JUNE 11, 2012 SULPHUR SPRINGS COMMUNITY SCHOOL MULTI-PURPOSE ROOM 16628 LOST CANYON ROAD SANTA CLARITA, CA 91387 CALL TO ORDER Mayor Ferry called the special meeting to order at 6:05 p.m. ROLL CALL All Councilmembers were present. FLAG SALUTE Robert Nolet, Superintendent, Sulphur Springs School District, led the flag salute. ITEM 1 ' CALIFORNIA HIGH SPEED RAIL Michael Murphy, Intergovernmental Relations Officer, gave a brief background presentation and introduced representatives of the California High Speed Rail Authority, who gave a presentation outlining the newly adopted Business Plan and updated information about the overall high speed rail project with an emphasis on the Santa Clarita area. Councilmembers' questions, concerns, and comments included: Whether the property acquisition would happen on the front end of the project; dealing with construction and right-of-way impacts; proposed legislation to disallow environmental lawsuits; maintenance cost of steel -on -steel; impacts on the community vs. the benefits; noise pollution; the possibility of extended tunneling; the major cost increase from the what was initially approved by the voters in 2008; and the major opposition to the proposed project from the entire community. Due to a previous commitment, Councilmember Boydston left the meeting at 7:12 p.m. Addressing the Council was Michael Hogan, representing the SCV High Speed Rail Task Force and Sulphur Springs School District; Robert Nolet, representing Sulphur Springs School District; Ken Whiff, representing the Acton Town Council; Stephen Valenziano, representing Vista Canyon; Alan Ferdman, representing the Canyon Country Advisory Committee; Richard Kanes; Diane Adler; Berta Gonzalez -Harper; Kathleen Trinity; ' Thomas Matulich; Curt Roney; Chris Angelo, representing the Santa Clarita Valley Chamber of Commerce; William Barritt, representing Aerospace Dynamics International, Meeting Minutes I June 11, 2012 Inc.; Valerie Thomas, representing Placerita Canyon Property Owners Association ' (PCPOA); Art Johany; and Eric Jakeman. Twelve written comments were received. RECESS AND RECONVENE Mayor Ferry recessed the meeting at 7:55 and reconvened at 8:00 p.m. Representatives of the High Speed Rail Authority responded to Council questions and public comment and asked that Council prepare a letter to the CHSRA stating explicitly what the City would like the Authority to address and that they (CHSRA) would reanalyze the issues and respond to the City within a reasonable time frame. Following further Council discussion regarding the cost to the taxpayers, impacts on real estate, and getting the issue back to the voters of California; Council concurred to have staff prepare two letters: one to the CHSRA outlining issues and concerns regarding the project and one letter to Governor Brown and appropriate Members of the California Legislature supporting placing the issue of the California high speed rail project before the voters for reconsideration of the 2008 vote on the project.
