Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. City Council approve Community Services Grant Committee's project recommendations for
Fiscal Year 2013-14, in an amount not to exceed $72,000 for Community Services Grants
and $45,000 for Arts Grants.
2. In a separate vote, per Council -adopted policy/process, City Council approve Canyon Theatre
Guild City of Santa Clarita Presents Art Grant in an amount not to exceed $3,000.
3. Direct staff to execute agreements approved for funding.
4. Authorize City Manager, or designee, to sign all documents pursuant to City Attorney
approval.
BACKGROUND
For approximately 23 years, the City of Santa Clarita has provided funds to community
organizations through the competitive Community Services and Arts Grants program. Each year,
a Grant Committee is assembled to determine funding categories, review and rate applications,
and make final funding recommendations for community service projects and arts projects
throughout Santa Clarita.
At the September 25, 2012, City Council meeting, the City Council approved a streamlined
process and policy for the Community Services and Arts Grants program. These changes
reflected the compliance requirements under Government Code Sections 1090 and 1091 which
deal with conflicts of interest in the contract -making process.
Section 1090 provides that an officer or employee may not make a contract in which he or she

has a financial interest. Section 1091 addresses various "remote interest" exceptions whereby a
Councilmember or Commissioner is considered to have a "remote interest" if he or she serves on
the executive board of a nonprofit corporation applying for grant funding. When a remote interest
exists, the Commissioner and/or Councilmember must disclose the interest on the record before
City Council takes action on the contract/grant, and the individual cannot influence or attempt to
influence another member of the City Council with regard to the award of the contract/grant.
Finally, a Councilmember with a "remote interest" must refrain from participating in the
discussion or voting concerning such organization, and a separate vote concerning any award to
that organization will be conducted. Staffs recommendations for the Community Services and
Arts Grants reflect this requirement.
Community Services Grants
This year's grant selection committee for Community Services Grants included Mayor Laurene
Weste, Councilmember Bob Kellar, Parks, Recreation, and Community Services Commission
Chair Dianna Boone, and City staff from the Finance division, City Manager's Office, and
Administrative Services department. Grants awarded in the past funded equipment upgrades,
facility renovation projects, and program supplies.
The Committee selected Community Benefit as the priority funding area for this year's grant
program, and chose to continue the previous funding limits of $5,000 per grant award. Thirty
Community Service Grant applications were received, with grant requests totaling $146,350.
This year's proposed Grant Program will fund 15 Community Services Grant applications. The
maximum amount for funding each application is $5,000.
Arts Grants
This year's Arts Grant Committee included Mayor Laurene Weste, Councilmember Bob Kellar,
Arts Commission Chair Susan Shapiro, and City staff from the Finance division, City Manager's
Office, and Administrative Services department. Eleven Arts Grant applications were received,
with five applications for the City of Santa Clarita Presents category and six for the Community
Arts category. The City of Santa Clarita Presents category is for organizations who utilize the
Santa Clarita Performing Arts Center at College of the Canyons (PAC) for public artistic
performances, and the Community Arts category is for organizations who provide programs and
projects for the benefit of the Santa Clarita community. The Grants Committee also chose to
continue previous funding limits of $7,500 per grant award, as the organizations that apply under
the City of Santa Clarita Presents category often have rental costs for the PAC that are above
$20,000, and any lower limit could prohibit these groups from being able to perform at the
facility. The 11 Arts Grant applications received requested a total of $79,775. This year's
proposed Grants program will fund seven Arts Grant applications. The maximum amount of
funding is $7,500.
Attachment A lists the proposed projects and agencies under both the Community Services
Grants and the Arts Grants.

FISCAL IMPACT
Funds in the amount of $120,000 have been budgeted and are available for this purpose in the
Parks, Recreation, and Community Services Department expenditure account 15300-5171.001
for Community Services Grants and expenditure account 15400-5171.001 for Arts Grants.
