Mayor Kellar called the Study Session to order
at 5:01 p.m.
All Councilmembers were present with the
exception of Councilmember Ferry.
All Commissioners were present.
All Commissioners were present, with the
exception of Commissioner Cruz who arrived at
the session at 5:36 p.m.
Arts Commission: All Commissioners were present, with the
exception of Commissioner Millar who arrived
at the session at 5:40 p.m., and Chair Dow.
Flag Salute: Arts Commissioner Choppe led the flag salute.
ITEM 1 FISCAL YEAR 2012-2013 BUDGET — Ken Striplin, City Manager, outlined the
proposed budget and the City's fiscal status and outlook.
Council / Planning Commission / Parks, Recreation and Community Services
Commission, and Arts Commission members questions, concerns and comments
included: a possible Whitaker Bermite traffic study; communicating the actual size of
contamination on the Whitaker Bermite property as opposed to the actual acreage;
Economic Development Corporation generation and partnership to create revenue;
Sheriff's Department patrolling the Skate Park to ensure the safety of participants;
increasing park acreage; expansion of library services; redevelopment status and the
economic liability to City; identification on benefit of special funding; consideration
of televising Study Sessions; and dog park lighting issues.
Addressing the Council was Cam Noltemeyer.
RECESS AND RECONVENE Mayor Kellar recessed the meeting at
6:15 p.m. and reconvened at 6:24 p.m.
ITEM 2 COUNTY REFORM — Former Mayor Boyer addressed the issue of County Reform
and Assistant City Manager Frank Oviedo gave a brief presentation on the history
and separation process.

Commission, and Arts Commission members questions, concerns and comments
included: the efficiency of smaller government; how the City might be involved and
where it might be problematic; minimal feedback from the League of California
Cities presentation; the possibility of Mr. Boyer putting together a committee, a
possible citizen ground swell to see if it grows; consideration of resolution if Council
would like to support the idea; and what contracting for fire and police services
would look like should a reform ever occur.
Mayor Kellar adjourned the Study Session at 6:51 p.m.
