PUBLIC ART ARTIST SELECTION FOR THREE PROJECTS
Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council review and provide direction on the three artists and concepts selected by the Arts
Commission.
BACKGROUND
Since the formation of the Arts Commission in December of 2009, the City of Santa Clarita has
installed I 1 art projects, including the McBean Regional Transit Center project which was
installed last month. The Arts Commission selected three artists and their concept proposals for
three different public art projects at the Commission's October 10, 2013, meeting. The three
projects are the Newhall Ranch Road Art Project, the Magic Mountain Interstate -5 Exit Art
Project, and the Valencia Library Art Project.
After a location has been selected and the budget has been appropriated for the public art project,
the art selection process includes several critical steps:
1. The Arts Commission selects an Arts Commissioner to sit on the Project Ad -Hoc
Committee for the public art project. The Committee includes several stakeholders based
on the funding and the location of the project such as staff from different City divisions, a
business or outside agency representative (such as Valencia Industrial Association,
Supervisor Antonovich's Office, Santa Clarita Velo Club), a professional artist, an arts
administrator from another city, and the selected Arts Commissioner.
2. The Project Ad -Hoc Committee develops a Request for Qualifications (RFQ) including
the project theme.
3. The RFQ is agendized for approval by the full Arts Commission.
APPROVED
4. Once the RFQ has been approved, staff publishes the RFQ in Cafe, an online system used
by thousands of artists from across the country to apply for various public art project
opportunities.
5. The Ad -Hoc Committee scores each of the artists based on their previous works.
6. The top 3 artists are selected and given a stipend to develop project -specific concept
proposals.
7. The ad-hoc committee rates the artists' concept proposals, and the artist with the highest
score is recommended to the full Arts Commission as the final artist.
8. Arts Commission approves the recommended artist.
9. Arts Commission recommendation of final artist is sent to the City Council via interoffice
memorandum, for review and comment. If no comments are received by the deadline
indicated on the memo, staff will proceed with awarding the contract.
Newhall Ranch Road Project:
The City of Santa Clarita has identified a public art project to be located on Newhall Ranch
Road, near the intersection of Newhall Ranch Road and Rye Canyon Road. The budget for the
project is $15,000 and the funding will come from Landscape Maintenance District Zone 2008-1.
An RFQ was released in April 2013 through Cafe. Fifty artist submittals were received, which
the Arts Commissioners individually rated on a scale from 1 to 7. Three artists were selected as
finalists, but one artist, John Searles, chose not to present a concept proposal, as he had already
committed to several public art projects for other communities.
The Commission received the concept proposal presentations at a Study Session held on
Monday, August 26, 2013. The two finalists were Christopher Weed and the artist team of
Dianne Foderaro and Idelle Tyzbir. The Commission individually voted and selected
Christopher Weed for his Proposal 2 concept. The Commission ratified this selection at their
October 10, 2013, meeting.
Magic Mountain Interstate -5 Exit Project:
The City of Santa Clarita identified an art project as a community entry art piece along Magic
Mountain Parkway and the exit from the 5 Freeway (North). The artwork will be situated
prominently on a large wall at the intersection of Magic Mountain Parkway and the off ramp
from Interstate 5.
This project is funded through the City's Landscape Maintenance District Zone 2008-1 with a
total budget of $15,000. This budget will cover all associated costs of the project, including
design, fabrication, materials, labor, transportation, insurance, consulting fees (such as structural
engineering or testing), installation, permit fees, per diem, and taxes.
At the Arts Commission meeting on October 13, 2011, the project was presented to the
Commission and an Ad Hoc Committee was formed. This Ad Hoc Committee included the
following members:
Susan Shapiro — Arts Commissioner
Idelle Tyzbir — Professional Artist
Russell Sypowicz — City of Santa Clarita Economic Development Division
Michelle Larrivee — City of Santa Clarita Special Districts Office
The Ad Hoc Project Committee created a Call for Artists RFQ, which included three potential
themes for the piece; recreation, history, and enjoyment of nature and open space preservation.
The RFQ was approved by the Arts Commission on June 13, 2013, and was released later that
month through Cafe. Submittals from 46 artists were received, which the Ad Hoc Committee
members individually rated to select three finalists.
The Ad Hoc Committee received the concept proposal presentations from the three finalists at a
meeting held on Thursday, August 29, 2013. The three finalists were Kevin Shaffer, the artist
team of Larry and Nancy Cush, and the artist team of Allyson Wong and Kevin Magee. The Ad
Hoc Committee members individually voted and selected Kevin Shaffer for his Concept A: Oak
Leaves proposal. The Arts Commission approved the recommendation of the Ad Hoc
Committee at their October 10, 2013, meeting.
Valencia Library Art Project:
The City of Santa Clarita Capital Improvement Projects Division is currently working on a
project to reconfigure and expand the section of the parking lot at the Valencia Library between
the library and Valencia Boulevard, and a public art piece has been included in the project. The
location for the art piece is adjacent to the entrance off of Valencia Boulevard.
This project is funded through the Capital Improvement Projects Division with a total budget of
$15,000. This budget will cover all associated costs of the project, including concept
development, design, fabrication, materials, labor, transportation, insurance, consulting fees
(such as structural engineering or testing), installation, permit fees, per diem, and taxes.
At the Arts Commission meeting on June 13, 2013, the project was presented to the Arts
Commission and an Ad Hoc Committee was formed. The Ad Hoc Committee included the
following members:

Carla Callahan - Assistant Engineer in the City's Capital Improvement Projects Division
Nancy Kerr - Branch Manager for the Valencia Library

The Ad Hoc Project Committee created a Call for Artists RFQ, which was approved by the Arts
Commission on July 11, 2013, and was released later that month through Cafd. Submittals from
82 artists were received, which the Ad Hoc Committee members individually rated to select three
finalists.
The Ad Hoc Committee received the concept proposal presentations from the three finalists at a
meeting held on Monday, September 23, 2013. The three finalists were Emma Anna, Patricia
Vader, and Anna Snyder. The Ad Hoc Committee selected Emma Anna for her "imag_ne"
concept. The Arts Commission approved the recommendation of the Ad Hoc Committee at their
October 10, 2013, meeting.
ALTERNATIVE ACTION
City Council suspend current public art projects and direct staff to work with a consultant to
create a citywide Public Art Master Plan.
Other action as determined by the City Council.
FISCAL IMPACT
All three art projects currently have the necessary funds allocated. The Newhall Ranch Road and
the Magic Mountain/I5 Exit art projects are budgeted at $15,000 each. The funds for those
projects have been appropriated to account B3010357-5161.001. The Valencia Library art
project is also budgeted at $15,000, and the funds for that project have been appropriated to
account F1020723-5161.001.

Original Proposal
I was inspired to create sculptures for the city of Santa Clarita. Newhall Ranch
Road, which instilled a lighthearted and uplifting sense of spirit for children and
adults
I had three goals in mind when designing these sculptural elements. The first of
which. was to create pieces that were large enough not to be swallowed up by
their surroundings. Secondly, the sculptures would be unique to this area,
speaking to the past, while bridging the divide between old and new. Lastly, this
installation transcends time. evoking an emotional response from the viewer,
allowing them to lose themselves. if only for a brief moment
Proposal 1 consists of four larger than life surreal flowers that mimic the Newhall
Sunflower. 'The Unexpected Sunflower"_ This is one of the rarest flowers on
earth and is indigenous to Santa Clarita. I though it would be fitting to recreate
this flower as a testament to this beautiful and diverse area. The flowers vary in
size. shape and form. with heights ranging from 14' — 6" to 15' — 6 They are
constructed of mild steel with a durable powder-coated/urethane finish. able to
withstand the harshest outdoor environments. Sculptures have no rough edges
and are smooth to the touch. requiring little to no maintenance
Proposal 2 consists of three concrete columns jetting into the sky with colorful
sculptural elements attached to two of the three columns. These cylinders act as
the stem to the flower_ They were purposely constructed of concrete to give
elements both an industrial and organic feel. Heights of flowers vary between 14'
— 4" to 17'— 5". These thistle like sculptures will be highly visible to pedestrians
and motorist, acting as a beacon in the natural light. Sculptures have no rough
edges, requiring little to no maintenance
These installations represent the ever-changing transition, taking place in Santa
Clarita where old meets new. without forgetting the past. These iconic sculptural
elements are destined to become an instant landmark. one that the Newhall
Ranch Community can reflect upon and enjoy for years to come The final result
is playful, creative, and thought provoking sculptures that will stand the test of
time.

Materials and Requirements
Post -Installation Requirements
There are no post -installation requirements. In the event of vandalism such
as tagging, paint can be safely removed with anti graffiti remover. A high
quality automobile wax may be applied to painted surfaces for additional
protection.
Materials
Flowers are fabricated of 10 gauge mild steel for flower petals and leaves
10 and 3 inch OD .120 inch thick mild steel tubing for flower stems.
0. Sculptures are painted with a powder -coated finish and an epoxy primer
with a durable single -stage urethane finish. Unfinished flower is powder
coated in a clear finish.
Spheres are painted in a durable powder coated finish, with a stainless
0 steel sleeve for attaching.
0 Concrete is formed via 18" ID Sonotubes.
0 Rebar reinforcement for Sonotubes and foundations.
0 Sculpture Dimensions
Sunflower sculptures vary between 14' — 6" — 15' — 6" in height. Flower
heads will be between 41" — 45" at their widest point. Flower cones vary
between 18' — 24" in diameter.
Thistle Sculptures vary between 14' — 4" to 17' — 5" high and 4' — 3" wide
by 4'— 3' deep. Stem are 16" to 18" in diameter.
Foundation
PP Flower foundations will consist of caissons 20" in diameter and 60" deep.
Ob Stem will rest in .120" thick female steel sleeves set into concrete.
Thistle Sculpture foundations will consist of 18" in diameter Sonotubes 6'
deep.

It is a pleasure to provide a letter of recommendation for Christopher Weed. I
have known Chris for more than 4 years. He was extremely helpful in providing
information and contact names to me as we got our fledgling public art program
off the ground.
In early 2008, Chris was awarded the commission to create a sculpture for the
public access space north of a new Wal-Mart Super Center on Highway 287 in
OD Lafayette. Chris conducted extensive research and surveyed city residents about
1P their opinions regarding public art. He designed the exciting piece, Toros
110 Curiosos. which addresses the city's agricultural heritage while meeting the
P criteria specified for the site. When additional questions arose. Chris was
Ob responsive and quickly provided the information needed to move the project
L forward.
Chris is creative, dynamic. energetic and professional. His playful design
approach to the project will certainly make this a destination of its own accord.

We feel fortunate to have worked with an artist of Chris' caliber and are proud to

I am pleased to send this letter of recommendation for Colorado Artist Chris
Weed.
Mr. Weed was chosen by the Health Sciences Center's Art Selection Committee
to design and implement the external public art to complement Education Facility
1A at the Fitzsimons campus in Aurora. Education Facility to is the publicly -
funded educational space located on the ground floor level of the north tower of
Research Complex I. which includes two inter -connected biomedical research
towers.
The committee was seeking an external sculptural interpretation, which would:
• represent the activities that take place within the building and serve to
connect the educational and research missions of the facility.
• be created from durable materials suitable for the Colorado climate and
require minimal maintenance.
• not create a public hazard or nuisance
I believe Mr. Weed was extremely creative in his artistic solution. "Opening
Doors," at the Fitzsimons campus, is a series of three over -sized doors that really
do provide a playful, imaginative and thought-provoking connection between the
educational and research functions of the buildings.
Mr Weed was a pleasure to work with and I look forward to hopefully seeing
more of his work throughout the Metropolitan Area.

Art selection committee.
It is my pleasure to respond to your request for information concerning
Christopher Weed. As coordinator for the RTD Regional Transportation District
Public Art Program, I have had the opportunity to work with Christopher on a
recent public art project
In 2005 he was commissioned to create a sculpture for RTD light rail at the
r Dayton Street Station. The piece entitled "Windswept' involved installing 50
vertical pieces of art on both sides of the 120 -foot long pedestrian bridge. leading
to the light rail station. Coming up with a solution was even more difficult, as this
entire area was surrounded by wetlands, which could not be disturbed. I found
Christopher to be flexible, energetic and professional, and to have a strong
creative vision for this project. He was able to work with us on concerning the
wetlands. and completed the project within the time line and on budget. We feel
quite fortunate to have worked with such a talented artist in placing this exciting
artwork in the Denver metro area.

Narrative
This Concept Proposal is about celebrating native plant materials to the region of
Santa Clarita, California. A celebration of oak trees; the Valley Oak and the
California Black Oak stand out with familiar and beautifully shaped mature
leaves. Or a celebration of native grasses; with Giant Wildrye's architectural leaf
blades and Purple Needlegrass' wirey dynamic seed heads.
The Valley Oak is known as "The Giant." The California Black Oak is found
throughout the hills and mountains. Giant Wildrye is a low water use plant that
beautifully drifts through meadows, natural landscapes, along preserved open
space trails. Purple Needlegrass is a low water use plant that restores disturbed
areas: it's used as erosion control and range improvement. These plants are
partly why Santa Clarita enjoys the natural environment; these plants have been
preserved throughout the open spaces of Santa Clarita.
Concept Option A: Oak Leaves
Four oak leaves dance across the off -ramp wall. Each leaf has its own unique
shape and curvature. These leaves represent the seasons with a progression of
natural color and tone. The leaves are slightly abstracted with veins cut-out and
stem a mere thick outline. Curvature across the leaf surface allows for masonry
anchors for attaching to the wall while creating shadows that change throughout
the day. All are 14 -gauge steel with a clear powder coat; each is about 6 -feet
wide x 14 -feet long x 12 -inch depth (curvature from wall).
Concept Option B: Native Grasses
Five grass -like leaf blades are interspersed among three grass -like seed stems
across the off -ramp wall. Every piece has its own unique characteristics. These
native plant features dance across the off -ramp wall as though they are blowing
in the wind. Certain grass species' unique features are slightly abstracted with
oversized leaf blades and fanned out seed heads. Integrally created holes allow
for masonry anchors for attaching to the wall. Shadows from each piece change
throughout the day. All are 14 to 16 -gauge steel with a clear powder coat; each
is about 4 to 10 -feet wide x 15 -feet long x 6 to 36 -inch depth (distance from wall).
Please see the following photos and sketches for examples of steel fabrication
techniques, steel surface finishes, clear powder coat colors and tones, aging of
the powder coat, and installations similar in scale.

imog_ne is a proven and successful piece of public art, designed to engage
and delight a diverse public audience. Originally conceived as the major
project to support my work towards a Masters in Public An at RMIT
University in Melbourne. imog_ ie has been exhibited as a temporary work
across Australia since late 2008.
imag_re is composed of large wordplay letters that spell out the word
'imagine', although the second T ofthe word is missing.This absence
operates as a blank canvas, inviting the audience to physically engage with
the work in order to complete the word.There is the potential for
audiences to directly engage with imag_rie, photographing themselves
occupying the missing'I'.This has proven to be a popular activity when the
work has been exhibited publicly. Many of the people who have seen the
work insitu have gone on to upload images of their engagement to online
blogs, social media portals and websites. providing an ongoing and positive
promotion of the events and sites in which imog_m has been exhibited.
Often situated in community settings, the work alludes to the power of the
individual and collective imagination as a powerful tool in community
building.The capacity to imagine is an inherently human characteristic, shared
by all. Its power inspires us to imagine new possibilitie% and different ways of
looking at the world and each other.
This proposal provides a unique opportunity for the City of Santa Clanta to
access a low cost engaging, innovative piece of public art with proven public
appeal.
The synergies between the wordplay forms of the sculpture and its
proposed proximity to Valencia Ubrary will provide a potent context fix -the
ideas that imog_ne embodies.
Through my experiences touring imog_ne in Australia a number of
additional, community -oriented and interactive components have been
developed in support of the sculptural installation. -These have included social
media campaigns such as IrrkVm Rondxick (for RancW ck City Council, refer
Page 8) or Sometimes 1 imagine-. a community -created and collaborative
work in the foyer of Bondi Library for -Waverley Council (refer Page 9).The
opportunity to tie in additional features such as these could be used over
time to ensure ongoing interest in both the work and its neighbour, the
Valencia Library.
This proposal represents the largest permanent realization of irnag_ne to
date. The materials and production methodologies proposed here have
been developed through the realia ticm of a similar previous work entitled
Tourist, which was made for the prestigious McClelland Sculpture Survey
in Melbourne in late 2012 (refer image Page 13).This proposed new work
would also be the first realization of imog_r�e in the United States.
I am interested in exploring the potential for inag_ne outside of Australia
I have recently relocated to South Amenca with my husband and am
interested in exploring opportunities forthe expansion of my public art
practice in communities closer to my new home.
I hope to have the opportunity to work with the City of Santa CUrila to
realize this unique interpretation of irnag_ne for your community and to
observe its powerful messages at work in a new and supportive context

A modular and mobile version of imog_ne has travelled across Australia since 2008 via a program of commissions by local
government Councils.The sculpture is often situated in comn unties that are experiencing periods of dramatic change through

MATERIALS
LETTERFORM TILES x 6
• Manufactured ffronm forth cast reinforced mesh and pigmented concrete
• Each file is set with an internally rod cast I Omm steel plate loot'ttat
protrudes at the front and back of each tile
• Each tile is secured on top of the concrete base unit through the steel foot
plate using dynaboh anchors in four comers
• Each tile is set with two interior lifting threads that are sealed over once
the sculpture has been secured insrtu
LETTERFORMS
• Letterforms are protruding 3mm thick laser cut marine ply sheet adhered
to the front concrete face of each tile and finished vmh 2 -pack epoxy
black paint
BASE SECTION
• The base unit is poured insitu as a low-rise reinforced cast pigmented
concrete foundation using a concrete form ply mould
FINISHING
• The entire sculpture is finished with an all-over clear anti -graffiti coating

NOTES RE. MATERIALS
• These materials and production methodology have been tested
previously for a similar work (refer image Page 13)
• Concrete is durable and robust providing the sculpture with an estimated
lifespan of 10+ years
• Concrete is a cost effective material for such a large work
• Capacity for concrete to be pigmented to match proposed color palette
• Internal steel rod and plate ensures internal stability for concrete tiles
• Steel plate also assists with installation as each piece can be picked up
and positioned individually
• This materialisation and methodology has already been certified for public
installation by a registered structural engineer (refer Page 12)
• Ant graffiti finish is applied onsite to base and in warehouse to letterform
tiles prior to final instillation
