APPROVE THE USE OF A "PIGGYBACK" CONTRACT FOR
THE PURCHASE OF A T-870 BOBCAT COMPACT TRACK
LOADER AND TRAILER

RECOMMENDED ACTION
City Council approve the purchase of a T-870 Bobcat compact track loader and trailer using
National Joint Powers Alliance (NJPA) Contract #060311-CEC RFP #060311 in an amount
not to exceed $130,000.
2. Authorize the City Manager or designee to modify all documents to contract with the next
lowest and/or qualified bidder/proposer in the event the awardee is unable to fulfill its
obligations or perform, subject to City Attorney final document approval, contingent upon the
appropriation of funds by the City Council in the annual budget for such fiscal year.
BACKGROUND
City Council approved the purchase of a T-870 Bobcat compact track loader and trailer during
the Fiscal Year 2013-14 budget process. Stormwater Field Operations works to preserve the City
of Santa Clarita's (City) environment and quality of life for residents. Every winter, many
Southern California communities experience regular flooding and clogged stormdrains. This type
of flooding and damage rarely occurs in Santa Clarita due to the specialized equipment and
Stormwater Field Operations' efforts. The Bobcat compact track loader is a small piece of
equipment that works similar to a tractor, and would allow staff access to smaller locations such
as out -falls and basins in areas difficult to navigate with larger equipment. By maintaining water
quality devices, this equipment helps protect the Santa Clara River and places the City in a better
position to comply with the National Pollutant Discharge Elimination System Permit.
On July 11, 1995, the City Council approved the use of "piggyback" purchasing. This process
permits the City to place orders against a competitively awarded, pre-existing public agency
contract. The NJPA contract #060311-CEC for public utility equipment was competitively
solicited and awarded on July 19, 2011, through July 19, 2015. The NJPA contract allows other
public agencies to place orders against it. Staff believes the.NJPA contract to provide the most
competitive pricing and highest quality equipment to the City, thereby offering the best value.

FISCAL IMPACT
Stormwater funds totaling $130,000 were appropriated for this purchase during the Fiscal Year
2013-14 budget process in the following Stormwater accounts: 14600-5201.003 ($55,000),
14650-5201.003 ($25,000), 14651-5201.003 ($25,000), 14652-5201.003 ($22,000), and
14653-5201.003($3,000).
