AGENDA REPORT
PUBLIC HEARING City Manager Approval:
Item to be presented by:
DATE: July 9, 2013
Agenda Item: 16
SUBJECT: 2013 CONGESTION MANAGEMENT PROGRAM LOCAL
DEVELOPMENT REPORT
DEPARTMENT: Public Works
RECOMMENDED ACTION
1. City Council conduct a public hearing and adopt a resolution self -certifying the City to be in
conformance with the Congestion Management Program.
2. Direct staff to deliver the adopted resolution and the 2013 Congestion Management Program
Local Development Report to the Los Angeles County Metropolitan Transportation Authority
on or before September 1, 2013.
BACKGROUND
The Congestion Management Program (CMP) is a state -mandated program to mitigate traffic
congestion. The program requirement became effective when Proposition 111, which increased
the state gas tax by nine cents per gallon, was passed by voters in 1990. The Los Angeles County
Metropolitan Transportation Authority (Metro) is the state -mandated Congestion Management
Agency for Los Angeles County. In 1992, Metro adopted the first CMP for Los Angeles County.
Since then, Metro has updated and adopted several CMPs with its most recent adoption in 2010.
The CMP assists local agencies in linking land use decisions with impacts on the region's
transportation system. The City of Santa Clarita (City) is required to participate in this program
to receive Section 2105 state gas tax funds (approximately $900,000 per year) and to remain
eligible for other state and federal transportation funds.
Over the last several years, Metro has been conducting a nexus study to determine the feasibility
of implementing a countywide mitigation fee to replace the existing "credit/debit" system to meet
CMP Countywide Deficiency Plan requirements. While this study is underway, the requirement
for maintaining a positive credit balance has been suspended. However, agencies must continue
k6optt d: w—* c No. t3 - S9
to report new net development activities for the 2013 cycle. New development activity in Santa
Clarita between June 1, 2012, and May 31, 2013, includes 159 single-family units, 51,240 square
feet of commercial, 31,000 square feet of office, 81,070 square feet of medical, and 1,060 square
feet of educational space.
Consistent with the guidelines of the 2010 CMP, Metro requires the City Council adopt a
resolution of self -certification for compliance with CMP requirements through a public hearing.
A public notice was posted in The Signal newspaper on Tuesday, June 18, 2013. City staff will
deliver the adopted resolution and the 2013 CMP Local Development Report to Metro for
consideration on or before the September I deadline.
