RECOMMENDED ACTION
Mayor Pro Tem Weste nominate and City Council approve appointment to the Arts Commission.
BACKGROUND
On May 1, 2013, Commissioner Paul Strickland resigned his position on the Arts Commission
creating an unscheduled vacancy. Commissioner Strickland was Mayor Pro Tem Weste's
appointment to the Arts Commission. Pursuant to the Maddy Act, on May 7, 2013, the City Clerk
prepared and posted a formal Notice of Unscheduled Vacancy with a deadline of 5:00 p.m. on
May 24, 2013, for interested residents to submit their application for consideration. In addition to
posting the notice on the City's website and at all three branches of the Santa Clarita Public
Library, information regarding the vacancy was also published in The Signal newspaper.
Four applications were received from interested residents by the deadline. The attached list of
applicants for the Arts Commission was previously transmitted by the City Manager, along with
copies of the applications received, to the City Council.
The individual appointed will fill the Arts Commission seat vacated by Paul Strickland for the
remaining term through July 31, 2014. It is anticipated that the newly appointed Commissioner
will be seated at the next regularly scheduled Arts Commission meeting of June 13, 2013.

desire to be appointed to the City of Santa Clarita Arts Commission. As a former Field Representative for
Assemblyman, Cameron Smyth, a former Chairman of the Board for the Santa Clarita Valley Chamber Of
Commerce, and the current Sales & Marketing Manager for SOS Entertainment, I would like to offer the
following endorsement regarding the integrity and professionalism displayed by Chris Donald on
numerous occasions in my presence.
I have known Chris for a number of years as a friend, and have also had the privilege of working with him
on a frequent professional basis during my time serving as Field Representative for Assemblyman,
Cameron Smyth, (2006 — 20 10) as Chainman of the Board for the Chamber, (2005) and an ongoing basis
through the present, as a fellow member of planning committees for various Chamber of Commerce,
Valley Industry Association and various high profile community events. Chris's artistic and performer
background make him a uniquely qualified candidate for appointment to the City of Santa Clarita Arts
Commission. Chris is a past recipient of a grant from the National Endowment for the Arts, has been an
instructor for the "Artists in Education" program teaching movement and dance through a grant from the
National Endowment for the Arts, and has also been a Professor of Jazz, heading up the Dance
Department at Vanderbilt University. Those credits combined with his long time singing and dancing
career, have provide him well-rounded and first-hand experience of how the Arts enrich our lives.
As the current Director of Events for the Santa Clarita Valley Chamber of Comnerce, and a top notch
"ambassador" for the Santa Clarita Valley, Chris has always been poised, polished and professional. His
energy and enthusiasm for serving the needs of the community and Chamber members has been matched
only by his desire to help those less fortunate. In addition to his many professional accomplishments,
Chris is also an involved and enthusiastic community member, having volunteered his time to assist
organizations such as "Bridge to Home", benefiting members of the homeless community in the Santa
Clarita Valley. Claris Donald represents everything that is right with the professionals and business

I've always had an Art Room, for as long as I can
remember. Once, when I was 8, it was in half of my
mother's tiny laundry room. During our long Maine
summers, it was in my grandmother's vegetable
cellar, and when we lived in the country, it was in an
old feed shed 1 shared with my barnyard animals.
There I drew and painted for hours. I'd experiment,
I'd cut and glue, I'd collect and arranop
I'd make things. I always had lots of a
materials and most of all, free time as

the thrill and satisfaction of creating one's own

1 highly recommend Jan Doukakis as a candidate for the position of Arts
Commissioner for the City of Santa Clarita. I have known Jan for many years in the
capacity of arts advocate and as an art instructor for the Saugus Union School District.
I have worked with Jan in my position as the Executive Director of the Santa Clarita
Valley Education Foundation in producing Santa Clarita's Literacy & Arts Festival.
Jan has the role of Art's Specialist for the Literacy & Arts Festival. Her duties include
planning andorganizing art activities for groups and teachers to facilitate and
enhance the festival environment with displays of art. Not an easy feat when you are
expecting 3,000 guests, but Jan succeeded in demonstrating our mission to support
the arts in education.
Working with Jan on this event, I grew to know that her passion for the arts in our
community is great. It is important to her that there are avenues available for
residents to appreciate and participate in the arts. Jan believes when people are
exposed and involved in the arts, the better we are as individuals and a community.
When children have that access, they do better academically and socially, which in
turn creates a positive influence in our City.
Jan's willingness, professionalism and knowledge are invaluable assets to the
planning of the Literacy & Arts Festival. I feel those attributes will make her an
excellent Art Commissioner.

It is with pleasure that I recommend Janis Doukakis for the position of Arts
Commissioner with the City of Santa Clarita. I have had the privilege of working with
Mrs. Doukakis for two years as she has served as an Instructional Assistant and Art
Enrichment teacher at Cedarcreek Elementary.
As our art enrichment teacher, Mrs. Doukakis plays an instrumental role in bring visual
arts education to our students. She teaches after school art classes to students in
grades 1 through 6. Throughout the year they create pieces using a variety of mediums
including paints and ceramics. Mrs. Doukakis also teaches small art lessons to the
kindergarten classes at Cedarcreek Elementary. In addition, Mrs. Doukakis seeks out
art fairs, competitions, and other opportunities to showcase our students' work. Our
students have won several competitions put on by the City of Santa Clarita and her
class has been showcased in national magazines.
Once again it is my pleasure to recommend Janis Doukakis for the position of Arts

Janis Doukakis has been my college roommate, my business peer, my best friend, and
in many ways my inspiration.
Janis and I met in baby ballet class when we were four -years -old. She was JJ and I
was Mimi, as we couldn't quite pronounce each other's names. The day her. mother
brought her to our house for what is now referred to as a playdate, my life truly
changed. Forever. And for good.
You see, we shared creativity. To have such a stroke of luck at such a young age
is a gift. We spent hours drawing, painting, crafting and expressing our little selves.
Honestly, she is a naturally gifted artist and I often copied what she was doing.
To this day I "blame" her for my career as an art director and more recently, Global
Creative Director in advertising. Janis and I both entered the Ad Business in the mid
80's. It wasn't quite Mad Men, but somewhere closer to that than the current ad world.
Janis was hired out Art Center, Pasadena for her first real job at the famously creative
Foote, Cone and Belding. We worked at different agencies in Los Angeles, keeping in
touch and comparing notes.
Advertising creative and marketer is only one side to Janis. She is a fine painter, an
excellent quilter (She garnered the top prize at the top quilting guild for her very first
quilt. It's amazing.), a ceramicist, leather worker, mosaic artist, designer and most
recently, reuse/recycle engineer. But these are the physical manifestations of art.
Janis brings something to alt that only great artists do. The expression of ideas.

In a word, Janis is conceptual. No matter the medium, Janis is able to express an idea
through art. Art is her language and she is able to apply it to every aspect of life.
The latest expression of Janis's art has been in bringing art to children. And to children
whose funding for "art" has been undermined by current budgets. When we discussed
her new job at the elementary school as a teacher's aide, we talked about what she
could offer. Obviously, she offered to add the element art. She understands that
through art, one can express math and science and language. In fact, sometimes, it is
the element of creativity that unleashes new ideas. The true, original ideas.
This position has lead Janis to a whale world of art and community. Her kids have won
awards for their art under her leadership. She has inspired them to participate not only
in their own school, but in community events, winning awards for their entries. Janis
has thrown herself into her community. She has designed projects for your city's new
library, Earth Day events, and just about anything the community needs from her.
Janis has added another dimension to her palette. The element of responsibility. Her
current art uses re -purposed, re-claimed and recycled materials. Janis, sometimes
with the help of her artists, turn junk that otherwise would end up in a landfill, into
conceptual expressions. Old light switches become robots, those mesh bags your
oranges come in and old cassette tape are assembled with out-of-date CDs to be-
come a type of tapestry that becomes a wearable piece of art.
But the physical art is the end product. The tangible.
Less tangible is the feeling someone gets when they make something. Create some-
thing out of nothing. And when they hear, "Wow, that's amazing." Or, "You made
that?" They are experiencing that sense of creation, of adding to the world. The feeling
that only comes when you make something with your own hands.
By now you can tell that I have the upmost respect for my dear friend. Any giant ad
firm would be lucky to have her. Any art college. Any design consultancy. But she has
chosen to work with her community. She is making.her talent available to those who
will really use it for good. So really, we are all very lucky.
Needless to say, I sincerely recommend Janis Doukakis as a candidate for the position
of Arts Commissioner for.the City of Santa Clarita

Reasons for Wanting To Serve
My reasons for wanting to serve are numerous. First of all I realize Art
is not necessary for life, but with Art, life becomes richer and much more
fulfilling. In that regard I would hope to contribute to a much richer life for
the citizens of Santa Clarita. As a resident of Santa Clarita since 1990 I
would hope to become a member of a purposeful and forward looking team
of citizens dedicated to the Arts. In conclusion I would hope that my service
on the commission would be a loyal and productive team player.
Qualifications and Experience
As a self employed illustrator, photographer, art director and graph&
designer, I have acquired extensive experience in the past 40 years in a
number of disciplines. Additionally, I have developed excellent business
and people skills. I have served the City of Santa Clarita by contributing and
creating the photography used to promote the 2012 Santa Clarita Cowboy
Festival. My photography was also displayed at the First Floor Gallery at
City Hall in 2009, 2010, 2011 and 2012. My work was also displayed at the
Santa Clarita Westfield Mall Wild Animal Exhibit".
As a contributing member of the Santa Clarita Valley Photographer's
Association I have taught composition, design, photo technique and
Photoshop to its members. I have studied extensively the history of Art and
its place in society. I believe I have much experience that would be ideal in
serving my community.

I have been a Santa Clarita resident since 1998 and make my living as a commercial
and fine art photographer. One of my primary local customers is The City of Santa
Clarita, who I have provided with photographs for about thirteen years. I recently
completed a personal collection of black & white photographs of the river bridges in
our valley and had a local one-man show of those images entitled Beauty Is a Bridge.
I have known Ron Gallmeier for several years, We are both longstanding members
of the Santa Clarita Valley Photographers Association and he is a steady presence at
monthly meetings and field trips, contributing more than most others in attendance,
I am also a past president of the SCVPA,
I know Ron to be one of the area's most talented photographers, constantly working
to perfect his craft, always looking for new ways to document our world. He is
innovative and open-minded and it is my sense that he easily welcomes new ideas
from others toward the enrichment of his own work, and frequently offers his ideas
to other photographers in an unimposing and helpful way.
As a member of The Arts Commission, Ron would be a source of new ideas not only
pertaining to photography but also to art of all types. He has a background in the
graphic arts industry, which requires very flexible thinking due to the many forms of
creative expression incorporated into that work,

A little about my background: Currently, I am president and co-owner of Visual 'Terrain, Inc, an
internationally renowned lighting design company, specializing in architecture, attractions and
the arts. I'm a many -times published author. Most importantly for this letter, I've been a
photographer for over 30 years, with work featured in the permanent collection of the California
African American Museum, For the past six years, I've have been on the board of the Santa
Clarita Valley Photographers Association, serving as president since December 2010,
During that time, I've come to know Ron as a dedicated, passionate and outspoken artist. He has
a unique vision, consistent, yet ever-changing.
Rot is an active member of the SCVPA, inspiring other photographers with his work,
particularly his pushing of boundaries between photography and fine art. He frequently shares
his ongoing projects, and encourages others to do the same. Ron's knowledge of art history and
technique are exemplary. Despite being a more "mature" artist, Icon completely embraces
technology, and is entirely unafraid of being forward -thinking and daring, without losing sight of
the values of composition, story and cmotion.
I have no doubt that Ron would bring his dedication and enthusiasm to his work with the Arts
Commission. His unassuming, laid-back nature belies a quick wit, a good eye, and a blunt

I am writing to you express my belief that Ron Gallmeier would be a great addi-
tion as a commissioner on the arts committee.
My background in the arts is primarily music related. I am a consultant for
recording artists during the creative process and touring. My client list includes
Katy Perry, Cee Lo, Rihanna, American Idol, Lady Ga Ga, Selena Gomez and
Maroon S. There is a complete list of over 200 established recording artists at
www.barryssquire.com. I also teach in the music departments of Musicians Insti-
tute, UCLA Ext. School of Entertainment Studies, Citrus College and Los Angeles
Music Academy.
My background in art and photography focuses on album covers and band
promotional material. When I recently viewed some of Ron's art and photos I
remember remarking how his pictures would look great on some of our albums.
The quality of the work Is so strong that it's obvious you are looking at profes-
sional quality images.
Ron has also been consistently involved in the arts community by supporting
local shows and networking with other artists. I know that other artists seek out
his opinions when they are ready to exhibit their works,
Ron is motivated by his passion for arts and has dedicated his time to giving
back to the artist community. I can't think of a better candidate for your consid-

It is both a privilege and a pleasure to write this letter on behalf of Ron
Gallmeier. I've known Ron for more then four years. We have traveled together,
went on photo shoots together, and I'm always surprised how much more.there
is for me to learn by hanging around somebody who demonstrates, confidence,
insight, and vision, and can easily incorporate these qualities into their art.
My name is Dwight Moniker. I've been a member or the Santa Clarita
Photographers Association for nearly 12 yrs. I've been successful in numerous
comp6titions, spoke often at club meetings and have had my work featured
throughout Santa Clarita.. Ron and I were both published in two books. created
through our club here in Santa Clarita.
I know Ron to have a great sense of humor, and can be very engaging.
Ron's background in art an illustration is reflected in his ease at assembling
images and recognizing lines, texture, tone, and compositions that ultimately
conclude in fabulous images. Hs work ranges from edgy, moody, to hilarious.
Ron is among a handful of fine art photographers that I know that can transcend
an -image that consistently provokes thought, reaction and impact, Ron's
approach to photography as art is a welcome relief.
More importantly, Ron is at the forefront of our club in his willingness
and ability to teach. He is generous in sharing ideas and technique. Ron
unselfishly brings his lifetime experiences in the arts into the mix so that we may
all benefit from his knowledge. Roncanbe brutally honest. He will tell you
exactly what he thinks without pulling any punches. I find that refreshing.
You can either agree or disagree with Ron, but he always brings forth another
thoughtful opinion to consider.
I Believe Ron's involvement in the Arts commission would be a great
benefit to your organization. Ron is both knowledgable and enthusiastic. He is

Dear Council Member Weste:
Patty Rasmussen has been a lifelong supporter of public schools and the arts
and I have valued and appreciated her contributions to our community over
many years. I have had the pleasure of working with her as a supportive and
highly involved parent at her children's elementary school, the education
reporter for The Signal, and one of the founders of Theatre Arts for Children.
Her work as the co-founder of Theatre Arts for Children — a non-profit
dedicated to restoring the Newhall Elementary Auditorium - laid the
groundwork for the renovation of the auditorium so that it can become a
performance space for the students and community. Her efforts brought it
back from a storage space to its current status, poised for final restoration.
This work was possible because of large scale fund-raising efforts in the
community. With the recent passage of a school bond that was, in part,
dedicated to this same goal, her vision will be realized.
Patty has always been a positive, "can do," and willing volunteer for the arts. I
believe she will bring a common sense approach to the City's Arts Commission
and, as a longtime Santa Clarita resident she can provide a rich community

I am writing to express support for Patti Rasmussen for the current Arts Commission vacancy. She would
be an excellent addition to your team and an asset to arts in Santa Clarita.
Most recently I worked with Ms. Rasmussen when she was President of the SCV Senior Center
Foundation and I was an officer of the board of the Committee on Aging (Senior Center operating board
of directors.) Ms. Rasmussen brought innovative ideas for us to consider, and always worked with a
sense of collaboration and enthusiasm. She is well networked in the community and was able to bring
both volunteers and financial support to events. In addition, her writing and research skills were a great
asset to our mutually thinly -staffed organizations, as she was willing to help write or critique press
releases as well as do some research into what other senior organizations were doing in terms of best
management practices. She always relayed ideas to us with an eye for how things could be
implemented, and always in an open-minded and positive manner that helped us grow.
As a community member, I find that Ms. Rasmussen has always supported the arts, sometimes in non-
traditional and fun ways. Her enthusiasm is contagious and makes our family consider attending or
supporting events that we would not have attended otherwise.... and we are glad she broadened our
horizons and got us to try new things in Santa Clarita.
For these reasons, I feel she would be a great asset to the Arts Commission and I encourage you to
nominate her to file the current vacancy.

I am writing to endorse the appointment of Patti Rasmussen to the Santa Clarita
Arts Commission. Her inclusion, to fill the seat vacated by Paul Strickland, will help
the Commission continue its forward, positive progress in spotlighting and
enhancing the arts in our community.
I got to know Patti when she was involved in saving the Newhall Auditorium, a
historic resource originally used as a performance space. She was one of the
founding members of Theatre Arts for Children, and worked with district officials
and the community to raise awareness of this resource, which is now being restored
for audiences of all ages. She understands persistence and patience in getting job
done.
Patti realized the importance of the arts when her children were involved in theater
at Hart High School. She provided a place for productions in her own back yard
when the Hart auditorium was damaged after the 1994 earthquake, because she
knew "the show must go on," She has encouraged visual artists while working with
the SCV Senior Center and is always been an enthusiastic audience member at
concerts and other theatrical performances.
Her support continues with her involvement on the board of the Santa Clarita
Shakespeare Festival, where 1 am honored to serve with her. She is a positive voice
for the arts and understands the symbiosis of politics and creativity. While she may
not spend time on a stage or wielding a brush or microphone, she has the passion to
preserve and enhance the quality of life with arts in our community.
