SUBJECT: APPROVAL OF FINAL TRACT MAP AND ACCEPTANCE OF
OFFERS OF DEDICATION FOR TRACT NO. 46908
DEPARTMENT: Public Works
RECOMMENDED ACTION
1. City Council approve Final Tract Map for Tract No. 46908.
2. Accept on behalf of the public, the offers of dedication for public use and road purposes;
accept all sanitary sewers and appurtenant structures; accept the right to restrict the erection
of buildings or other structures; accept the right to prohibit the construction of residential
buildings within lot 9; and accept the right to restrict direct vehicular ingress and egress.
3. Make findings as follows: (a) that this project is consistent with the provisions of Sections
66424, 66427, 66474 and 66474.1 of the Subdivision Map Act pertaining to general
provisions for subdividing land, and provisions for making findings of conformance with
applicable requirements, and therefore should be approved, and (b) that this proposed
subdivision together with the provisions for this design and improvement is consistent with
the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of
Division 1 of the Government Code, or a specific plan adopted pursuant to Article 8
(commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code.
4. Instruct the Deputy City Manager to endorse the Special Assessment Statement on the face of
Final Tract Map for Tract No. 46908, which indicates all special assessments levied by the
City of Santa Clarita are paid.
5. Instruct the City Clerk to endorse the Statement on the face of Final Tract Map for Tract No.
46908, which embodies the approval of said map and the acceptance of the dedications
shown thereon, and the abandonment of the easements shown thereon.

6. Instruct the City Engineer to endorse the Statement on the face of Final Tract Map for Tract
No. 46908, which provides for verification of substantial conformance with the tentative tract
map and all provisions of local ordinances applicable at the time of approval.
BACKGROUND
Tentative Tract No. 46908 was approved by the County of Los Angeles (County) on October 6,
1993. The development was located in the unincorporated territory of the County. The final tract
map was not processed for review or approval by the County until recently.
On November 29, 2012, the City of Santa Clarita (City) annexed the North Copper Hill area,
which included Tract No. 46908. The County subsequently reviewed and approved the final tract
map for technical accuracy but the conditions of approval had not been met in their entirety prior
to annexation by the City. Now that the property is within City limits, the final tract map for
Tract No. 46908 was reviewed by City staff and deemed to be in substantial conformance with
the principles and standards required by the Unified Development Code.
Pursuant to Section 66413 of the Subdivision Map Act, upon annexation to the City, the City
shall approve the final tract map if it meets all of the conditions of the tentative tract map and the
requirements and conditions for approval of final tract maps as provided in Article 4
(commencing with Section 66456).
Tract No. 46908 is the final phase of the development. The map consists of approximately 66.75
acres and is located on Discovery Ridge Drive in the North Copper Hill area. The map consists
of eight single-family lots, one open space/recreation lot, and one lot to be granted to the Los
Angeles County Flood Control District in fee simple. The applicant is also dedicating to the City
the right-of-way for Discovery Ridge Drive, the right to restrict the erection of buildings or other
structures within the restricted use areas, and the right to prohibit the construction of residential
buildings within lot 9, which is designated for open space. In addition, the applicant has
dedicated to the City the right to restrict vehicular ingress and egress to lot 9, which restricts
access to Discovery Ridge Drive.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final tract map if it was previously approved as a tentative tract map for the
proposed subdivision and is in substantial conformance with the previously approved tentative
tract map.
As part of the approval process, the County has reviewed and approved the map for technical
accuracy and for compliance with all provisions of state law applicable at the time of approval.
The final tract map has been reviewed to the satisfaction of the City Engineer and found to be in
substantial conformance with the previously approved tentative tract map. The conditions of
approval established by the County were met and fees have been or will be paid as indicated on
the attached Fact Sheet. The final tract map is ready for City Council approval and acceptance of
the dedications.

ALTERNATIVE ACTIONS
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The public streets shown on the Final Tract Map for Tract No. 46908 will be dedicated to the
City. The maintenance of these streets will have minimal impact on the City's street maintenance
budget.

Transit Fees: The developer was not conditioned to pay transit fees.
Quimby Fees: Fees totaling $201,300.00 are fully satisfied.
School Fees: All appropriate school fees will be paid at the time of building permits.
