HomeMy WebLinkAbout2014-07-08 - AGENDA REPORTS - APPT COMMISSIONERS/PANELMEMBER (4)Agenda Item: 14 CITY OF SANTA CLARITA AGENDA REPORT UNFINISHED BUSINESS City Manager Approval: Item to be presented by: Armind Chaparyan DATE: July 8, 2014 SUBJECT: NOMINATION AND APPOINTMENT OF COMMISSIONERS/PANELMEMBERS DEPARTMENT: City Manager's Office RECOMMENDED ACTION Mayor Weste, Mayor Pro Tem McLean, and Councilmember Acosta make nominations, and Council make appointments to the Planning Commission, Parks, Recreation and Community Services Commission, and Arts Commission. City Council provide direction on the appointments and/or re -open the application period for the Open Space Preservation District Financial Accountability and Audit Panel. BACKGROUND At the regular meeting of May 13, 2014, the City Council declared vacancies and directed the City Clerk to post and publish the Notice of Vacancy for three positions on each of the Planning Commission, Parks, Recreation and Community Services (PR&CS) Commission, Arts Commission, and the Open Space Preservation District Financial Accountability and Audit Panel. The deadline for receipt of applications was June 13, 2014, at which time the City Clerk submitted copies of the applications received to the City Council. A list of applicants is attached, and all applications are available in the reading file. At deadline time, three applications were received for the Planning Commission; seven for the Parks, Recreation and Community Services Commission; and four for the Arts Commission. Each of these bodies have enough applicants for the Council's consideration. The City received two applications for the Financial Accountability and Audit Panel (FAAP) for three vacancies. As there are too few applicants to fill the vacancies, the Council may choose to either 1.) appoint two from the list now and and re -open the application period for one additional appointment at the next scheduled meeting in August; or 2.) re -open the application period and make all appointments at the next scheduled meeting in August. This would provide approximately six weeks to solicit additional applicants. The FAAP does not have a regularly scheduled meeting planned before September; therefore, appointments as late as August will not impact their work efforts. If the City Council chooses to re -open the recruitment process, it will be handled similarly as the recruitment process put forth in the May 13 staff report. Janis and I met in baby ballet class when I we were four -years -old. She was JJ and I was Mimi, as we couldn't quite pronounce each other's names. The day her mother brought her to our house for what is now referred to as a playdate, my life truly changed. Forever. And for good. You see, we shared creativity. To have such a stroke of luck at such a young age is a gift. We spent hours drawing, painting, crafting and expressing our little selves. Honestly, she is a naturally gifted artist and I often copied what she was doing. To this day I "blame" her for my career as an art director and more recently, Global Creative Director in advertising. Janis and I both entered the Ad Business in the mid 80's. It wasn't quite Mad Men, but somewhere closer to that than the current ad world. Janis was hired out Art Center, Pasadena for her first real job at the famously creative Foote, Cone and Belding. We worked at different agencies in Los Angeles, keeping in touch and comparing notes. Advertising creative and marketer is only one side to Janis. She is a fine painter, an excellent quilter (She garnered the top prize at the top quilting guild for her very first quilt. It's amazing.), a ceramicist, leather worker, mosaic artist, designer and most recently, reuse/recycle engineer. But these are the physical manifestations of art. Janis brings something to art that only great artists do. No matter the medium, Janis is able to express an idea through art. Art is her language and she is able to apply it to every aspect of life. The latest expression of Janis's art has been in bringing art to children. And to children whose funding for "art" has been undermined by current budgets. When we discussed her new job at the elementary school as a teacher's aide, we talked about what she could offer. Obviously, she offered to add the element art. She understands that through art, one can express math and science and language. In fact, sometimes, it is the element of creativity that unleashes new ideas. The true, original ideas. This position has lead Janis to a whole world of art and community. Her kids have won awards for their art under her leadership. Imagine winning a prize for art when you are in elementary school. The world opens up, all possibilities are in fact, possibilities. Janis has brought this to her students, her artists. With her steering, they create. And they take pride in their creations. Their parents, in turn, take pride in their artistic expression. Janis has added another dimension to her curriculum. The element of responsibility. Her current artists are learning to take community responsibility by learning that they can use re -purposed, re-claimed and recycled materials. With Janis's help, they have turned junk that otherwise would end up in a landfill into conceptual expressions. Old light switches have become robots, those mesh bags your oranges come in and outdated cassette tape have been assembled with out-of-date CDs to become a type of tapestry representing every child in a school. But the physical art is the end product. The tangible Less tangible is the feeling the children get when they create something out of nothing. When they take something home to their parents, their grandparents and even their siblings and they hear, "Wow, that's amazing." Or, "You made that?" They are experi- encing that sense of their own worth. The feeling that only comes when you make something with your own hands. By now you can tell that I have the upmost respect for my dear friend. Any giant ad firm would be lucky to have her. Any art college. Any design consultancy. But she has chosen to work with and for children. She is making her talent available to those who will really use it for good. So really, we are all very lucky. I have chosen to write this letter of recommendation for Dr. Michael Millar because of his positive impact in both the Santa Clarita Valley and the Arts Community. As the founding Chair of the Arts Commission from 2009 to 2011, he has played a leading role in growing our art presence. In my role as an elementary school teaching artist, I have had the benefit of Dr. Millar's support for my program at Wiley Canyon Elementary School. He is well versed in the necessity for our community to have arts education in our schools. The continuous reduction in the art budgets makes it very difficult to provide a high level of learning for elementary school students. The importance of his understanding of the need to openly support these programs as a part of the City of Santa Clarita cannot be overstated. I am a regular attendee of the Arts Commission meetings. Dr. Millar has demonstrated a firm grasp of the ever-expanding variety of art programs in our valley. He facilitated City participation in Americans for the Arts "Arts & Economic Prosperity" studies in both 2000 and 2011. He responds to individuals and organizations coming to speak at the meetings in a professional and enthusiastic manner. Michael attends many art events in the city and reports back to the Commission on each event. These actions are exactly what I look for in an Arts Commissioner. As a part of the local non-profitARTree, a low or no cost art education program, I have witnessed Dr. Millar's attendance at our events. He is always a welcome visitor and has been asked to speak at an upcoming meeting. The guidance and support he provides for the ARTree makes the path of growing a non-profit a little easier. Dr. Millar's qualifications are well suited to the position of Arts Commissioner. He is an outstanding musician, an educator and skilled at growing arts communities. RELATIONSHIP TO ARTS While not an artist of any kind, I have a great respect for the arts — performing/visual - and am a huge supporter through donations and hosting/chairing fundraising events. I was involved with the Santa Clarita Shakespeare Festival which provides free Shakespeare in the Park at Rivendale/Towsley Canyon and educational outreach to both elementary and high school students. Was the co-founder of Theatre Arts for Children — a non-profit dedicated to restoring the Newhall Elementary Auditorium as a performance space for the students and community. Two sons were involved in the Hart High Theater program. We held performances in our backyard after the 1994 earthquake while the Hart Auditorium was being rebuilt. In need of some guidance, I contacted the training unit of the facility in which Jeff was one of their top instructors. My daughter was in desperate need of something positive in her life, as she had just lost her father, my husband in a tragic work accident. She was depressed and not motivated to do much of anything. It was during their time training together he taught her how to workout and live more well. Kevin, myself and some other concerned mountain bikers were successful in advocating for just such a policy before the Los Angeles County Parks & Recreation Department. With the assistance of County Supervisor, Michael D. Antonovich, and his staff, a trail which had been hastily marked as off limits to bikes was slightly modified and reopened to non -motorized bicycles, hikers, and equestrians. Now all user groups are enjoying that trail together and no significant issues have been reported. This group also advocates for common courtesy on the trails and encourages cyclists to follow the International Mountain Bike Association's trail etiquette standards and to build goodwill among all users on our trails. Kevin was a big part of this successful advocacy and that is what compels me to ask you to appoint W. Korenthal as a commissioner. We GPS'd hundreds of miles of trails which were adopted by the County on their official maps. I have been a resident of Canyon Country since 1983 prior to the City's incorporation. I know there is a continuing shortage of facilities within our valley for all manner of sports.... baseball, football, soccer fields, tennis etc. Not just for the kids but for the adult leagues that exist. So though we live in a wonderful City and have made great strides, there is still much work to be done. I suppose that since Santa Clarita is such a desirable place tolive we will always be playing catch up. Education is very important to me so I was pleased to be a member of the Site Selection Committee for College of the Canyons new satellite campus. That committee has morphed into the Canyon Country Educational Advisory Committee of which I am an active member. I was an active member on the City of Santa Clarita's task force (SCV-CART). This group has been formed to plan for valley wide evacuation of large animals during emergencies. I participated in the Valley Congress for the planning process and implementation of "One Valley One Vision" My husband Mike & I were two of the lead members that formed the Golden Valley Task Force which resulted in about 900 of acres of open space in Placerita Canyon. There was lots of support from the community at large on this. We worked very hard with that group to start the journey to bring about a realistic and we think terrific project keeping Placerita Canyon Road adjacent to the Nature Center clear of development on that side of property's ridgeline. I have been on the Sand Canyon Home Owners Association (SCHOA) Board since 1999. My current position is Communications Director and Co Chair of our Emergency/FireSafe Council. I was crowned (by Councilman Frank Ferry) Queen of Swales because I spearheaded their removal. We live in Northbridge Point and love being part of and serving our community. We moved to the SCV in order to raise our daughter and send her to quality schools. My passion to want to serve on the City's Planning Commission started when my daughter was in second grade at Santa Clarita Elementary. I was on the PTA as Vice President in charge of fund raising. I was given the charge of raising funds for a new playground. This was a daunting task with a goal of $60,000. Alarge portion of my time was.spent researching and working with the contractor chosen to do the installation. Due, to the nature,of the project, the planning department was part of this process. I was "-required to `present the'playground layout, ADA requirements and any construction changes necessary to safely install the equipment to the Saugus Unified School Board. Next, as a small business owner, I was always looking for new business ventures beyond my accounting and tax practice. In 2005, Hound away to expand my business knowledge by purchasing Santa Clarita's oldest gymnastics school, Gymnastics Unlimited. That was'the next time I had an experience with the City's Planning Department as well as Building and.Safety. Before our business purchase, as an accountant, I needed to. complete due diligence, Part of this process was researching all applicable permits such as Minor Use Permits on our property._ The Planning office did extensive research to pull all the building permits back from 1984 and even go back to LA County to appease me to move forward with our business purchase-., Finally in 2006, when we were expanding, we again spent numerous hours with City Planners who walked us through a build -out and approved our permitting process to go through with no snags. We were attempting to take a newly purchased building zoned as light industrial and change its use to Jn.Structional use. We spent numerous hours with the planning department, our architect and contractors to insure compliance in all areas of City code. We prepared a Minor Use Permit application (MUP),which included a parking variance analysis. Our MUP was easily approved with guidance from all professionals involved in the project including Planner Daren. This process further created a passion within me to continue to learn and follow the planning process. I have found myself on scvtv.com watching Planning Commission meetings. Once I had learned that appointments were going to be made; I felt it was my opportunity to personally get involved. As a small business owner, commercial property owner and resident of Santa Clarita, I feel I can be an asset to the Planning Commission. My personal experience with this department will allow me to analyze projects and make rational decisions while serving my community. I respectfully request, that you consider my appointment to this Commission. Qualifications and Experience Lisa Eichman is the co-owner and founder of Eichman & Eichman. They specialize in tax preparation, tax planning, bookkeeping services, payroll services, IRS audit representation, IRS past tax resolution, prior year returns, Quickbooks consulting and small business consulting. They are known for customizing of services and fees based in the needs of the client. They have an expertise in the teaching field, contractors and entertainment They also manage over $5 Million in assets in the financial services section of their practice. She started her career as a tax accountant in 1988 with the 9th largest CPA firm in the world, BDO Seidman, (back when there was the Big 8) after graduating from CSUN with a BS in Business Administration with a Minor in Accounting in 1988. While she was employed, she worked both in public and private accounting as well as managing my own small tax practice. In 1994, she found an opportunity to expand her small tax practice to where she is today. Eichman & Eichman started as a tax preparation business until 1995. At that time, she expanded to work with clients in the accounting, business management, small business consulting and financial services area. Eichman & Eichman currently has over 500 clients and has,grown consistently through referrals annually. They currently employ 2 assistant accountants. In August of 2005, her client, Gymnastics Unlimited approached her to purchase their business. After many hours of due diligence, a purchase agreement was agreed on and the sale closed on November 1, 2005. When the gymnastics school was originally acquired, there were 270 students and 7 employees with one location. As of today, there are 800 students with two locations in the Santa Clarita Valley. Gymnastics Unlimited now has 24 employees. This is a direct result of her active management of the business as well as her expertise as small business consultants. As the gymnastics school grew, she purchased commercial property in Rye Canyon Industrial Park. She has been a commercial property owner for the past five years and have 22,000 square feet: making it the largest gymnastics school in Santa Clarita, San Fernando and Antelope Valley.
