HomeMy WebLinkAbout2013-04-09 - AGENDA REPORTS - COPS GRANT (2)CONSENT CALENDAR 17r1�aF SUBJECT: DEPARTMENT: Agenda Item: 9 CITY OF SANTA CLARIT" AGENDA REPORT City Manager Approval: Item to be presented by: April 9, 2013 CITIZENS' OPTION FOR PUBLIC SAFETY (COPS) GRANT - FISCAL YEAR 2012-13 Parks, Recreation, and Community Services RECOMMENDED ACTION City Council accept the Fiscal Year 2012-13 Citizens' Option for Public Safety (COPS) Grant from the County of Los Angeles Chief Executive Office (CEO). Approve the request from the Los Angeles County Sheriff's Department, Santa Clarita Valley Station, to use the Fiscal Year 2012-13 COPS funds to continue funding the COBRA Team. 3. Establish estimated revenues in account 234-4461.003, Supplemental Law Enforcement Grant, by $285,337. 4. Appropriate $285,337 to account 16100-5161.001 (Contractual Services). Authorize the City Manager, or designee, to execute any contracts, agreements, or change orders arising out of this program, subject to City Attorney approval. BACKGROUND Assembly Bill 1913 (Schiff -Cardenas Crime Prevention Act), signed into law in 2000, provides funding to cities and counties for frontline law enforcement officers and juvenile justice initiatives. With the passage of Assembly Bill 118 in 2011, the State of California amended Government Code 30061 as part of the criminal justice realignment plan. This provided financing for the Citizens' Option for Public Safety (COPS) program. Fiscal Year 2012-13 marks the 17th year the City of Santa Clarita has been eligible to receive grant funding from this program, which was originally adopted in 1996 via Assembly Bill 3229 (Brulte). The funds awarded are based on population, with each entity receiving a minimum grant of $100,000. The City's estimated allocation for Fiscal Year 2012-13 is $285,337. re i Fri -" A n, WEDD According to grant requirements, City Council shall appropriate the funds in accordance with a written request submitted by the Chief Administrator of the local law enforcement agency. The Los Angeles County Sheriff s Department, Santa Clarita Valley Station, has proposed continued partial funding of COBRA staff to enhance the Sheriffs efforts to curb youth crime in Santa Clarita. As a result of last year's funding, the COBRA Team has been able to handle 1,478 cases, involving 786 suspects and including 209 gang -related crimes. The team has been able to continue the gang and drug education programs for all seventh -grade students and has been an integral part of the Teen Court Intervention Program. COPS funding has also enhanced the COBRA Team's parent/youth counseling activities and increased the scope of their public presentations in the community. Current funding will also assist the COBRA Team in its efforts to apprehend graffiti vandals and operate the City of Santa Clarita Community Court Diversion program. ALTERNATIVE ACTIONS Decline the Fiscal Year 2012-13 COPS Grant funding. 2. Determine alternate use for the Fiscal Year 2012-13 COPS Grant funding. 3. Other action as determined by City Council. FISCAL IMPACT The anticipated cost of this program is estimated to be $285,337, to be offset completely by grant revenue. This year's grant provides $285,337.00 from the State of California for the Citizen's Option for Public Safety (COPS) Program. The COPS grant has been used to enhance our efforts to curb youth crime in Santa Clarita. Specifically, the funding has enabled us to partially pay for the salaries for the COBRA Team. In the past years, in addition to COBRA Team's mission of working to decrease gang activity, graffiti, and other juvenile crimes, they have also provided gang and drug education awareness for all seventh -grade students in Santa Clarita, and are an integral part of the Teen Court intervention and City of Santa Clarita Community Court Diversion Programs. In 2012, the COBRA Team handled 1,478 cases involving 786 suspects which included 209 gang related crimes. I am asking that you approve the use of the COPS Grant funds to continue these programs.
