Approve Final Tract Map for Tract No. 53425. 2. Accept on behalf of the public, the offers of dedication for public use and road purposes; accept all sanitary sewers and appurtenant structures; accept storm drains and appurtenant structures; accept the grant of slope easement along Golden Valley Road to the City of Santa Clarita (City) Landscape Maintenance District for landscape maintenance; and accept the right to restrict direct vehicular ingress and egress. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66424, 66427, 66474 and 66474.1 of the Subdivision Map Act pertaining to general provisions for subdividing land, and provisions for making findings of conformance with applicable requirements, and therefore should be approved, and (b) that this proposed subdivision together with the provisions for this design and improvement is consistent with the General Plan that is required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or a specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code. 4. Instruct the Deputy City Manager to endorse the Special Assessment Statement on the face of the Final Tract Map for Tract No. 53425, which indicates all special assessments levied by the City have been or will be paid. Instruct the City Clerk to endorse the Statement on the face of the Final Tract Map for Tract No. 53425, which embodies the approval of said map and the acceptance of the dedications shown thereon, and the abandonment of the easements shown thereon. 6. Instruct the City Engineer to endorse the Statement on the face of the Final Tract Map for Tract No. 53425, which provides for verification of substantial conformance with the Tentative Tract Map and all provisions of local ordinances applicable at the time of approval. BACKGROUND The Tentative Tract Map for the River Village development, Tract No. 53425, was approved by the City Council on May 24, 2005 (under the name of Riverpark). Tract No. 53425 is the final mapping phase of the River Village development, known as Area C. The Tract Map consists of approximately 40.20 acres and is located on the north side of Newhall Ranch Road, northwest of the future Golden Valley Road extension. For location reference, see the attached exhibit map. River Village Area C was approved by the City Council for up to 380 multifamily dwelling units. The Tract Map is creating a total of five lots for condominium purposes, consisting of 239 multifamily dwelling units. The property was sold by Newhall Land to Beazer Homes for development. The Final Tract Map for Tract No. 53425 was reviewed by City staff and deemed to be in substantial conformance with the principles and standards required by the Unified Development Code. Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final tract map if it was previously approved as a tentative tract map for the proposed subdivision and is in substantial conformance with the previously approved tentative tract map. The Final Tract Map has been reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved Tentative Tract Map. The conditions of approval established by the City were met and fees have been or will be paid as indicated on the attached fact sheet. The Final Tract Map is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT There is no fiscal impact by this action, as no new public streets are being dedicated to the City by this map. Quimby Fees: The developer shall pay the applicable Quimby Fees at the time of building permit issuance. School Fees: All appropriate school fees will be paid at the time of building permits.
