City Council approve the purchase of 6.53 +/- acres of vacant land in the Canyon Country area of Santa Clarita, Assessor's Parcel Numbers 2844-003-003, 2844-005-020, 030, and 031, for the purpose of siting a community center a total cost of $4,750,000, which includes $50,000 for escrow, title, surveying fees, and due diligence costs; 2. Appropriate $4,700,000 from General Fund fund balance (Capital Projects Reserve) to expenditure account 19000-5201.004 for the purchase of the land and appropriate $50,000 from General Fund fund balance (Capital Projects Reserve) to expenditure account 19000-5201.004 for the escrow, title, surveying fees, and due diligence costs; and 3. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND In May 2014, the City entered into negotiations to purchase approximately 6.53 +/- acres of vacant land in Canyon Country for the purpose of siting community recreational facilities, including a permanent location for the Canyon Country Community Center. This property is currently vacant, is zoned for mixed use commercial development (MX -C), and consists of Assessor's Parcel Numbers 2844-003-003, 2844-005-020, 030, and 031. The purchase of this property will enhance the City's efforts to secure a site suitable for future construction of the Canyon Country Community Center. The property is located on Sierra Highway, north of Soledad Canyon Road. The site is centrally located to a significant amount of residential housing in Canyon Country. Nearby uses include senior housing, several multi -family residential developments, apartment complexes, mobile home parks, and commercial shopping centers. The location has good access to public transportation, is accesible by major roadways, and is close to other compatible amenities such as the Jo Anne Darcy Canyon Country Library. The acquisition of this site will allow for the eventual construction and operation of the Canyon Country Community Center. This acquisition of vacant land is in compliance with Government Code Section 65402 regarding General Plan consistency. It has been reviewed pursuant to the California Environmental Quality Act (CEQA) and is exempt under CEQA guidelines Section 15061 (b) (3), as a transfer of ownership will not change the current use or create any environmental impacts. The Notice of Exemption will be filed with the State Clearinghouse. Any subsequent or proposed changes in the use or condition of the property will be subject to CEQA guidelines. The total estimated costs associated with the purchase of this property are $4,750,000. This includes the $4,700,000 purchase price of the land, and $50,000 for escrow fees, title fees, surveying fees, and due diligence costs. ALTERNATIVE ACTIONS 1. Direct staff to cease purchase of the property. 2. Other action as determined by the City Council. FISCAL IMPACT The total cost of this property acquisition is estimated at $4,750,000. Upon City Council approval, the necessary funds to complete the transaction will be available in expenditure account 19000-5201.004 as follows: $4,700,000 for the purchase of the land and $50,000 for the escrow, title, surveying fees, and due diligence costs.
