HomeMy WebLinkAbout2013-02-26 - AGENDA REPORTS - ART GRANTS (2)Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: '��/✓, Item to be presented by: Rick Gould DATE: February 26, 2013 SUBJECT: COMMUNITY SERVICES AND ARTS GRANTS FOR FISCAL YEAR 2012-13 DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION 1. City Council approve Community Services Grant Committee's project recommendations for Fiscal Year 2012-13, in an amount not to exceed $72,000 for Community Services Grants and $40,500 for Arts Grants. 2. In a separate vote, per Council -adopted policy/process, City Council approve Canyon Theatre Guild City of Santa Clarita Presents art grant in an amount not to exceed $7,500. 3. Direct staff to execute agreements approved for funding. 4. Authorize City Manager, or designee, to sign all documents pursuant to City Attorney approval. BACKGROUND For approximately 22 years, the City of Santa Clarita has provided funds for community organizations through the Community Services and Arts Grants program. Each year, a Grant Committee is assembled to determine funding categories, review and rate applications, and make final funding recommendations for community service projects and arts projects throughout Santa Clarita. At the September 25, 2012, City Council meeting, the City Council approved a streamlined process and policy for the Community Services and Arts Grants program. Most importantly, these changes reflected the compliance requirements under Government Code Sections 1090 and 1091 which deal with conflicts of interest in the contract -making process. Section 1090 provides that an officer or employee may not make a contract in which he or she has a financial interest. Section 1091 addresses various "remote interest" exceptions whereby a Councilmember or Commissioner is considered to have a "remote interest" if he or she serves on the executive board of a nonprofit corporation applying for grant funding. When a remote interest exists, the Commissioner and/or Councilmember must disclose the interest on the record before City Council takes action on the contract/grant and the individual cannot influence or attempt to influence another member of the City Council with regard to the award of the contract/grant. Finally, a Councilmember with a "remote interest" must refrain from participating in the discussion or voting concerning such organization, and a separate vote concerning any award to that organization will be conducted. Staffs recommendations for the Community Services and Arts Grants reflect this requirement. Community Services Grants This year's grant selection committee for Community Services Grants included Mayor Bob Kellar, Councilmember Frank Ferry, Parks, Recreation, and Community Services Commission Chair Chris Fall, and City staff from the Finance Division, City Manager's Office, and Administrative Services Department. Grants awarded in the past funded equipment upgrades, facility renovation projects, and program supplies. The Committee selected Community Benefit as the priority funding area for this year's grant program and chose to continue previous funding limits of $5,000 per grant award. Twenty (20) Community Service Grant applications were received, with grant requests totaling $99,308. This year's proposed Grant Program will fund fourteen (14) Community Services Grant applications. The maximum amount for funding each application is $5,000 (see Attachment A for a list of proposed projects and agencies). Arts Grants This year's Arts Grant Committee included Mayor Bob Kellar, Councilmember Frank Ferry, Arts Commission Chair John Dow, and City staff from the Finance Division, City Manager's Office, and Administrative Services Department. Nine (9) Arts Grant applications were received, with four (4) applications for the City of Santa Clarita Presents category and five (5) for the Community Arts category. The City of Santa Clarita Presents category is for organizations who utilize the Santa Clarita Performing Arts Center at College of the Canyons for public artistic performances, and the Community Arts category is for organizations who provide programs and projects for the benefit of the Santa Clarita community. The Grants Committee also chose to continue previous funding limits of $7,500 per grant award. The Committee chose to continue these amounts as the organizations that apply under the City of Santa Clarita Presents category of the Arts Grants often have rental costs for the Santa Clarita Performing Arts Center at College of the Canyons that are above $20,000 and any lower limit could be prohibitive of these groups being able to perform at the facility. The nine (9) Arts Grant applications received requested a total of $64,410. This year's proposed Grants program will fund seven (7) Arts Grant applications. The maximum amount of funding is $7,500 (see attachment A for a list or proposed Arts agencies and projects). ALTERNATIVE ACTIONS 1. City Council decline Community Services and/or Arts Grant funding. 2. Other action as determined by City Council. FISCAL IMPACT Funds in the amount of $120,000 have been budgeted and are available in the Parks, Recreation, and Community Services Department account 15300-5171.001 for Community Services Grants and account 15400-5171.001 for Arts Grants.
