HomeMy WebLinkAbout2013-09-10 - AGENDA REPORTS - HABITAT CONSERVATION FUND PROG (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: 5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: September 10, 2013 Rick Gould RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT APPLICATION TO THE STATE OF CALIFORNIA FOR HABITAT CONSERVATION FUNDS Parks, Recreation, and Community Services RECOMMENDED ACTION City Council adopt a resolution authorizing submittal of a grant application to the State of California Department of Parks and Recreation's Habitat Conservation Fund (HCF) Program seeking funding for trail improvements in the City's Haskell Canyon Open Space. BACKGROUND The State of California's Department of Parks and Recreation has announced the release of the Application for the Habitat Conservation Fund for the 2013-2014 Grant Cycle. This program makes funds available for acquisition of wildlife corridors and urban trails, nature interpretation programs, and other programs which bring urban residents into park and wildlife areas. In 1990, the people of California voted to enact the California Wildlife Protection Act, Chapter 9, which largely defines the HCP Program. A total of $2 million is available to applicants in California for acquisition or development projects, with a maximum grant amount of $200,000. Staff is interested in seeking out this grant opportunity to leverage funds from the Open Space Preservation District to refurbish the existing trails as well as add new trails, signage, and gates in the City's Haskell Canyon Open Space. The City used Open Space Preservation District funds to acquire 526 acres of vacant land in Haskell Canyon in 2011. This purchase was instrumental in stopping the area from being developed into over 500 homes. The area is surrounded by several housing tracts, and provides AGOidcLx_o i3-�3 easy access to wildlife areas for residents. One of the challenges for the area is securing the property and trails from motorized vehicles and vandals that enter through the portions of the frontage property owned by the Los Angeles County Department of Water and Power (LADWP). Funds from the HCF would be used to refurbish the trails, add picnic areas, add interpretive signage, as well as a secure entrance on the western portion of the property that would be shared with the LADWP. Upon approval of the resolution, a copy will accompany the grant application to be sent to the California Department of Parks and Recreation. ATTACHMENTS Resolution Map of Haskell Canyon Open Space 11 RESOLUTION 13- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE HABITAT CONSERVATION FUND PROGRAM WHEREAS, the people of the State of California have enacted the California Wildlife Protection Act of 1990, which provides funds to the State of California for grants to local agencies to acquire, enhance, restore, or develop facilities for public recreation and fish and wildlife habitat protection purposes; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the HCF Program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of application(s) before submission of said application(s) to the Stats; and WHEREAS, the applicant will enter into a contract with the State of California to complete the project(s); NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The filing of an application for the Habitat Conservation Fund Program is approved. SECTION 2. The applicant has the required match and sufficient funds to complete the project. SECTION 3. The applicant has or will have sufficient funds to operate and maintain the project(s). SECTION 4. The applicant has reviewed, understands, and agrees to the provisions contained in the contract shown in the grant administration guide; and SECTION 5. Delegates the authority to the City Manager or his designee to conduct all negotiations, execute and submit all documents, including, but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the project SECTION 6. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines. SECTION 7. The City Clerk shall certify to the adoption of this Resolution.
