SUBJECT: PRESERVATION OF 56.4 +/- ACRES OF REAL PROPERTY IN
SOLEDAD CANYON, LOS ANGELES COUNTY, ASSESSOR'S
PARCELS NOS. 3210-006-004 AND 3209-007-002

RECOMMENDED ACTION
City Council approve the purchase of 56.4 +/- acres of real property for open space
preservation, located in Soledad Canyon, Assessor's Parcels Nos. 3210-006-004 and
3209-007-002 at a total cost of $178,582, which includes escrow, title, appraisal fees, due
diligence costs, property taxes, and site improvements.
2. Appropriate $157,484 from the Open Space Preservation District Fund Balance (Fund 358) to
Open Space Preservation District Expenditure Account 12592-5201.004 (Land).
3. Appropriate $3,000 from the Open Space Preservation District Fund Balance (Fund 358) to
Open Space Preservation District Expenditure Account 12592-5201.008 (Improvements
Other than Land).
4. Appropriate $600 on an ongoing basis from the Open Space Preservation District Fund
Balance (Fund 358) to Open Space Preservation District Expenditure Account
12592-5185.003 (Taxes/Licenses/Fees).
5. Authorize the expenditure of $17,498 from the Environmental Mitigation Land Account
R0002303-5201.004 to fund the balance of the purchase.
6. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.

BACKGROUND
In January 2013, the City entered into negotiations to purchase approximately 56.4+/- acres of
property for open space preservation in Soledad Canyon. This property consists of Assessor's
Parcels Nos. 3210-006-004 and 3209-007-002. The purchase of this property will increase trail
access opportunites in Soledad Canyon and expand the greenbelt and protected wildlife corridor
in this conservation area. The subject parcels are immediately adjacent to the recently acquired
Nomin/RioDulce Ranch open space and close to the "Three Sisters" rock formations.
The City, the Mountains Recreation Conservation Authority, the Santa Clara Watershed
Recreation Conservancy Agency , and Los Angeles County, currently own over 2500 acres of
protected open space in the Soledad Canyon area. The subject property is contiguous to existing
protected open space and the Pacific Crest Trail.
The purchase price of the property is $169,167. Closing costs, which include escrow, title, and
due diligence costs are estimated at $5,815, property improvements are estimated at $3,000, and
property tax is estimated at $600 per year, for a total of $178,582. This acquisition is in
compliance with both Government Code Section 65402 regarding General Plan consistency and
the mission of the Open Space Preservation District.
ALTERNATIVE ACTIONS
1. Direct staff to cease purchase of the property.
2. Other action as determined by the City Council.
FISCAL IMPACT
The total costs associated with the property acquisition, improvements, and taxes are estimated at
$178,582. Upon City Council approval of the Recommended Action, funds totaling $161,084
will be available in the OSPD Land account (12592-5201.004), the OSPD Improvements Other
Than Land account (12592-5201.008), and the OSPD Taxes/Licenses/Fees Account
(12592-5185.003). The balance of $17,498 is available in the Environmental Mitigation Land
Account(R0002303-5201.004).
