BACKGROUND A public art project has been identified as part of the Newhall Roundabout project, located at the intersection of Newhall Avenue, Main Street, and 5th Street, and adjacent to William S. Hart Park. The Request for Qualifications (RFQ) was presented to the Downtown Newhall Specific Plan Ad -Hoc Committee in May 2011 for feedback and discussed by the full City Council at their July 12, 2011, meeting. Upon receiving direction, the RFQ was revised and approved by the Arts Commission at their September 25, 2011, meeting. With the dissolution of the Redevelopment Agency in early 2012, the entire Roundabout project was put on hold. In late Fall 2012, the Roundabout project was taken off of hold status and was approved to move forward, with a target construction start date of early July 2013. Additionally, the $45,000 for the art project, was reinstated. The artist selection process for the Newhall Roundabout began in early 2013, and two finalists have been identified. The models for the two finalists' concept proposals were on-line and on display at City Hall during July and August of 2013. At the August 27, 2013, City Council meeting, the City Council directed staff to place an item on the agenda to discuss alternatives for moving forward with the selection of the art piece for the Newhall Roundabout.
