City Council adjust Workforce Investment Act (WIA) Formula Grant funds by $348,788 from the estimated appropriation of $141,809 to $490,597 based on the allocation provided to the City of Santa Clarita through the Antelope Valley Workforce Development Consortium for FY 12-13 per Attachment "A." 2. Increase estimated revenue in account 259-4441.002 by $140,597, from $350,000 to $490,597, for WIA Formula Grant funds. 3. Renew and modify the subcontract with the Santa Clarita Community College District (COC) for the operation of the Santa Clarita WorkSource Center, RFP ED -11-12-07, in an amount not to exceed $192,432. 4. Authorize City Manager, or designee, to execute all contract documents and renewals, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND , In July 1998, the City of Santa Clarita entered into a contract with the Antelope Valley Workforce Development Consortium (Consortium) to receive the Workforce Investment Act (WIA) grant for Adult and Dislocated Worker Programs from the Los Angeles County Department of Community and Senior Services. Since then, the City has been receiving annual WIA funding for the operation of the Santa Clarita WorkSource Center (Center) and providing employment assistance services to the residents and businesses of the Santa Clarita Valley. In the past, the City only received funding and provided services for the Core A and Core B levels of service. Goodwill of Southern California (Goodwill) served as the Training and Intensive service provider at the Center. The Center offers year-round services for job seekers, including computer access, the ability to research and pursue job leads, and workshops to improve job search skills and marketability. The funding also allows the Center to offer business services, such as providing space and coordination for employee recruitments and interviews, pre-screening, and workshops for the Santa Clarita Valley Enterprise Zone program. The Center has provided individualized recruitment services in the past for Lucille's Smokehouse BBQ, AMS Fulfillment, Pharmavite, and Ashley Furniture, among other new and existing businesses in the Santa Clarita Valley. In November 2011, the City solicited a request for proposals seeking a contractor to deliver operation and management services at the Center from February 1, 2012, through June 30, 2012. The selected contractor would provide Core A and Core B levels of service to WorkSource customers and businesses. The Santa Clarita City Council awarded the contract for operations of the Center on January 10, 2012, to COC, with the opportunity for two annual renewals. The Consortium unanimously supported this at their December 29, 2011, Consortium meeting. This contract with COC was renewed by the City Manager for two additional months from July 1, 2012, through August 31, 2012, to keep services operating until the new fiscal year award was determined by the Consortium. As of July 5, 2012, Goodwill decided to not continue providing the Intensive and Training services at the Santa Clarita WorkSource. With their departure from the Center, the Consortium awarded the Intensive and Training program to the City of Santa Clarita at the July 23, 2012, Consortium meeting, expanding the original scope of work for the City and incidentally the scope of work for our subcontractor, COC. Total funding for this year's WIA Program is $490,597. This represents an increase from last year's program funding level of $358,264. This increase occurred as a result of the City being awarded funding for all four levels of service at the Center including Core A, Core B, Intensive, and Training (See Attachment B for Levels of Service). Of the $490,597 grant award, $174,765 is designated specifically for training and workforce development funding; $192,432 will be awarded to COC for staffing and operations costs from September 2012 - June 2013, $31,820 was previously awarded to COC for staffing and operations costs from June 2012 - August 2012; and $91,580 will be retained by the City for administration costs including rent and marketing. The partnership with COC at the Santa Clarita WorkSource Center proved to be a great success for both COC and the City with all placement numbers met or exceeded for the 2011-12 WIA grant program year. Building upon the success of the 2011-12 WIA grant program year, the City is offering a renewal contract to COC for the 2012-13 WIA grant program year to continue operation and staffing for the Center. A renewal contract with COC has been drafted to cover services from September 1, 2012, through June 30, 2013, and includes additions to the original scope of work described in RFP ED -11-12-07. In compliance with the City's Purchasing Policy and as listed in the RFP, the City has the ability to order changes in the services within the general scope of the agreement, N consisting of additions, deletions, or other revisions, and the contract sum and the contract time will be adjusted accordingly. COC's proven track record in the workforce development arena along with their extensive business partnerships in the Santa Clarita community make them an excellent partner in providing Core A, Core B, Intensive and Training levels of service at the Center. Through successful job placement partnerships with the existing COC Career Center, the Employee Training Institute (ETI), the Center for Applied Competitive Technologies (CACT), and the Small Business Development Center (SBDC), COC is able to provide direct access to resources and training for WorkSource customers on a daily basis. In accepting this funding, the City agrees to work with COC to provide Core A, Core B, Intensive and Training WIA Services including staff assisted job development, job placement, enrollment, and follow-up for one year from exiting the program. The contract with COC may be renewed annually up to two times in accordance with the terms of the RFP. ALTERNATIVE ACTIONS 1. Decline acceptance of funds. 2. Other direction as determined by the City Council. FISCAL IMPACT The total cost of this program is estimated at $490,597 to be offset completely by grant revenue. Of the $490,597 grant award, $174,765 is designated specifically for training and workforce development funding; $192,432 will be awarded to COC for staffing and operations costs fi-om September 2012 - June 2013, $31,820 was previously awarded to COC for staffing and operations costs from June 2012 - August 2012; and $91,580 will be retained by the City for administration costs including rent and marketing. Funds for this expenditure are budgeted in the Workforce Investment Act Grant (WIA - 15303). No General Fund dollars will be used for this procurement. There is no City match required.
