AUTHORIZE AN INCREASE IN SCOPE OF WORK FOR
EXISTING CONTRACT 12-00264

RECOMMENDED ACTION
1. City Council authorize an increase in the scope of work and a proportional increase to the
professional services agreement with RJM Design Group, Inc., for the design of sports fields at
Central Park, Project P4012 in the amount of $151,000, for a total contract amount not to exceed
$200,000.
2. Authorize the City Manager or designee to execute all contracts and associated documents, or
modify the awards in the event issues of impossibility of performance arise.
BACKGROUND
The Master Plan for Central Park identifies a recreation center to be built on the remaining
undeveloped park land. Until such time as funds become available to construct the recreation
center, City staff was directed to develop an Interim Master Plan to accommodate additional
fields and related infrastructure on the ten acres of undeveloped land at Central Park. City
Council authorized the design and planning of the Central Park Sports Fields, Project P4012,
with the approval of the Fiscal Year 2012-13 Budget on June 12, 2012.
In July, the City entered into a contract with RJM Design Group of San Juan Capistrano,
California, the landscape architectural firm that prepared the original Park Master Plan and
construction plans for the previous phases of Central Park. Together, RJM Design Group and
City staff undertook an evaluation of the existing Park Master Plan to determine how best to
modify the undeveloped land at Central Park to accommodate additional fields and related
infrastructure. This evaluation looked at the grading, drainage, traffic circulation, lighting, and
parking requirements for the proposed sports fields. The result of this joint effort is an Interim
Master Plan for Central Park that has been approved by the Parks, Recreation, and Community
Services Commission.
Staff believes RJM Design Group is uniquely qualified to complete the construction document
phase of this Central Park Sports Field project based on their extensive background and
familiarity with Central Park, including their recent preparation of the Interim Master Plan. This
increase in the scope of work to their current contract necessitates a subsequent increase in
spending authority. Therefore, staff requests an increase in scope of work and a proportional
increase to the professional services agreement with RJM Design Group, Inc., for design of
Central Park Sports Fields, Project P4012, for a total contract amount not to exceed $200,000.
The requested spending authority amendment is anticipated to cover all costs associated with this
phase of the project.

Funds for this expenditure are available in the Fiscal Year 2012-13 budget in account
P4012305-5161.001.
