HomeMy WebLinkAbout2014-11-25 - AGENDA REPORTS - FIN SUPPORT NEW SENIOR CENTER (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: CITY OF SANTA CLARIT, AGENDA REPORT City Manager Approval: Item to be presented by: November 25, 2014 Agenda Item: 12 FINANCIAL SUPPORT FOR THE CONSTRUCTION OF THE NEW SANTA CLARITA VALLEY SENIOR CENTER FACILITY Parks, Recreation, and Community Services RECOMMENDED ACTION City Council: Commit and appropriate $3,000,000 toward the construction of a new Santa Clarita Valley Senior Center and appropriate funds from Capital Projects Reserve to expenditure account 19000-5161.001, pending the execution of an agreement between the City and the Santa Clarita Valley Committee on Aging. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Over the last several years, demand for senior programming and services has increased at the Santa Clarita Valley Senior Center (Center). The Center serves approximately 10,000 seniors and their families annually in three buildings that encompass a total of 10,877 square feet. The current Center's facilities lack function and capacity and are geographically remote from most areas of the Santa Clarita Valley. In addition, the three structures are aging, need major renovation and upgrades to meet changing building and public facility codes, and require substantial subsidies to sustain building maintenance due to the age and condition of the structures. The Santa Clarita Valley Committee on Aging commissioned a comprehensive needs assessment in 2013. The assessment projected that during the decade beginning in 2010, the greatest w �Do no n, increase in the City's population of individuals ages 40 and over will occur among people 70 to 74 years of age; this is an increase of 77%. During that same time period, the number of individuals ages 65 to 69 years will increase by 69%. During the period from 2020 to 2035, the greatest increase in the City's population of individuals ages 40 and over is forecasted to occur among people 75 years or older, increasing by 92% or more. The needs assessment concluded that the existing Center's facilities do not meet either the current or future needs for senior services in the Santa Clarita Valley and that a new site and facility are required. The Committee on Aging has approached both the City of Santa Clarita and the County of Los Angeles and made requests of both agencies for funding to assist with the construction of a new facility. Each entity has been asked for a contribution of $3,000,000 toward construction costs. Supervisor Antonovich's staff has indicated that the Fifth District intends to fund this proposal in the amount of $3,000,000. An agreement between the City and the Committee on Aging is pending and staff will return to City Council to approve the final agreement. No funds will be distributed until the agreement is fully executed. It is anticipated that the construction on the new facility could start as early as January 2017. ALTERNATIVE ACTIONS Other action as determined by City Council. FISCAL IMPACT Capital Projects Reserve funds in the amount of $3,000,000 will be appropriated for the construction of a new Santa Clarita Senior Center Facility.
