HomeMy WebLinkAbout2013-07-09 - AGENDA REPORTS - MULTI-STOP CNTRL HONBY/CEDARCR (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 10 CITY OF SANTA CTRIT" AGENDA REPORT City Manager Approval: Item to be presented by: July 9, 2013 RESOLUTION AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF HONBY AVENUE AND CEDARCREEK/SANTA CLARA STREET Public Works RECOMMENDED ACTION City Council adopt a resolution authorizing the installation of multiway stop controls for the intersection of Honby Avenue and Cedarcreek/Santa Clara Street. BACKGROUND Ms. Isa DeArmas, Principal of Rio Vista Elementary School, requested the installation of multiway stop controls at the intersection of Honby Avenue and Cedarcreek/Santa Clara Street. The intersection of Honby Avenue and Cedarcreek/Santa Clara Street is a four -legged intersection located in a residential neighborhood and contiguous to Rio Vista Elementary School. Honby Avenue runs north/south while Cedarcreek/Santa Clara Street runs east/west and the school is located on the northeast corner of the intersection. The intersection is currently a two-way stop with stop signs on Cedarcreek/Santa Clara Street. Staff conducted an analysis to determine if the intersection of Honby Avenue and Cedarcreek/Santa Clara Street meets the City's minimum warrants for multiway stop controls. The analysis included vehicular and pedestrian volume conflicts, sight visibility, collision history, and site observations. The intersection met the minimum volume warrant and will provide additional right-of-way control to reduce pedestrian and vehicular conflicts and improve safety of pedestrians crossing at this location. It will also provide improved gaps for side street traffic to enter the intersection. Traffic on both Honby Avenue and Cedarcreek/Santa Clara Street shall be required to stop before entering the intersection. A' G(@fled: mo. L'3 -5-y Rio Vista Elementary School Administration and the adjacent property owners were contacted. The school and all but one of the adjacent property owners were supportive of the changes. This property owner was concerned the new stop signs will back up traffic leaving the school and make it difficult for residents to exit their driveways, especially in the case of a family emergency. While staff acknowledges some backup of traffic may occur at the new stop signs while children are being picked up and dropped off at school, the presence of the stop signs should allow residents access. In addition, staff has observed no significant impacts to residential driveway access at similar sites. The school also indicated they will inform the parents of their students of the proposed changes. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The installation of the multiway stop controls is estimated at $1,000. Adequate Gas Tax Funds (Fund 230) are available in the Traffic Signs and Markings Account 14504-5141.008. ATTACHMENTS Resolution Vicinity Map Z RESOLUTION 13- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS AT THE INTERSECTION OF HONBY AVENUE AND CEDARCREEK/SANTA CLARA STREET WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to designate any intersection under their exclusive jurisdiction as a stop control intersection, and WHEREAS, traffic operations at the intersection of Honby Avenue and Cedarcreek/Santa Clara Street will benefit from the installation of multiway stop controls. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the intersection of Honby Avenue and Cedarcreek/Santa Clara Street be designated as a multiway stop -controlled intersection. Traffic on both Honby Avenue and Santa Clara/Cedarcreek Street shall be required to stop before entering the intersection. SECTION 2. That the stop designations, as provided herein, shall apply when appropriate signs and pavement markings, giving adequate notice hereof, have been placed as described in Section 1. SECTION 3. That staff shall install all necessary signs and pavement markings to affect this resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
