Authorize an increase to the construction contract with R.C. Becker and Son, Inc. in the amount of $394,157 to allow for additional park improvements; 2. Authorize an increase to the existing professional services contract with RJM Design Group in the amount of $8,000 for additional services related to the additional park improvements. BACKGROUND During the City's FY 2013-14 budget process, the Council authorized a budget of $3,000,000 for the addition of two multi -use sports fields at Central Park. This project came about after the Interim Central Park Master Plan was adopted in response to the high demand for field space. The $3,000,000 budget was based on the project engineer's estimate for the the new facility, stormwater treatment facilities, and water connection fees. The project was originally planned without certain amenities in order to assure that the budget would be adequate to cover all costs so that construction could start quickly and allow for the fields to be ready for use in the fall of 2014. The project was advertised for bid in May and June of 2013, and bids were opened on July 3, 2013. A construction contract was awarded to R.C. Becker & Son, Inc. on August 27, 2013 in J the amount, including contingency, of $1,996,820. Combined with the utility connection fees and construction support contracts, the total project cost at the time of this award was $2,443,283. A 20% contingency was requested in order to account for the potential for increased spending that might be required for new stormwater control devices on older portions of the park. Construction commenced on October 10, and is scheduled to be completed by July of 2014. As construction began on the project, the remaining unknown stormwater issues were resolved, and staff was asked to evaluate the potential for additional work items identified during the planning and design phase of the project that were not included in the final bid documents. These items included an additional basketball court, additional pedestrian walkways with lighting, a pedestrian plaza between the new fields and the existing basketball courts, and an elevated spectator plaza with landscaped planters and lighting, all of which required design services by RJM Design Group. After preliminary design, staff submitted these additional items to R.C. Becker & Son Inc. in order to determine the feasibility of including them within the existing contract. The total additional cost of these items is $358,325. This price reflects the cost to the City if incorporated with the ongoing construction work and is therefore very competitively priced. A 10% contingency amount of $35,832 is recommended for a total increase to additional construction items of $394,157. ALTERNATIVE ACTIONS City Council can direct staff to continue with the administration of the project contract in its original form without any of the requested additions. FISCAL IMPACT No increase to the current budget approved during the FY 2013-14 cycle is needed to include the additional amenities in the revised project scope. 4
