CASTAIC LAKE WATER AGENCY FOR WATER PIPELINE
IMPROVEMENTS TO INCREASE WATER SUPPLY

RECOMMENDED ACTION
City Council approve the granting of easements to the Castaic Lake Water Agency (CLWA) for
water pipeline improvements and appropriate $2,500 to miscellaneous revenue account
100-4621.001 in the 2014-15 budget.
BACKGROUND
The Foothill Feeder Connection Project is a joint project between the Metropolitan Water
District (MWD) and the Castaic Lake Water Agency (CLWA). This project conveys untreated
surface water from the State Water Project at Castaic Lake to both the MWD's Jensen Water
Treatment Plant in Granada Hills and to CLWA's Rio Vista Treatment Plant through a
connection/structure in Santa Clarita. The current connection/structure is located adjacent to
Bridgeport Park and intersects a portion of the Santa Clarita River Trail. Daytime construction
will intermittently increase noise in the immediate vicinity of the project site during excavation
activities. This period will last from seven to ten days and is not expected to create a disturbance
in the area, as it is not close to homes.
When the pipeline was built in 1996, it was designed to accommodate phased future expansions.
The pipeline was subsequently expanded in 2006. The current capacity allows for the delivery
of 66 million gallons of water per day, which is not sufficient to meet the water demands of the
community. This project includes two permanent easements; a pipeline easement and an
electrical conduit easement, both totaling 8,622 square feet. This will allow for the expansion of
the existing facility so it can meet community needs. In addition, a temporary construction
easement is also being requested to allow for staging, in order to complete the project.
Staff requested that CLWA conduct an appraisal of the required easements that CLWA wishes to
acquire for the pipeline project. A summary appraisal was completed in February 2014 and
determined the value to be $2,500.
ALTERNATIVE ACTIONS
Other action as determined by City Council.
FISCAL IMPACT
This action will result in a one-time increase in miscellaneous General Fund revenues in the
amount of $2,500.

and are incorporated herein by this reference.

ADDENDUM TO ELECTRICAL CONDUIT EASEMENT
1. Grantee, its contractors, agents, employees and servants shall have the right to use the
Easement Area for the purpose of the construction and installation of electrical conduit in
connection with the expansion of the existing pipeline system for the movement of untreated
water. All work and other activities on the part of Grantee, its contractors, agents, employees
and servants in or about the Easement Area shall be conducted in compliance with all applicable
governmental laws, statutes, ordinances, rules and regulations.
2. This easement granted herein is subject to all existing easements, encumbrances, claims and
other matters, whether or not of public record, which may affect the Easement Area. Grantor
reserves the right to use the Easement Area, including, without limitation, by the granting of
additional easements, in any manner that does not unreasonably interfere with Grantee's rights
under this Temporary Construction Easement.
3. As a material consideration to Grantor for the grant by Grantor to Grantee of this Electrical
Conduit Easement, Grantee agrees to indemnify, protect, defend and hold Grantor and its
officials, officers, agents and employees harmless from and against any and all claims, losses,
liabilities, actions, judgments, costs and expenses (including attorneys' fees and costs) arising out
of or relating to the use of the Easement Area by, and the activities in and about the Easement
Area of, Grantee, its contractors, agents, employees and servants.

ADDENDUM TO TEMPORARY CONSTRUCTION EASEMENT
1. The term of this Temporary Construction Easement shall commence on the date this
Temporary Construction Easement is recorded in the Official Records of Los Angeles
County, California and will expire no later than [INSERT DATE OR DURATION]. Upon
expiration of this Temporary Construction Easement, Grantee shall, at Grantor's request
and at Grantee's expense, record a quitclaim, notice of re -conveyance or notice of
expiration respecting this Temporary Construction Easement. Further, upon expiration of
this Temporary Construction Easement, Grantee shall restore the Easement Area as
nearly as possible to the same condition it was in prior to the execution of this Temporary
Construction Easement. In the event Grantee fails to so restore the Easement Area within
90 days following the expiration of this Temporary Construction Easement, Grantor may do
so at the risk of Grantee, and all costs of such restoration shall be paid by Grantee upon
demand.
2. Grantee, its contractors, agents, employees and servants shall have the right to use the
Easement Area for the purpose of the construction and installation of electrical conduit and
water pipelines in connection with the expansion of the existing pipeline system for the
movement of untreated water. All work and other activities on the part of Grantee, its
contractors, agents, employees and servants in or about the Easement Area shall be
conducted in compliance with all applicable governmental laws, statutes, ordinances, rules
and regulations.
3. This easement granted herein is subject to all existing easements, encumbrances,
claims and other matters, whether or not of public record, which may affect the Easement
Area. Grantor reserves the right to use the Easement Area, including, without limitation, by
the granting of additional easements, in any manner that does not unreasonably interfere
with Grantee's rights under this Temporary Construction Easement.
4. As a material consideration to Grantor for the grant by Grantor to Grantee of this
Temporary Construction Easement, Grantee agrees to indemnify, protect, defend and hold
Grantor and its officials, officers, agents and employees harmless from and against any
and all claims, losses, liabilities, actions, judgments, costs and expenses (including
attorneys' fees and costs) arising out of or relating to the use of the Easement Area by, and
the activities in and about the Easement Area of, Grantee, its contractors, agents,
employees and servants.
