Item to be presented by: Rick Gould
DATE: December 9, 2014
SUBJECT: ACCEPTANCE OF DONATED REAL PROPERTY FOR THE
PURPOSE OF PUBLIC RECREATIONAL AND OPEN SPACE
PRESERVATION, 10 +/- ACRES OF REAL PROPERTY IN THE
CITY OF SANTA CLARITA, LOS ANGELES COUNTY
ASSESSOR'S PARCELS 2841-015-006 AND 2841-015-007
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. City Council accept the donation of real property for the purpose of public recreational and
open space preservation, 10 +/- acres of real property in the City of Santa Clarita, Assessor's
parcel numbers 2841-015-006 and 2841-015-007.
2. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
The owners of the subject property, Bob and Wendy Stevenson, approached staff with a desire to
participate in the City's on-going efforts to provide natural areas for public recreation and
enjoyment, and the protection of our open spaces. Mr. and Mrs. Stevenson have requested to
contribute to the City's open space program with the gift of real property, approximately 10 +/-
acres, adjacent to the City's existing Golden Valley Ranch open space. The donation of the real
property will enhance the City's continuous efforts to preserve open space and provide additional
recreational opportunities for residents.
When the City acquires property, funds are typically needed for the purchase along with funds
for associated costs including environmental review, due diligence, the payment of property tax,
and property enhancements. The associated costs with acquiring this property happen to be
minimal. An appraisal of this site has valued the property at $400,000, making the property tax

obligation substantially lower than many previous acquisitions. Staff will work with the donors
to fulfill a request to name a trail in memory of a loved one.
This acquisition has been reviewed pursuant to the California Environmental Quality Act
(CEQA) and is exempt under CEQA guidelines Section 15313, Class 13, as an acquisition for
conservation purposes and Section 15325, Class 25, as a transfer of an ownership interest in land
to preserve open space and existing natural conditions.
ALTERNATIVE ACTIONS
1. Direct staff to cease the acceptance of the property.
2. Other action as determined by the City Council.
FISCAL IMPACT
Acquisition costs for this property are estimated to be less than $5,000, and funds for these costs
are currently available in expenditure account 12592-5185.003.
