City Council approve the use of a "Piggyback" contract for the purchase of Signal Modules, Light Emitting Diodes using City of Los Angeles Request For Quote #EV00002810 in an amount not to exceed $115,302. 2. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event issues of impossibility of performance arise, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, and execute all documents subject to City Attorney approval. BACKGROUND In 2007, the City Council authorized a citywide five-year program to replace incandescent traffic signal lamps with LED technology. During Phases I through V of this replacement program, 183 signalized intersections were upgraded to LED technology. The City of Santa Clarita (City) established a seven-year maintenance program for the LED modules based on manufacturer specifications and historical performance. The second phase of the maintenance program will remove old LED modules, installed in 2008, that have reached their service life. This contract only procures the equipment, and staff anticipates hiring a contractor for the installation of the LED modules. On July 11, 1995, the City Council approved the use of "piggyback" purchasing. This process permits the City to place orders against a competitively awarded, pre-existing public agency contract. The City of Los Angeles Request For Quote for public Signal Modules, Light Emitting Diodes, was competitively soliciated and awarded to JTB Supply Company on June 3, 2011. Additionally, the contract was extended with JTB Supply Company through December 31, 2013. Staff believes the use of the City of Los Angeles Request For Quote # EV00002810 provides the most competitive pricing and best value, and proposes the purchase of 2,675 new vehicular and pedestrian LED modules, which will result in cost savings for the City. This quantity also includes 339 spare units. Having spare modules on hand will allow staff to replace malfunctioning equipment immediately and reduce down time. ALTERNATIVE ACTIONS Other actions as determined by the City Council. FISCAL IMPACT Funds for this equipment purchase are available in the Fiscal Year 2012-13 budget in the Traffic Signal Maintenance Account 14402-5141.007. 2
