HomeMy WebLinkAbout2012-03-27 - AGENDA REPORTS - WEIGHT LIMIT HIGHWAYS (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by March 27, 2012 4vz��- V . � I Gus Pivetti WEIGHT LIMIT RESTRICTIONS FOR THE BRIDGEPORT AND WHISPERING LEAVES/FRIENDLY VALLEY NEIGHBORHOOD Public Works RECOMMENDED ACTION City Council introduce and pass to second reading an ordinance entitled, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 12.48 OF TITLE 12 (VEHICLES AND TRAFFIC) OF THE SANTA CLARITA MUNICIPAL CODE CONCERNING VEHICLES EXCEEDING FOURTEEN THOUSAND (14,000) POUNDS - OPERATION ON CERTAIN HIGHWAYS PROHIBITED - ALTERNATE ROUTES." BACKGROUND Staff received requests from the homeowners association of the Bridgeport area and from residents of the Whispering Leaves/Friendly Valley neighborhood to investigate the possibility of restricting truck access on their residential streets to prevent them from being used as "cut -through" routes. Staff conducted a traffic investigation within the Bridgeport and Whispering Leaves/Friendly Valley neighborhood. Based on the investigation, staff concluded restricting truck access within these residential street networks would be conducive to the neighborhood's quality of life. It would also direct truck traffic to remain on the arterial roadway system, which is designed to accommodate such vehicles. Consistent with these findings, staff recommends that the streets leading into the Bridgeport area (Bridgeport Lane, Bridgeview Lane, and Parkwood Lane) and streets leading into the Whispering Leaves/Friendly Valley area (Whispering Leaves Drive, Friendly Valley Parkway, and Green Ordinance passed to Second reading Mountain Drive) be added to the list of roadways in section 12.48.060 of the Santa Clarita Municipal Code restricting vehicles weighing more than 14,000 pounds. However, the proposed restriction will not prohibit delivery trucks into the neighborhood. Changes to the existing ordinance are underlined and as follows: "12.48.060 Vehicles Exceeding Fourteen Thousand (14,000) Pounds -- Operation on Certain Highways Prohibited -- Alternate Routes. O. Bridgeport Lane - On Bridgeport Lane between McBean Parkway and Edgewater Lane. These vehicles may use Newhall Ranch Road as an alternate route. P. Bridgeview Lane - On Bridgeview Lane between Newhall Ranch Road and Windward Lane. These vehicles may use McBean Parkway as an alternate route. Q. Parkwood Lane - On Parkwood Lane between Newhall Ranch Road and Bridgeport Lane. These vehicles may use McBean Parkway as an alternate route. R. Whispering Leaves Drive - On Whispering Leaves Drive between Sierra Highway and Sierra Estates Drive These vehicles may use Via Princessa or Golden Valley Road as an alternate route. S. Friendly Valley Parkway - On Friendly Valley Parkway between Sierra Highway and Sierra Estates Drive These vehicles may use Golden Valley Road or Via Princessa as an alternate route. T Green Mountain Drive - On Green Mountain Drive between Golden Valley Road and Friendly Valley Parkway. These vehicles may use Sierra Highway as an alternate route. ALTERNATIVE ACTIONS Other action as determined by the City Council FISCAL IMPACT The installation of six signs will cost approximately $500. Funds are available in the Street Striping and Signing Maintenance Account 14504-5111.010. ATTACHMENTS Ordinance - Amending Chapter 12.48 of Title 12 Vicinity Map I ORDINANCE NO. 12 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 12.48 OF TITLE 12 (VEHICLES AND TRAFFIC), OF THE SANTA CLARITA MUNICIPAL CODE CONCERNING VEHICLES EXCEEDING FOURTEEN THOUSAND (14,000) POUNDS - OPERATION ON CERTAIN HIGHWAYS PROHIBITED - ALTERNATE ROUTES WHEREAS, Section 35701 of the California Vehicle Code states any city or county for a residence district may, by ordinance, prohibit the use of a street by any commercial vehicle, or by any vehicle exceeding a maximum gross weight limit, except to respect any vehicle which is subject to Sections 1031 to 1036, inclusive, of the Public Utilities Code; and WHEREAS, such ordinance shall not be effective until appropriate signs are erected indicating the streets affected by the ordinance; and WHEREAS, City staff shall erect all appropriate signs upon establishment of this ordinance; and WHEREAS, a traffic investigation conducted by City staff in the Bridgeport and Whispering Leaves/Friendly Valley neighborhood has concluded that restricting truck access within these residential street networks would be conducive to the neighborhood's quality of life. It would also help direct truck traffic to remain on the arterial roadway system, which is designed to better accommodate such vehicles; and WHEREAS, Section 12.48.060 of the City of Santa Clarita Municipal Code establishes weight restrictions for roadways within the City of Santa Clarita. THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Section 12.48.060 of the Santa Clarita Municipal Code is amended to read as follows: "O. Bridgeport Lane - On Bridgeport Lane between McBean Parkway and Edgewater Lane. These vehicles may use Newhall Ranch Road as an alternate route." "P. Bridgeview Lane - On Bridgeview Lane between Newhall Ranch Road and Windward Lane. These vehicles may use McBean Parkway as an alternate route." "Q. Parkwood Lane - On Parkwood Lane between Newhall Ranch Road and Bridgeport Lane. These vehicles may use McBean Parkway as an alternate route." "R. Whispering Leaves Drive - On Whispering Leaves Drive between Sierra Highway and Sierra Estates Drive. These vehicles may use Via Princessa or Golden Valley Road as an alternate route." 3 "S. This Ordinance shall be in full force and effect thirty (30) days from its passage and adoption. SECTION 3.
