HomeMy WebLinkAbout2014-01-28 - AGENDA REPORTS - ALLIANT/LBW/VINSA INSURANCE (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 2 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: January 28, 2014 Joseph Oerum AWARD CONTRACT TO ALLIANT/LBWNINSA INSURANCE ASSOCIATES FOR INSURANCE BROKERAGE SERVICES City Manager's Office RECOMMENDED ACTION City Council: 1. City Council authorize the City Manager to enter into a professional services agreement with Alliant/LBWNINSA Insurance Associates for insurance brokerage services for the City of Santa Clarita, not to exceed a total of $120,000 over a three-year period. 2. Authorize the City Manager or designee to modify all documents to contract with the next lowest and/or qualified bidder/proposer in the event the awardee is unable to fulfill its obligations or perform, subject to City Attorney final document approval, and execute up to two annual renewal options not to exceed the annual bid amounts, plus CPI adjustments, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year. BACKGROUND Periodically Risk Management staff review ongoing services and programs as a sensible course of action from a fiscal and fairness prospective. Therefore, staff solicited Request for Proposals (RFP) from regional and local insurance brokers. The purpose for soliciting this contractual agreement is to secure a brokerage firm with the experience necessary to successfully provide large multi -faceted municipal organizations with insurance brokerage and risk management services, at the best price available. On October 1, 2013, the RFP was published, 28 vendors were notified of the proposal request, and 23 vendors downloaded the solicitation. Response proposals were received by four vendors: Alliant/LBWNINSA Insurance Associates, AON, Arthur J. Gallagher, and Keenan Associates. The proposals were reviewed by an internal review panel, (which included members from Risk Management and Human Resources) analyzed, and given scores. The proposals were evaluated based on company resources, the organization and personnel, scope of work, and client references. Following review of the proposals, the panel interviewed two respondents. After careful consideration, the panel selected Alliant/LBWNINSA Insurance Associates as the recommended finalist. Risk Management verified Alliant/LBWNINSA Insurance Associates references, and each reference conveyed they have an excellent partnership with them and recommended the firm. VINSA Insurance Associates will be the lead agency in respects to servicing and coordination with the respective insurance programs utilized by the City. LBW, located in Valencia, will be active in the safety and loss control programs being utilized by the City. LBW will also work in coordination with the City in acting as a resource for City vendors in their efforts to comply with insurance requirements mandated by City agreements. Alliant is one of the leading national brokerage firms in respects to working with public entities. Alliant, which offers several exclusive programs designed for public entities, will assist in coordination of marketing efforts. Staff believes that along with the LBW arm being a local presence, Alliant/LBWNINSA Insurance Associates will put in place insurance coverage that will prove to be the utmost benefit to the City and therefore recommends they be awarded the contract as the provider of insurance brokerage services for the City. FISCAL IMPACT Adequate funds for this project were appropriated during the Fiscal Year 2013-2014 budget process in Account #12001-5161.001.
