Conduct a public hearing and adopt a resolution self -certifying the City of Santa Clarita (City) to be in conformance with the Congestion Management Program. 2. Direct staff to deliver the adopted resolution and the 2014 Congestion Management Program Local Development Report to the Los Angeles County Metropolitan Transportation Authority on or before September 1, 2014. BACKGROUND The Congestion Management Program (CMP) is a state -mandated program to mitigate traffic congestion. The requirement for the CMP became effective when Proposition 111, which increased the state gas tax by nine cents per gallon, was passed by voters in 1990. The Los Angeles County Metropolitan Transportation Authority (Metro) is the state -mandated Congestion Management Agency for Los Angeles County. In 1992, Metro adopted the first CMP for Los Angeles County. Since then, Metro has updated and adopted several CMPs with its most recent adoption in 2010. The CMP assists local agencies in linking land use decisions with impacts on the region's transportation system. The City is required to participate in this program to receive Section 2105 state gas tax funds (approximately $950,000 per year) and to remain eligible for other state and federal transportation funds. Consistent with the guidelines of California Government Code Section 65089, Metro requires the City Council adopt a resolution of self -certification for compliance with CMP requirements through a public hearing. Agencies must report new net development activities for the 2014 cycle. New development activity in the City between June 1, 2013, and May 31, 2014, includes 370 single-family units, 55,200 square feet of commercial space, and 12,800 square feet of educational space. Over the last several years, Metro has been conducting a nexus study to determine the feasibility of implementing a countywide mitigation fee to replace the existing "credit/debit" system to meet CMP Countywide Deficiency Plan requirements. While this study is underway, the requirement for maintaining a positive credit balance has been suspended. A public notice was posted in The Signal newspaper on Tuesday, August 5, 2014. City staff will deliver the adopted resolution and the 2014 CMP Local Development Report to Metro for consideration on or before the September 1, 2014, deadline. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact by this action. This resolution and its accompanying report are adopted annually by the City Council to comply with the state- and federally -mandated Los Angeles County Metropolitan Transportation Authority Congestion Management Program. The public hearing will be held at the August 26, 2014, City Council meeting, in the City Hall Council Chambers located at 23920 Valencia Boulevard, and will commence at or after 6:00 p.m. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time. Dated: July 31, 2014 Armin Chaparyan Interim City Clerk Publish Date: August 5, 2014 h RESOLUTION 14- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP), AND ADOPTING THE CMP LOCAL DEVELOPMENT REPORT IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 WHEREAS, the CMP statute requires the Los Angeles County Metropolitan Transportation Authority (Metro), acting as the Congestion Management Agency for Los Angeles County (County), to annually determine if the County and cities within the County are conforming to all CMP requirements; and WHEREAS, Metro requires submittal of the CMP Local Development Report by September 1 of each year; and WHEREAS, the City Council held a noticed public hearing on August 26, 2014. NOW, THEREFORE, the City Council of the City of Santa Clarita (City) does hereby resolve as follows: SECTION 1. The City has taken all of the following actions, and the City is in conformance with all applicable requirements of the 2010 CMP adopted by the Metro Board on October 28, 2010. a. By June 15, of odd -numbered years, the City will conduct annual traffic counts and calculated levels of service for selected arterial intersections, consistent with the requirements identified in the CMP Highway and Roadway System chapter. b. The City has locally adopted and continues to implement a Transportation Demand Management ordinance consistent with the minimum requirements identified in the CMP Transportation Demand Management chapter. c. The City has locally adopted and continues to implement a land use analysis program consistent with the minimum requirements identified in the CMP Land Use Analysis Program chapter. d. The City has adopted a CMP Local Development Report, attached hereto and made a part hereof, consistent with the requirements identified in the 2010 CMP. This report balances traffic congestion impacts due to growth within the City with transportation improvements, and demonstrates the City is meeting its responsibilities under the CMP Countywide Deficiency Plan consistent with the Metro Board adopted 2003 Short Range Transportation Plan. Low/Very Low Income Housing: As defined by the California Department of Housing and Community Development as follows: - Low -Income: equal to or less than 80% of the County median income, with adjustments for family size. - Very Low -Income: equal to or less than 50% of the County median income, with adjustments for family size. 2. High Density Residential Near Rail Stations: Development located within 1/4 mile of a fixed rail passenger station and that is equal to or greater than 120 percent of the maximum residential density allowed under the local general plan and zoning ordinance. A project providing a minimum of 75 dwelling units per acre is automatically considered high density. 3.
