Murphy DATE: March 26, 2013 SUBJECT: SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS DISTRICT 67 REGIONAL COUNCIL REPRESENTA"rIVE DEPARTMENT: City Manager's Office RECOMMENDED ACTION Mayor nominate a Councilmember and City Council approve appointment of a Member of the City Council to serve as the Southern California Association of Governments (SCAG) District 67 Regional Council Member for a two-year term, commencing in May 2013 and concluding in May 2015. Direct the City Clerk to update Report of Public Official Appointments, Fair Political Practices Commission Form 806. BACKGROUND Annually the Mayor makes appointments to committees and regional boards. The committee list was last updated by the Mayor during the January 22, 2013, City Council Meeting. Absent from the list was the regional appointment of the District 67 Representative for the Southern California Association of Governments (SCAG). Since the seat is rotated between the City of Santa Clarita and the City of San Fernando, a selection has not been made since 2011. Due to this the Mayor did not make a selection at the time the other appointments were made. Since then the rotation is now due to come back to the City of Santa Clarita. Councilmember McLean held the position prior to the rotation and continues to serve SCAG in a number of policy making roles associated with transportation and sustainability. In addition to her previous service as the SCAG Regional Council Member representing District 67, Councilmember McLean currently serves as a member of SCAG's Transportation Committee. The Transportation Committee is one of SCAG's three policy committees, through which all issues to be considered by SCAG's governing board typically are addressed. Councilmember APPROVED ' McLean previously served as a member of SCAG's High Speed Rail Task Force and presently serves as an alternate member of SCAG's Sustainability Subcommittee. Due to her experience and network of contacts on regional transportation issues, Councilmember McLean would like to serve in the position for the sake of continuity in dealing with issues of interest to our City in a consistent manner. By way of background, in 2008, Southern California Association of Governments (SCAG) created two new Regional Council districts, one of which was District 67, comprised of the cities of Santa Clarita and San Fernando. Every five years, SCAG evaluates its Regional Council districts composition in an effort to maintain districts that are roughly equal in population. As a general target, SCAG seeks to have the population of each Regional Council district in the 200,000 - 300,000 range. Prior to 2008, Santa Clarita was part of Regional Council District 43, comprised of the cities of Santa Clarita, Palmdale and Lancaster. San Fernando was previously part of Regional Council District 42, comprised of the cities of San Fernando, Burbank and Glendale. In an effort to move toward more balanced populations for each district, in April 2008, Regional Council District 67 was created, comprised of Santa Clarita and San Fernando. City Councilmembers within each Regional Council district comprised of two or more cities select one Councilmember to represent that district on SCAG's Regional Council. The 84 member Regional Council is the governing board for Southern California Association of Governments; the federally recognized Metropolitan Planning Organization for the six county Southern California region consisting of the counties of Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura and the 191 cities within those counties. At the time of the redistricting, the City of Santa Clarita and City of San Fernando agreed informally to rotate the SCAG Regional Council representation between the two cities. City of San Fernando Councilmember Nury Martinez served as the first representative for the period of of May 2008 to May 2009. Santa Clarita Councilmember Marsha McLean served as the District 67 representative on SCAG's Regional Council for the period May 2009 to May 2011. San Fernando Councilmembers Mario Hernandez and Sylvia Bailin have represented District 67 during the current term of May 2011 to May 2013. Pursuant to the informal agreement between the City of Santa Clarita and City of San Fernando, a Councilmember from the City of Santa Clarita should represent District 67 for the period of May 2013 to May 2015. ALTERNATIVE ACTIONS 1. Not select a member of the Santa Clarita City Council to serve as the SCAG District 67 Regional Council Member and request that the City of San Fernando appoint a Councilmember for the two-year term. 2. Other direction as determined by the City Council. a FISCAL IMPACT Appointment of a Santa Clarita City Councilmember to serve as SCAG District 67 Regional Council representative will require no additional resources beyond those identified in the adopted FY 2012/13 budget.
