DESIGNATION OF VOTING DELEGATE FOR 2013 LEAGUE OF
CALIFORNIA CITIES ANNUAL CONFERENCE

RECOMMENDED ACTION
City Council appoint Mayor Kellar as the voting delegate and Councilmember McLean as the
alternate voting delegate for the 2013 League of California Cities Annual Conference.
BACKGROUND
The League of California Cities (LCC) is an association of California city officials who work
together to enhance their knowledge, exchange information, and combine resources to expand
and protect local control for cities through education and advocacy to enhance the quality of life
for all Californians.
The LCC Annual Conference is scheduled for September 18-20, 2013, in Sacramento. An
important part of the Annual Conference is the Annual Business Meeting scheduled for Friday,
September 20, at the Sacramento Convention Center. At this meeting, the LCC membership will
consider and take action on resolutions that establish LCC policy. LCC bylaws provide that each
city is entitled to one vote in matters affecting municipal or LCC policy.
In order to vote at the Annual Business Meeting, each City Council is asked to designate a voting
delegate. Council action reflecting the designations must be provided to the LCC by
August 23, 2013. This deadline will allow the LCC time to establish voting delegates and
alternates' credentials prior to the conference.
It is the recommendation that Mayor Kellar be designated as the voting delegate and
Councilmember McLean as the alternate voting delegate for the 2013 League of California Cities
APPROVED
Annual Conference. A city may appoint up to two alternate voting delegates, one of whom may
vote in the event that the designated voting delegate is unable to serve in that capacity. Currently,
only Mayor Kellar and Councilmember McLean are scheduled to attend the 2013 LCC Annual
Conference.
Once the City establishes the voting delegate, the appropriate paperwork will be filled out and
submitted to the LCC before the August 23, 2013, deadline.
ALTERNATIVE ACTIONS
1. Recommend another Councilmember serve as delegate.
2. Other direction as determined by the City Council.
FISCAL IMPACT
No additional resources are needed to implement the recommended action.
