SUBJECT: APPROVAL OF FINAL MAP, ACCEPTANCE OF OFFERS OF
DEDICATION, AND ABANDONMENT OF EXISTING
EASEMENTS FOR TRACT NO. 62322 (VILLA METRO)

RECOMMENDED ACTION
1. City Council approve Tract No. 62322.
Accept on behalf, of the public, the easements for public use and road purposes; the
easements for sanitary sewers and sanitary sewer ingress and egress purposes; all sanitary
sewers and appurtenant structures; the easements for covered storm drain, appurtenant
structures, ingress and egress purposes; and accept the right to restrict direct vehicular ingress
and egress to Soledad Canyon Road.
3. Abandon existing easements for public use and road purposes; abandon the existing
casements for flood control purposes; abandon the existing easements for covered storm
drain, appurtenant structures, ingress and egress purposes.
4.. Make findings as follows: (a) this project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved, and (b) this proposed
subdivision, together with the provisions for this design and improvement, is consistent with
the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of
Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8
(commencing with Section 65450) of Chapter 3 of Division I of the Government Code.
Instruct the Deputy City Manager to endorse the Special Assessment Statement on the face of
Tract No. 62322, which indicates all special assessments levied by the City of Santa Clarita
are paid.
6. Instruct the City Clerk to endorse the Statement on the face of Tract No. 62322, which
embodies the approval of said map and the acceptance of the dedications shown thereon, and
the abandonment of the easements shown thereon.
Instruct the City Engineer to endorse the Statement on the face of Tract No. 62322, which
provides for verification of substantial conformance with the tentative map and all provisions
of local ordinances and state laws applicable at the time of approval.
BACKGROUND
Tract Map No. 62322 was reviewed by staff and is deemed to be in substantial conformance with
the principles and standards required by the Unified Development Code. It was approved by the
Planning Commission on June 19, 2012. The map consists of approximately 33.18 acres and is
located on Soledad Canyon Road west of Golden Oak Road. For location reference, see attached
Exhibit Map.
The map is a subdivision of Parcel Map No. 20838-01 and Parcel Map No. 20838 and is creating
14 lots for condominium purposes, including 22 live -work units and an 8,000 -square -foot
commercial center, known as Villa Metro.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final or parcel map if it was previously approved as a tentative map for the
proposed subdivision and if it finds the final map is in substantial compliance with the previously
approved tentative map.
The tract map has been reviewed to the satisfaction of the City Engineer and found to be in
substantial conformance with the previously approved tentative map. The conditions of approval
established by the City were met and fees have been or will be paid as indicated on the attached
Fact Sheet. The tract map is ready for City Council approval, acceptance of the dedications, and
abandonment of the existing easements.
ALTERNATIVE ACTIONS
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. The developer shall pay Bridge
and Thoroughfare and Quimby fees in place at the time of building permit issuance.

Three hundred fifteen (315) residential units including twenty two (22) live -
work units and an eight thousand (8,000) square foot commercial center.

Trails/Paseos:
Trail requirements are being met by the construction of a trail along Soledad
Canyon Road and connections from the internal paseo system of the project to
the trail along the Santa Clara River.
Streets:
No new public streets are being dedicated to the City by this map.
B & T Fees:
The developer shall pay the applicable Bridge and Thoroughfare (B&T)
Fee(s) at the time of building permit issuance.
Transit Fees:
The developer shall pay the applicable Transit Mitigation Fee(s) at the time of
building permit issuance.
Quimby Fees:
The developer shall pay the applicable Quimby Fee(s) at the time of building
permit issuance.
School Fees:
All applicable school fees will be paid at the time of building permit issuance.
