Authorize the purchase of 14 BigBelly Solar Duo Recycling Units using designated Department of Resources Recycling and Recovery (CalRecycle) grant funds. 2. Appropriate $68,310.45 to Expenditure Account 14604-5161.001. 3. Authorize the City Manager or designee to execute all contracts and associated documents upon the appropriation of funds by the City Council in the annual budget for such fiscal year, and execute all documents subject to City Attorney approval. BACKGROUND Each year, the City of Santa Clarita (City) applies for funding through CalRecycle's City/County Payment Program. The funds are awarded to jurisdictions with the goal of implementing recycling programs aimed to increase the collection of beverage containers in public locations. In 2012, staff secured funding to place 30 BigBelly Solar Duo Recycling Units at 16 parks and 2 public transit locations. To date, this public recycling program has successfully diverted approximately 1,700 pounds of plastic, aluminum, and glass beverage containers from the landfill. Based on the program's ongoing success and the unique functionality of the units, staff recommends placement of 14 more BigBelly units at 10 additional parks and relocation of 2 existing containers to Main Street in Old Town Newhall. The selected locations are highly trafficked by residents and have the highest potential to capture beverage containers. A list of the proposed locations is attached. APPROVED The existing and proposed BigBelly units are sturdy containers, which come equipped with solar technology and sensors allowing staff to check their available capacity from remote locations through a web -based program. See attached photo of a BigBelly unit. These units are unique when compared to other containers because of their durability and technology. Additionally, the units will be wrapped with anti -graffiti graphics to serve as an outreach tool and promote City programs. The addition of 14 more BigBelly units will benefit the City in various ways. There will be increased opportunities to capture beverage containers in public areas by minimizing scavenging and providing additional convenience for residents to recycle. The containers and graphics will raise awareness to the residential and business communities about recycling options. Staff servicing the containers will see a decrease in fuel consumption and greenhouse gas emissions through the use of remote technology to monitor the available capacity of the units. There will be an overall reduction in the energy and man-hour costs for waste collection, while maintaining the same level of service to the community. The units will showcase the City's commitment to sustainable and innovative recycling efforts. The proposed expansion of the existing program will give residents the ability to recycle their beverage containers faster and easier by being accessible in more public locations. The City was approved for a sole -source procurement by the State of California and met the requirements of the City's sole -source policy due to the unique specifications of the BigBelly units. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The City has accumulated CalRecyle grant funds to pay for the full cost of the BigBelly Solar Duo Recycling Units. The cost to purchase 14 BigBelly Solar Duo Recycling Units is $112,310.45. The requested appropriation of $68,310.45 to Expenditure Account 14604-5161.001 will increase the current budget of $45,000 to $113,310.45.
