HomeMy WebLinkAbout2012-09-25 - AGENDA REPORTS - WILDWOOD CYN PRESERVATION (2)Agenda Item: li CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Rick Gould DATE: September 25, 2012 SUBJECT: PRESERVATION OF 5.0 +/- ACRES OF REAL PROPERTY IN WILDWOOD CANYON, LOS ANGELES COUNTY, PORTIONS OF ASSESSORS PARCELS 2827-026-020 AND 2827-026-026 DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council approve the purchase of 5.0 +/- acres of real property for open space preservation, located in Wildwood Canyon, portions of Assessor's Parcels 2827-026-020 and 2827-026-026 at a total cost of $32,500, which includes escrow, title, appraisal fees, and due diligence costs. 2. Appropriate $32,500 from the Open Space Preservation District Fund Balance (Fund 358) to Open Space Preservation District Expenditure Account 12592-5201.004. 3. Appropriate $20,000 from Open Space Preservation District Fund Balance (Fund 358) to Open Space Preservation District Expenditure Account 12592-5201.008. 4. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND In September 2011, the City entered into negotiations to purchase approximately 5.0 +/- acres of property for open space preservation in Wildwood Canyon. This property consists of portions of Assessor's Parcels 2827-026-020 and 2827-026-026. The purchase of this property will increase trail access in Wildwood Canyon, where the City currently owns 90 acres of protected open space, and will provide trail connections to existing City -owned open space. The purchase of this property will allow trail access from Haskell Vista Lane, providing additional trail opportunities for residents. APPROVED The purchase price of the property is $25,000. Closing costs, which include escrow, title, appraisal fees and due diligence costs are estimated at $7,500, for a total appropriation of $32,500. An additional $20,000 is needed for the necessary property improvements, including signage, gates, and the construction of a trailhead. This acquisition is in compliance with both Government Code Section 65402 regarding General Plan consistency and the mission of the Open Space Preservation District. ALTERNATIVE ACTIONS 1. Direct staff to cease purchase of the property. 2. Other action as determined by the City Council. FISCAL IMPACT The total costs associated with the property acquisition are estimated at $52,500. Upon City Council approval of the Recommended Action, funds will be available in Expenditure Accounts 12592-5201.008 and 12592-5201.004 to complete the transaction and provide for the necessary property improvements.
