoing funding for
the maintenance and servicing of the improvements generally described in Section 3 of this
resolution.
SECTION 6. The City Clerk shall certify to the adoption of this Resolution.

INTRODUCTION
Pursuant to the provisions of the Landscape and Lighting Act of 1972, being Part 2 of Division 15 of the
California Streets and Highways Code, commencing with Section 22500 (hereafter referred to as the "1972
Act"), this report is prepared in compliance with the requirements of Article 4, Chapter 1, of the 1972 Act
regarding the annexation of territory to the City's existing Santa Clarita Streetlight Maintenance District No.
1 (hereafter referred to as "SMD No. 1 ".
The City Council of the City of Santa Clarita being the legislative body for the SMD No. 1, may, pursuant to
the 1972 Act, annex territory and levy annual assessments acting as the governing body for the operations
and administration of the SMD No, 1. Section 22608 of the 1972 Act further states that annexation
proceedings shall be limited to the territory proposed to be annexed into an existing district.
In addition, the 1972 Act provides for the levy of annual assessments after annexation into or formation of
an assessment district for the continued maintenance and servicing of the SMD No. 1 improvements. The
1972 Act further allows various areas to be annexed into an existing district when the territory in the
annexation receives substantially the same proportional special benefits from the improvements. The costs
associated with the installation, maintenance and servicing of the improvements may be assessed to those
properties, which are benefited by the installation, maintenance and servicing of such improvements.
This report specifically addresses the annexation of approximately 68.86 acres of inhabited territory
(developed residential community) known as the Copperstone, which is generally located east of Copper
Hill Drive, north of Decoro Drive, and west of San Fansiscito Creek. This annexation territory incorporates
426 single-family dwelling units (single-family detached homes and condominiums) within tracts 48202,
48202-01, 48202-02, 48202-03, 48202-04 and 48202-05, which were recently annexed to the City of Santa
Clarita as part of a change of organization proceedings conducted by the Local Agency Formation
Commission ("LAFCO"). In connection with and authorized as part of the LAFCO proceedings, this
annexation territory is proposed to be annexed to the Santa Clarita Streetlight Maintenance District No. 1
and levied assessments for the SMD No. 1 commencing in fiscal year 2012/2013 and shall be known and
referred to as:
Annexation No. L-91, for the Santa Clarita Streetlight Maintenance District No. 1.
(hereafter referred to "Annexation No. L-91"). Those properties associated and identified herein as
Annexation No. L-91 are shown on the Assessment Diagram incorporated herein as Part D of this Report.
LOCAL AGENCY FORMATION COMMISSION PROCEEDINGS
As previously noted, the lots and parcels of land within the annexation territory (Annexation No. L-91) were
annexed to the City of Santa Clarita effective June 14, 2012, as part of the Local Agency Formation
Committee (LAFCO) proceedings for said annexation designated as "City of Santa Clarita Annexation No.
2010-10 (Copperstone)". As set forth in those proceedings with the public hearing being held on May 14,
2012, the affected territory was detached from the County Road District No.5; withdrawn from County
Lighting Maintenance District 1687, withdrawn from County Library System; and excluded from the County
Lighting District LLA -1, and the City of Santa Clarita would assume responsibility for funding and providing
the service. As such, the following special district assessments would be applied to the lots and parcels of
land within the affected territory upon annexation: Open Space Preservation District; Stormwater Facility

Maintenance District; Landscape Maintenance District; and as applicable to these proceedings, Streetlight
Maintenance District No. 1.
Under the provisions of the Cortese -Knox Local Government Reorganization Act of 1985 (California
Government Code, § 56000-57550) the "Reorganization Act", the primary function of a LAFCO is to review
and approve or disapprove with or without amendment, wholly, partially, or conditionally, proposals for
changes of organization or reorganization of local agencies.
As sited in an October 6, 1999 opinion of the Office of the Attorney General for the State of California, in
determining whether the voter and landowner approval requirements outlined in the provisions of the
California Constitution Articles XIIIC and XIIID apply to proceedings conducted by a LAFCO under the Act,
it was noted that the Reorganization Act's general rule with respect to taxes, assessments, fees, and
charges is found in section 57330, provides that: "Any territory annexed to a city or district shall be subject
to the levying or fixing and collection of any previously authorized taxes, benefit assessments, fees or
charges of the city or district." The Office of the Attorney General further sited in this opinion that "This
general rule may be modified by the imposition of conditions upon approval of a proposal for a change of
organization or reorganization. Permissible conditions are set forth in section 56844", and that "Section
56844 thus authorizes a LAFCO to impose conditions that would require the subject agency to levy or fix
and collect a previously established and collected tax, benefit assessment, or property -related fee or
charge on the parcels to be annexed. Even in the absence of such a condition, annexed parcels not
previously subject to the particular taxes, benefit assessments, fees, or charges would become subject to
them by virtue of the general provisions of section 57330".
Ultimately, the Office of the Attorney General concluded in this opinion that "We conclude that if a LAFCO
conditions approval of a change of organization or reorganization upon a requirement that the subject
agency levy or fix and collect a previously established and collected tax, benefit assessment, or property -
related fee or charge on parcels being annexed to the agency, the voter and landowner approval
requirements set forth in articles XIIIC and XIIID relating to taxes, assessments, fees, and charges do not
apply."
Therefore, based on the opinion of the Office of the Attorney General as it relates to the provisions of the
Reorganization Act and the imposition of assessments for Annexation No. L-91, the property owner protest
ballot proceedings prescribed in Article XIIID of the California Constitution is not required for the City to
approve the City's existing SMD No. 1 assessments on the lots and parcels within the annexation territory,
as these assessments were approved as a condition of the annexation to the City. However, while the
proposed assessments for Annexation No. L-91 do not require a ballot proceeding, under the provisions of
the 1972 Act and the substantive requirements of the California Constitution Article XIIID an engineer's
report to formally annex the territory to the SMD No. 1 and establish the assessments is required.

This Report has been prepared in connection with the annexation of parcels to the Santa Clarita Streetlight
Maintenance District No. 1 for fiscal year 2012/2013, designated and referred to as Annexation No. L-91,
pursuant to a resolution of the City Council and consists of five (5) parts:
PART A — PLANS AND SPECIFICATIONS
Contains a description of the improvements that are to be maintained or serviced by the District.
PART B — METHOD OF APPORTIONMENT
Describes the basis on which the costs have been apportioned to each parcel of land within the SMD No. 1,
in proportion to the estimated benefits to be received by such lots and parcels.
PART C — ESTIMATE OF COST
Identifies the estimated cost of the services or maintenance to be provided by the District, including
incidental costs and expenses in connection therewith.
PART D — ASSESSMENT DIAGRAM
Contains a Diagram of Annexation No. L-91 showing the exterior boundaries of the territory to be annexed
into SMD No. 1, which includes all parcels that will receive special benefits from the streetlight
improvements to be provided and maintained as part of SMD No. 1. Parcel identification, the lines and
dimensions of each lot, parcel and subdivision of land within Annexation No. L-91 are inclusive of all
parcels listed in Part E — Assessment Roll of this Report and the corresponding Los Angeles County
Assessor's Parcel Maps for said parcels as they existed at the time this Report was prepared and shall
include all subsequent subdivisions, lot -line adjustments or parcel changes therein. Reference is hereby
made to the Los Angeles County Assessor's maps for a detailed description of the lines and dimensions of
each lot and parcel of land within Annexation No. L-91,
PART E — ASSESSMENT ROLL
Identifies the maximum assessment to be levied on each benefited lot or parcel of land within Annexation
No. L-91 as part of SMD No. 1 and the assessments to be levied for fiscal year 2012/2013.

The proposed improvements for Annexation No. L-91 as part of Streetlight Maintenance District No. 1
("SMD No. 1"), includes, but is not limited to, and may be generally described as follows: Installation of
street lighting, traffic signals, and other appurtenant facilities. Services and maintenance include all work
necessary for the daily maintenance required to maintain said lights in proper operation including providing
said lights with the proper energy necessary to operate the lights.
Streetlight improvements within SMD No. 1 are owned either by the Southern California Edison Company,
the State of California Department of Transportation, or the City of Santa Clarita. Facilities constructed for
or by the City of Santa Clarita are on file in the City offices.
Proposed streetlight facilities in local proximity to parcels within Annexation No. L-91 are located in the City
of Santa Clarita, generally in the vicinity of: Copper Hill Drive and Decoro Drive, including but not limited to
street light facilities on Montevista Circle, Alyssum Place, Agapanthus Lane, Caladium Place, Lavender
Place, Silverstone Way, Astro Racing Court, Foxglove Place, Promontory Lane, Copperstone Drive,
Silhouette Way, Periwinkle Lane, Kotler Court, Kirby Court, Baneberry Place, Arrowhead Court, Trillium
Lane, Dickason Drive, Amaryllis Court, Larkspur Court, Allium Court, Edelweiss Court, Blossom Court, and
English Rose Place.
SMD No. 1 was established to collect funds to cover the expenses for energy and maintenance of a
majority of streetlights in the City. These costs are billed by the Southern California Edison Company for all
of the approximate 15,700 streetlights currently owned and maintained by Edison and all of the
approximate 760 streetlights owned by the City and maintained by the City through a maintenance contract
with the County of Los Angeles. The proposed new and/or existing improvements for SMD No. 1 include,
but are not limited to, and may be generally described as follows:
• The installation of streetlights, traffic signals and other appurtenant facilities that are necessary for the
daily operation of said lighting located within City road rights-of-way. Installation covers all work
necessary for the installment or replacement of said lighting and all appurtenant work necessary to
complete said installation or replacement.
• The operation, maintenance, and servicing of all existing streetlights, traffic signals, and other
appurtenant facilities that are necessary for the daily operation of said lighting located within City road
rights-of-way. Operation, maintenance, and servicing means all work necessary for the daily
maintenance required to maintain said lights in proper operation including providing said lights with the
proper energy necessary to operate the lights.
With Annexation No. L-91, an additional 140 streetlights currently owned and maintained by Edison will be
added to the total number of streetlights funded through SMD No. 1. The specific plans and specifications
for the streetlight improvements associated with Annexation No. L-91 are incorporated and contained in the
plans and specifications for Streetlight Maintenance District No. 1 which are on file at the City. These plans
and specifications are voluminous and are not bound in this report but by this reference are incorporated
and made a part of this report. The Assessment Diagram incorporated herein as Part D of this Report, in
addition to showing the boundaries of Annexation No. L-91, provides a visual representation of the location
and extent of the streetlights being added to Streetlight Maintenance District No. 1 as part of this
annexation proceeding.

PART BAPPORTIONMENT
The 1972 Act provides that assessments may be apportioned upon all assessable lots or parcels of land
within an assessment district or annexation in proportion to the estimated benefits to be received by each
lot or parcel from the improvements. In addition, the California Constitution Article XIIID requires that a
parcel's assessment may not exceed the reasonable cost of the proportional special benefit conferred on
that parcel. Article XIID further provides that only special benefits are assessable, and the City must
separate the general benefits from the special benefits conferred on a parcel. A special benefit is a
particular and distinct benefit over and above general benefits conferred on the public at large, including
real property within the district or annexation. The general enhancement of property value does not
constitute a special benefit.
SPECIAL BENEFIT ANALYSIS
In determining the proportionate special benefit derived by each identified parcel, the proximity of the parcel
to the public improvements described in Part A of this Report, and the capital, maintenance and operating
costs of said public improvements, was considered and analyzed. Due to the close proximity of the parcels
to the improvements and the fact that the original construction and installation of the improvements were a
direct result of developing the properties to be assessed, the parcels within Annexation No. L-91 are
uniquely benefited by, and receive a direct advantage from, and are conferred a particular and distinct
special benefit over and above general benefits by, said public improvements. In the existing SMD No. 1,
most of the streetlight improvements were installed by the developers, subdividers of the land, and the
continued maintenance was guaranteed through the establishment of a streetlight maintenance district. If
the installation of the improvements and the guaranteed maintenance did not occur, the lots would not have
been established and could not have been sold to any distinct and separate owner. The establishment of
each distinct and separate lot is a special benefit which permits the construction of a building or structure
on the property and the ownership and sale of the distinct lot in perpetuity.
As is the case with most of the properties in the existing SMD No. 1, the improvements within the
annexation territory (Annexation No. L-91), were constructed and installed as a direct result of developing
the properties within the annexation territory and these developments and the lots and parcels therein were
required to provide for the continued maintenance and operation of these facilities (originally through the
County assessments). These improvements confer a particular and distinct special benefit upon parcels
within the annexation largely because of the nature of the improvements and the need for such
improvements. The proper maintenance and operation of the streetlights and appurtenant facilities specially
benefit parcels within the annexation territory by providing a clear physical extension into the surrounding
public areas, lighting and illumination beyond that of the individual properties and creates both an aesthetic
and safety continuity and cohesion between the individual properties that could not be accomplished
individually. These streetlight improvements create both a visual and physical local safety net and
unification of the properties to deter property -related crimes (especially vandalism) and improve night time
access to the properties which directly and proportionately benefit those properties in close and direct
proximity to those improvements.

It has therefore been determined that based on the location and extent of the improvements in relationship
to each of the properties in the annexation territory, these improvements are clearly a direct and special
benefit to these parcels and the related cost and expenses to construct, maintain and operate these
improvements (excluding those general benefit costs noted below) are reasonably the financial
responsibility of those benefiting parcels. Therefore, the net annual cost to fund such improvements shall
be proportionately shared by those properties receiving such special benefits including both the lots and
parcels of land within Annexation No. L-91 and the lots and parcels in the existing SMD No. 1 which receive
similar and proportional special benefits.
GENERAL BENEFIT ANALYSIS
In addition to the special benefits received by the parcels within the proposed Annexation No. L-91, there
are incidental general benefits conferred by the improvements.
It is estimated that the general benefit portion of the benefit received from the improvements for any
annexation is less than one (1) percent of the total benefit. Nonetheless, the City has agreed to ensure that
no property is assessed in excess of the reasonable cost of the proportional special benefit conferred on
that property and will contribute annually at a minimum, one (1) percent of the total cost to fund the
improvements.
The total benefits are thus a combination of the special benefits to the parcels within the District and the
general benefits to the public at large. The portion of the total streetlight maintenance costs which are
associated with general benefits will not be assessed to the parcels in the district, but will be paid from
other City Funds. These general benefits are more than adequately offset by the substantial contribution
from the ad valorem street lighting funds.
APPORTIONMENT
For Fiscal Year 2012/2013, the parcels originally included in Streetlight Maintenance District No. 1 will
continue with the rate schedule as used by Los Angeles County at the time of the transfer of jurisdiction in
1998. Parcels annexed into the District after 1998 are assessed at a higher rate as approved by the City
Council.
The 1972 Act indicates that lighting assessments may be apportioned by any formula or method which
fairly distributes costs among all lots or parcels within the District in proportion to the estimated benefits
received. The primary benefits of street lighting are for the convenience, safety, and protection of people
and to a lesser extent the security or protection of property, property improvements, and goods. The
intensity or degree of illumination provided can have a bearing on both.
The following provides a summary of the proportional unit count per parcel assignments established for
SMD No. 1 for calculating each parcel's proportional special benefit assessment. This same method of
apportionment is applicable to Annexation No. L-91.
Based on land use information provided by the County Assessor, it has been determined that
approximately 96 percent of the parcels in the existing district are in a residential category. Approximately
95 percent are single-family homes or condominiums, and the remaining residential properties are
comprised of duplexes, triplexes, or apartments. In view of this and the benefits derived by the family unit,

both at and in the proximity of their property, a value of 1 has been assigned to the basic family unit or
Equivalent Benefit Unit (EBU), i.e. the single-family home or condominium. The existing district includes
some properties that may not actually have streetlights in their block but which do receive a neighborhood
benefit from the lights in the area. These properties were also included in the District. Therefore a value of
1/2 was given to "People Use" while "Intensity" and "Security Benefit" were each rated at 1/4 to form the
basic unit. Parcels in other land use categories were then rated by comparison with the basic EBU.
In the remainder of the residential category, which is comprised of multiple rental type properties, the value
for Intensity would remain at 1/4, but the other two items would increase in proportion to the number of
family dwelling units on the parcel. For example, a duplex was assigned 1/4 for Intensity, 1 for People Use
and 1/2 for Security Benefit for a total of 1-3/4 EBU's. The owner of such property would therefore pay 1-
314 times as much for lighting as the owner of a single-family unit. In consideration of the distance some
units would be from the lighted roadway, Security Benefits in the residential category would not be
increased beyond a value of 1. Thus, a 5 -unit apartment would be assigned 1/4 for Intensity, 2-1/2 for
People Use and 1 for Security Benefits for a total of 3-314 EBU's. As the number of apartments on a parcel
increases, the service charge units assigned for people would follow a declining scale.

The non-residential lots or parcels are separated into 38 land use categories as determined by the County
Assessor. Equivalent Benefit Units (EBU's) are assigned on the basis of average benefits for different
groups of land uses, Groups A -K. Properties within the 10 land use categories in Group K varied widely
from the norm and therefore these lots or parcels were considered on an individual basis. Each of the
parcels or lots in these land use categories was identified on the official lighting district maps and each
streetlight or portion thereof in the immediate proximity of the lots or parcels benefiting the lots or parcels
was assigned a number of units as identified below. The total number of EBU's so determined for that
category would be distributed among the lots or parcels in that category in proportion to the lot or parcel
area as shown in the table below. A minimum of 3 EBU's would be assessed to each lot or parcel to be
compatible with group D which contains many of the smaller business categories. Several large lots or
parcels, in outlying areas within the existing lighting district have no lights in the immediate proximity and
therefore those lots or parcels would be assessed the minimum amount. Since benefits have been related
to property use, no charge would be assessed on vacant parcels within the district.

PART C --ESTIMATED COST OF THE IMPROVEMENTS
The 1972 Act provides that the estimated costs of the improvements shall include the total cost of the
improvements, including incidental expenses, which may include reserves to operate the District until funds
are collected on the County tax rolls and are transferred to the City from the County around December 10
of the current fiscal year,
The 1972 Act also provides that the amount of any surplus, deficit or contribution be included in the
estimated cost of improvements. The net amount to be assessed on the lots or parcels within the district is
the total cost of installation, maintenance and servicing with adjustments either positive or negative for
reserves, surpluses, deficits and/or contributions.
The estimated annual improvement costs for Streetlight Maintenance District No. 1 including Annexation
No. L-91, are voluminous and are not bound in this report but by reference are incorporated and made a
part of this report. The estimated costs are on file at the City where they are available for public inspection.

ASSESSMENT RATE
The SMD No. 1 maximum assessment rate previously approved for fiscal year 2012/2013 is $73.68 per
equivalent benefit unit (per EBU). This maximum assessment rate may increase each fiscal year based on
the annual change in the Consumer Price Index (CPI), during the preceding year, for All Urban Consumers,
for the Los Angeles, Riverside and Orange County areas, published by the United States Department of
Labor, Bureau of Labor Statistics (or a reasonably equivalent index should the stated index be
discontinued). This maximum assessment rate and annual CPI increase to the maximum assessment rate
shall be applied to the assessments for Annexation L-91 as part of SMD No. 1 for fiscal year 2012/2013
and the assessment rate established for SMD No. 1 in subsequent fiscal years shall be applied to the lots
and parcels of land within Annexation L-91.
The current maximum assessment rate ($73.68) represents an increase of 2.02% over the maximum
assessment rate for fiscal year 2011/2012 ($72.23) based on the annual percentage change for the period
of March 2011 to March 2012, which was the most recent CPI adjustment published by the United States
Department of Labor, Bureau of Labor Statistics at the time the annual report for SMD No. 1 was prepared.

below. This assessment roll identifies each Assessor's Parcel Number included in Annexation No. L-91 and
the parcel's corresponding land use and proposed maximum assessment for Fiscal Year 2012/2013. These
lots or parcels are more particularly described in the County Assessor's Roll, which is on file in the office of
the Los Angeles County Assessor and by reference is made a part of this report.
The maximum assessment rate for Streetlight Maintenance District No. 1 and the calculated proportional
assessment amount for each parcel, including Annexation No. L-91 includes an annual inflationary
adjustment (yearly increase), based upon the percentage increase in the Consumer Price Index for All
Urban Consumers, for the Los Angeles -Riverside -Orange County Area ("CPI"), as determined by the
United States Department of Labor, Bureau of Labor Statistics, or its successor. Each fiscal year, the
assessment engineer shall compute the percentage difference between the CPI of each current year and
the CPI for the previous year, and shall then adjust the existing maximum assessment rate by the increase
in this percentage for the following fiscal year. Should the Bureau of Labor Statistics revise such index or
