SUBJECT: SANTA CLARITA SPORTS COMPLEX MULTI-PURPOSE
SPORTS FIELD LIGHTING PROJECT P3018 - AWARD
CONSTRUCTION CONTRACT
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council award construction contract to R&M Contracting, Inc., in the amount of
$181,356.70, and add alternate #1 in the amount of $ 5,445.00; authorize a 7 percent
contingency in the amount of $13,076.10, for a total project amount of $199,877.80. Funds
have been budgeted in Fiscal Year 2012-13 in account P3018-305.5161.001.
Authorize the City Manager, or designee, to execute all contracts and associated documents,
or modify the awards in the event issues of impossibility of performance arise, contingent
upon the appropriation of funds by the City Council in the annual budget for such Fiscal
Year, and execute all documents subject to City Attorney approval.
BACKGROUND
In the Fiscal Year 2012-13 budget process, City Council approved the Santa Clarita Sports
Complex Multi -Purpose Sports Field Lighting Project P3018. This project will install lights on
the existing circular sports field next to the skate park at 20840 Centre Pointe Parkway in the
Canyon Country community of Santa Clarita. It is anticipated that the project will be completed
in December 2012 to support the winter programs.
The addition of a lighted field will increase programming and rental opportunities at the Santa
Clarita Sports Complex, and provide much needed year-round evening hours. As the community
continues to grow, so does the need and demand for additional field space for City recreation
programming, local sport organizations, and community requests. Currently, only 50 percent of
all requests are accommodated. Providing lights at the Santa Clarita Sports Complex will not
only create an additional 1,125 hours of new available field space but will also generate nearly
$20,000 in revenue.
On August 14, 2012, the City Clerk publicly opened seven bids for the Santa Clarita Sports
Complex Multi -Purpose Sports Field Lighting Project P301 S. After staff review of the bids,
R&M Contracting Inc. was determined to be the lowest responsible bidder.

The submitted bid from the apparent low bidder, Tiffany's Construction, contained numerous
errors, and staff recommends that the City Council deem Tiffany's Construction non-responsive.
The second lowest bidder, R&M Contracting, Inc., was found to be the lowest responsive bidder.
While the City maintains a Support of Local Businesses policy that can be utilized by the City
Council when warranted, the City is governed by the State Public Contract Code with regard to
public works project procurement. In these types of procurement, the Public Contract Code does
not permit a City to utilize a Support of Local Businesses policy and instead requires the contract
be awarded to the lowest responsible bidder. As confirmed by the City Attorney's Office, this
direction precludes the City from applying any superseding criteria for award except in the case
of a tie. Thus, in the awarding of Public Works contracts, the City is not permitted to award to a
bidder just because they are local as the State Public Contract Code does not allow the City to
recognize them as the lowest responsible bidder.

FISCAL IMPACT
Funding is budgeted and available in Fiscal Year 2012-13 budget in Account
P3018-305.5161.001.
